IMPORTANT CHANGES DEMANDED BY TEACHERS State Convention Suggests Modified Laws to Legislature County Superintendent of Schools R. P. Mitchell was in attendance last week at the state convention of the county and city superintendents at Lake Tahoe. The legislative committee, Mr. Mitchell reports, made several recommendations that will be advantageous to Orange county. One of the recommendations was to make it optional with the County Boards of Education to hold teachers' examinations. As the law now stands the examinations are held twice each year, and some times there may be one teacher to take part in the examination. In cases of this kind, the committee held, it would be better to postpone the examination until there are more applicants. It was also recommended that an effort be made to secure state and county aid for Junior Colleges. Support for these institutions is now secured solely from the districts in which they are located. Another recommendation was for a constitutional amendment under which a building fund would be created in each school district. Under this plan so much would be placed in the fund through a direct tax each year. Under this plan it is believed bond issues could be escaped. The money would be kept in the fund for strictly building purposes and would be at the disposal of the district when new buildings were planned. A grammar school budget to be prepared by all city boards of education was also recommended. B. B. & M., and North of the Katella Road and Katella Road is placed the same road being along the South boundary line of Sections 19,-20, 21, 22, 23, and 24, of Township 4 South, Range 10 West, S. B. B. & M. The slogan of the society is "We approve." We suppose their list of approbations will include the following: We approve the selection of William Jennings Bryan as secretary of state. We approve his resignation. We approve the stand of Mr. Wilson in opposition to a national defense program in 1914. We approve his addresses in favor of a national defense program in 1916. We approve his capture of Vera Cruz with the object of enforcing a salute to the American flag. We approve his withdrawal of our forces from Vera Cruz with the American flag unsaluted. We approve his insistence that Huerta must not be president of Mexico. We approve his recent announcement that there must be no interference with Mexico. We approve his support of Pancho Villa. We approve his pursuit of Pancho Villa. We approve his notification of Germany that submarine attacks on merchant ships must cease. We approve his declaration during the submarine controversy that we are too proud to fight. We approve his shaken fist. We approve his admonitoring finger. Pilfering Must Cease: As the result of numerous complaints received by Sheriff Jackson within the last few days from ranchers against persons who have been picking fruit from trees along the highways and helping themselves to walnuts which drop from the trees to the road, the sheriff has decided it was time to give warning to those who have indulged in this practice. It is strictly against the law for persons to take fruit or nuts in this manner and every time they do so they subject themselves to arrest. The offense is punishable by a fine or imprisonment. No large thefts have been reported, the complaints being mainly against persons who have stopped at various points along the highways to escurc a supply of nuts or fruit for immediate consumption, but Sheriff Jackson has declared that unless the practice is stopped arrests will be made in order to make an example of some of those persons robbing the orchards in this manner. Ed Fuller, who lives near the Anaheim sugar factory, pleaded guilty in Justice Cox's court at Santa Ana on Thursday to running a blind pig, and was given three hundred days in jail. Fuller was arrested by Sheriff Jackson and Deputy Maxwell last week and a cache of liquor was found in a partition of his house. He plead guilty on three counts, and was given a hundred day sentence on each.
