COLORADO RIVER AND ITS UTILIZATION GOVERNMENT STARTING MOVEMENT TOWARD CONSERVATION OF ENTIRE WATER FLOW VALUABLE FORESTS AND EXTENSIVE DEPOSITS IN VALLEY TO BE OPENED The region traversed by the Colorado river and its tributaries is for many reasons of intense interest to the people of the west. Here was the home of that forgotten people of which there is now almost no record except the hieroglyphics on the rocks, the ruins of their irrigation systems, and the cliff dwellings by which they are most widely known; here were Spanish missions whose history extends back nearly to the days of Balboa and Cortez; here is the Grand Canyon, whose sublimity was first fully disclosed by Maj. J. W. Powell and his associates, who navigated it from end to end in 1869 and 1872. The high valleys of the region contain valuable forests, and in its mountains are extensive deposits of minerals. At many points within its borders prosperous agricultural communities have been established, of which perhaps the best known are Montrose, Grand Junction, Farmington, Phoenix, and Yuma. The basin is crossed by four trunk-line railroads, which give promise that transportation facilities addition. Application must be filed on or before July 1, 1916. MILKER, positions pay $40 a month with board and room in addition. Applications must be filed on or before July 1, 1916. QUARTERMASTER - Commissary, Veterans' home, the position pays $1200 a year with full maintenance. The duties include the supervision of farm, dairy, poultry, hogs, laundry and culinary department, and require a knowledge of all the features pertaining to the quartermaster commissary department of the U. S. army. Applicants will be given a written examination on July 8, and applications must be filed on or before July 1, 1916. ATTENDANT, Southern California state hospital. Positions pay from $40 to $50 a month, with board, room, light, heat and laundry provided in addition. The age limits for men are from 21 to 50, and for women from 19 to 45. Applications must be filed on or before July 3. The examinations will be held on July 10. ATTENDANT, Veterans' home, this examination is for men only. The duties include the care of the veterans in the home. The salaries range from $30 to $35 a month with maintenance. Candidates must be between the ages of 21 and 50. AN ORDINANCE TIONS 1 AND 4 237 OF THE ORDINANCE ENTITLED: "A VIDING FOR A PLUMBING THE CITY OF COMPENSATION CONSTRUCTION OF PLUMBING AGE WITHIN SUPPORT FOR THE MITS THEREFORE ADOPTED ON DECEMBER, 1916." THE BOARD OF CITY OF ANAHIE FOLLOWS: SECTION 1. The notice No. 237 of the title "An Ordinance Appointment of a City of Anahie tiles and Fixing hating the Construc Plumbing and Heal said City, and Proof of Permits Therefore on the 25th day and the same is how: "SECTION 1. The basin is crossed by four trunk-line railroads, which give promise that transportation facilities will keep pace with development. Without the water afforded by Colorado River and its tributaries, however, this immense region would remain forever a barren desert. These rivers make possible not only the construction of large irrigation systems and the growth of towns, cities, and prosperous agricultural communities, but also the generation of hydroelectric power for light, heating, and industrial uses and the transportation of freight and passengers. The United States Geological Survey began to study the water resources of this region in 1889 and has since collected, alone and in co-operation with the Reclamation Service, the India noffice, the Forest Service, and the Weather Bureau, many records of river discharge. Each of these Federal bureaus has also made independent investigations of certain problems pertaining to the water resources. Much exploratory work has been done by private persons and corporations, irrigation and power projects have been examined, railroad routes have been surveyed, and the Grand Canyon has been traversed several times since Major Powell made the pioneer trip. The diversion of water outside of the basin to irrigate nearly half a million acres in the Salton basin, the breach in the river river banks and the diversion of the whole flow of the river to the Salton Sink with the resulting loss of valuable property in Imperial Valley, the spectacular struggle and final success of the Southern Pacific Co. In closing the breach and restoring teh flow of the river to the Gulf of California, and the international questions involved in the joint use of the river by the United States and the Republic of Mexico have brought to the attention of the people of the country, as well as to State and Federal officials, first one and then another phase of the many problems involved in the utilization of Colorado River. CAN'T GET BOND Either George Nesbitt will go to San Quentin or Judge Thomas will withdraw as a probation requirement that Nesbitt give a $3000 bond for good behavior. That, in brief, is the situation so far as George Nesbitt, under sentence of ten years to San Quentin for manslaughter in that he drove the automobile that killed Miss Mabel Thomas at Garden Grove, is concerned. Last Friday Judge Thomas granted Nesbitt probation. Probation, however, was contingent upon a bond of $3000, to be signed by thirty persons, each to be held liable only for $100, being given. Fred Andres, step-father of Nesbitt, started out to circulate the bond, but he found very few who would sign it. With this difficulty facing him, Andres had Attorney Rutan interview Judge Thomas on Monday, and ask that the bond requirement be withdrawn. At that time the judge refused. Realizing that it would be practically impossible to get the bond, and not caring to urge upon his friends that they sign it, Andres is reported to have given up any attempt to get it signed. Rev. Thomas, father of the dead girl, is now endeavoring to get the bond filled. Expert piano tuning, F. W. Schmidt. The capital stock of the Placentia Mutual Orange association has been raised from $10,000 to $50,000. Mary Dauser, guardian of the persons and estates of Joseph Stueckle, Frank Stueckle, and Wilfred Stueckle, minors, having filed her verified petition in this court, setting forth the facts from which it appears that Arthur G. Pence as assignee and Theo. Roberts, is entitled to specific performance of a contract made by said Theo. Roberts with Conrad Stueckle, now deceased, in his life time, which said contract is set forth in her petition, and praying for an order authorizing and directing said guardian to execute to said Arthur G. THOMAS, Judge of the Superior Court ANAHEIM GAZETTE—THURSDAY, JUNE 29, 1916 ORDINANCE NO. 302 AN ORDINANCE AMENDING SECTIONS 1 AND 4 OF ORDINANCE NO. 237 OF THE CITY OF ANAHEIM, ENTITLED: "AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF A PLUMBING INSPECTOR FOR THE CITY OF ANAHEIM, DEFINING HIS DUTIES AND FIXING HIS CONSENSATION REGULATING THE CONSTRUCTION AND INSPECTION OF PLUMBING AND HOUSE DRAINAGE WITHIN SAID CITY, AND PROVIDING FOR THE ISSUING OF PERMITS THEREFORE" PASSED AND ADOPTED ON THE 28th DAY OF DECEMBER, 1911. THE BOARD OF TRUSTEES OF THE CITY OF ANAHEIM, DO ORDAIN AS FOLLOWS: SECTION 1. That Section 1 of Ordinance No. 237 of the City of Anaheim, entitled "An Ordnance Providing for the Appointment of a Plumbing Inspector for the City of Anaheim, Defining his Duties and Fixing his Compensation, Regulating the Construction and Inspection of Plumbing and House Drainage Within said City, and providing for the Issuing of Permits Therefore," passed and adopted on the 28th day of December, 1911, be and the same is hereby amended as follows: SECTION 1. The office of Plumbing Inspector in and for the City of Anaheim, is hereby created, and the Civil Engineer of said city shall be Ex-officio Plumbing Inspector in and for said City. SECTION 2. That Section 4 of said Ordinance No. 237 be, and the same is hereby amended as follows: SECTION 4. Any person, firm or corporation desiring a permit to do any plumbing or to construct any house drainage affecting the sanitary condition of any house or building in the City of Anaheim, or to make any alteration thereof, except as hereinafter provided, or to make any connection with any public sewer of said city, or to install any gas pipe or gas-fitting therein, shall make application in writing to the Plumbing Inspector for a permit to do so, such application shall set forth the number of outlets and fixtures to be installed and the amount and character of the work to be done, and if it appears that there will be work proposed to be done is to done in accordance with the rules, regulations and specifications contained in this Ordinance, and that the Board of Trustees of said city has caused to be issued for the building where such work is proposed to be done, a permit as required by the Ordinations of said city, then and not otherwise, the Plumbing Inspector shall issue a permit for such work upon the payment to him for the following fees: If the permit issued is or installation of plumbing or house drainage as follows, to-wit: "A fee of fifty cents ($.50) for such permit, and in addition thereto, fifteen cents ($.15) for each outlet, not exceeding twenty-five outlets, proposed to be roughhed in or provided for in the work to be done under permit, and ten cents ($.10) additional for each outlet in excess of twenty-five outlets; provided further, that said Plumbing Inspector ORDINANCE NO. 303 AN ORDINANCE PRESCRIBING THE DUTIES OF THE CITY ATTORNEY AND FIXING HIS COMPENSATION. The Board of Trustees of the City of Anaheim ordain as follows: SECTION 1. In addition to other duties prescribed by law, it shall be the duty of the City Attorney of the City of Anaheim, to attend all meetings of the Board of Trustees of the City of Anaheim, and to advise said Board of Trustees and several members thereof, and the several officers of said City, in matters law, pertaining to their several officers; to prosecute and defend all actions in which the said City of Anaheim may be involved; to prosecute in the Recorder's Court of said city, violations of ordinances when in the opinion of the City Attorney, reasonable cause exists to believe in the guilt of the accused; to attend before the Board of Equalization of said city, and to advise said Board of Equalization in matters of law; to prepare and present to the Board of Trustees of said city, and to the officers and members thereof, any resolutions and ordinances as may be approved all controls in which said city may be a party, and to do and perform such other acts and things as may be required by law or by the Board of Trustees of said City. SECTION 2. As compensation for his services, the City Attorney shall receive the sum of Seventy-five ($75.00) dollars per month, payable monthly, provided that for extraordinary services to be hereafter rendered by him, he shall be ceded such additional addition to paid sums of Seventy-five ($75.00) dollars per month, as such extraordinary services may be reasonably worth. The words "Extraordinary Services" as used in this Section shall be deemed to mean all actions prosecuted by, or against said City of Anaheim in Courts of Record of the State of California, or United States; all proceedings had before any tribunal officer, Board or body of the State of California, any理由 in which the constitutionality or validity of any ordinance of the City of Anaheim, or any resolution or other proceeding passed or adopted by its Board of Trustees shall be attacked. That Ordnance No. This ordinance and specific provisions of this Ordinance, and the Board of Trustees of the City of Anaheim, has caused to be issued for the building where such work is proposed to be done, a permit as required by the Ordinances of said city, then and not otherwise, the Plumbing Inspector shall issue a permit for such work upon the payment to him of the following fees: If the permit issued is for installation or alteration of plumbing or house drainage as follows, to-wit: - A fee of fifty cents ($.50) for such permit in addition hereinafter fifteen cents ($.15) for each outlet, not exceeding twenty-five outlets, proposed to be roughened in or provided for in the work to be done under said permit, and ten cents ($.10) additional for each outlet in excess of twenty-five outlets; provided further, that said Plumbing Inspector shall charge and collect the sum of two dollars and fifty cents ($.250) for the inspection of any connection proposed to be made to a public sewer in said city. If the permit issued is not the usual amount of gas pipe or fitting or for any alteration thereof, as follows, to-wit: A fee of one dollar ($.10) for each permit and in addition thereto, five cents ($.05) for each opening, including fume vent. All monies so collected by the plumbing inspector shall be accounted for and paid to the City of Anaheim in the manner and form at the time provided by law and by the Ordinances of said City. Notwithstanding the provisions herein outlined, no inspection shall be required nor permit deemed necessary in the case of repairing and extension of plumbing and gas fitting, in the following case: The stoppage of leaks in drain, soil waste, service, gas or vent pipes; provided however that should any trap, drain, soil waste or vent pipe, be, or become defective and it becomes necessary to remove or replace the same with new material in any part or parts, the same considered and new work and a permit shall be procured and inspection made as herein required, provided further that no inspection nor permit shall be required for the work of making or installing any addition to, extension or repair of any gas-pipe or fitting or any alteration or extension of, or addition to any such gas pipe or fitting, which may be necessary for the removal or repair of any gas stove, heater, plate or other fixture or outlet, provided that in making any such modification that is any such gas pipe or fitting or rendered necessary in the removal or repair of any such gas-stove, heater, plate or other fixture or outlet not more than fifteen feet of new or additional pipe shall be used, otherwise the work shall be subject to the provisions for inspection, and the issuance of a permit as required; except that no inspection or permit shall be required for laying installing any service pipe. SECTION 3. All ordinances and parts of ordinances in conflict with the provisions of this ordinance, are hereby repealed. SECTION 4. The City Clerk of the City of Anaheim shall certify to the passage of this ordinance, and cause the same to be published once in the "Anaheim Gazette," a weekly newspaper of general character, printed, published and circulated in the City of Anaheim, and thirty days from and after its final passage it shall take effect and be in full force. The body of a Mexican was found beside the road in Santa Ana canyon near Alta Vista Thursday morning. Meger reports from Alta Vista at first indicated that death was due to violence. Under Sheriff Iman and Constable Heard, whose father is in charge of Alta Vista, went to the place. About noon under sheriff telephoned to Coroner Winbigler that there were no marks of violence upon the body. He said the Mexican, whose name Iman had not learned, had camped beside the road, and had evidently died during the night.
