INDUSTRIAL DEPRESSION PRECEDING WAR
In addition to the indisputable evidences that it was the war that produced whatever degree of prosperity we are now enjoying, let it be remembered that prior to the outbreak of the war our bank clearings were at a low stage; the surplus of idle freight cars had reached an appalling figure; more miles of railroads were in the hands of receivers than ever before in our history, and commercial failures had also reached a record-breaking maximum. From every viewpoint the evidence shows a growing industrial depression up to the time the European war began to exert a beneficial influence upon our business, and from that day a steadily rising industrial improvement along lines which clearly indicate to the unprejudiced mind the results of war orders.
Let it be clearly understood that we do not assert that all the business this country is doing today is war business. Naturally and inevitably, the change in our trade balance, the cutting off of tourist expenditures abroad, and the saving to our people of the payment of interest and dividends throws into the channels of domestic trade enormous sums of money which are expended for development of home industry. But a law permitting any old tub that floated the sea to come under American registry and the American flag. To accomplish this, they waived inspection laws, admitted foreign ships that could not pass inspection, and gave them privileges denied to American vessels. They permitted foreign officers to command these ships, even though at the time hundreds of American mariners remained idle in our coast cities. Now the democratic shipping bill will do its mite toward discouraging any fundamentally sound re-creation of the American merchant marine.
THE NATIONAL CONVENTION
Never in the history of the republican party has a national convention been conducted with so little noise and in a more harmonious manner than the one which finished its work at Chicago on Friday with the nomination of Charles E. Hughes of New York, for president, and Charles W. Fairbanks of Indiana, for vice president. The 998 delegates realized that they were confronted with a momentous question, that it was their duty to nominate candidates for president and vice president who could lead the people out of the danger zone in which they are now wondering, and redeem the nation from the misrule of its government during the past four years. There was no machine made noise or purchased applause. Each candidate and his sponsor received a hearty demonstration, but the convention was never compelled to wait an hour or more while delegates and spectators deliberately worked themselves into a fit of hysterics bordering on insanity over the mention of a name.

No American jury weighing the evidence under the instructions from a judge, would reject evidence as conclusive as this. Neither will such evidence be rejected by the vast jury of the American voters, notwithstanding the unsupported assertion of the president of the United States and the democratic national committee.
SUBJECT TO CHANGE WITHOUT NOTICE
While there seems to be unity of opinion as to the individuals who will be nominated on the national democratic ticket, it is difficult to imagine upon what sort of a platform of policies those candidates will run. The candidates will be the same as those named in 1912. Manifestly the platform must be radically different. The principal planks upon which the democratic party made its campaign in 1912 will be chiefly notable by their absence from the platform of 1916.
There will be no denunciation of the principle of a protective tariff.
There will be no declaration in favor of free tolls through the Panama canal.
There will be no criticism of republican extravagance.
Several candidates were presented to the convention for the presidential nomination, some of them having a strong following, but when it became apparent that the sentiment of the people was for Hughes the others gracefully retired and he was unanimously nominated at the close of the third ballot.
In addition to putting in nomination the strongest candidates that could possibly be chosen, the convention did three commendable things. It smashed the progressive party and scattered its fragments to the four winds, it eliminated from politics Col. Theodore Roosevelt, and it threw into the discard all the political hopes and aspirations of Hiram Johnson of California. It developed at the close of the proceedings that the progressive convention was merely called for the purpose of bluffing the republicans into nominating Roosevelt, that the convention was dominated by a wire from Sagamore Hill, and that the Colonel had no intention of accepting the nomination on the third ticket unless he could bluff the republicans into making him their standard bearer. He fell woefully short. On the second ballot he polled 87 votes and on the third 18½. On learning that Hughes was the choice of the republican convention the progressives led by Hiram Johnson with a yell nominated the Colonel, but Mr. Roosevelt sent a telegram declining the honor, and the convention adjourned without a candidate for the highest office, although John M. Parker of Louisiana, was nominated for second place.

There will be no repetition of the pledge that our citizens shall be given full protection for both themselves and their property throughout the world.
There will be no promise of reduction in the number of public offices.
Therewill be no assertion that our pledges are made to be kept when in office as well as relied upon during the campaign.
More appropriately might*the democrats borrow an expression found on every railway time table, and close their 1916 platform with the sentence Subject to change without notice.

Because of his persistent refusal to be interviewed some doubt was expressed as to his standing on public questions, but in his telegram he stated that he stood squarely on the platform, and that the paramount issues of the campaign were Americanism, preparedness and protection. As these are the principal doctrines advocated by the progressive platform, and Roosevelt before the convention signified his intention of supporting any republican candidate who favored them, the Colonel can now take off his coat and conscienciously work for Mr. Hughes.
In the meantime there is gloom in the democratic ranks. They were hoping that Roosevelt would get the Republican nomination, or that he would repeat his action of 1912 and head a third ticket, but with both factions concentrated on one of the cleanest and brainstem men in the United States, their hopes of re-electing Wilson and a democratic congress have vanished.
Let Bill Taft and Teddy shake hands over the bloody chasm; let Hiram Johnson and Stanley Reinhaus fall upon one another's neck and weep, and let suffering Jeems Jackman beat it to the hills.
That President Wilson will draft the St. Louis platform is the word passed about among democrats. As a phrase maker the president is at his best. Judging by the way demo-

crats have mutilated their platform of 1912, these quadrennial democratic professions of principle need be nothing more than an attractive collection of phrases. In this capacity then the president can serve his party well. Then the president has had literary experience that comes to few authors through the heavy demands made on his pen in notes to Germany. Moreover, there is a striking parallel between notes to Germany and democratic platforms. Both documents must look, first upon inspection, to be courageous declarations of principle with the ultimatums tacked on the end. Then there must be a second and milder interpretation, hovering in between the lines, available for use if it becomes inexpedient to stand on the first grounds. Finally, it must be possible to surrender on every point with honor and dignity, that is, gracefully. Surely President Wilson's success with strict accountability notes and similar documents gives him some considerable standing among the phrase makers ambitions to pen that St. Louis platform.

E. Stewart, City Engineer of the City of Anaheim, and which were filed in the Office of the City Clerk of said city, on the 23rd day of December, 1916.
Those certain portions of West Broadway Street herein referred to are described as follows, to-wit: That portion of the roadway of West Broadway Street lying between a line produced southerly from the Northerly property line laid West Broadway Street to the center line of the roadway of said West Broadway Street and being distant Westerly $3.75 set at right angles from the monumental center line of South Los Angeles Street, and a line produced Southerly from the Northerly property line of said West Broadway Street to the center line of West Broadway Street and being distant Westerly One hundred sixty-five feet at right angles from the Monumental center line of South Los Angeles Street; She first got her family in line at the water's edge; then she perched herself upon a rock and gravelly reached down into a hole and brought up a crawfish. While she was washing it a little coon broke ranks, darted forward and seized the prey from beneath his mother's nose.
This started a row, and all the little fellows were badly mixed, while the old one was administering bites and cuffs indiscriminately among her scholars. She finally succeeded in restoring order, and then sent one of the little coons to try his luck in another hole.
Here the fun began in earnest, and all the mischievous boys that ever made a teacher's heart ache were angels of goodness when compared with these little coons. They pinched each other's legs, and worried the old coon until she turned and gave them a general cuffing all around.
It seemed to the watcher that each little coon knew his lesson perfectly, and was determined to get all the fun possible, for when the mother coon became so angry that she made her bites felt, the little fellows caught, washed and ate their crawfish with all the ability of veterans.
The comically grave faces of the little fellows as they reached down into the crawfish holes and groped about for the fish were too much for the observer's risibilities, and he gave them such a hearty laugh that the school was instantly dismissed.

An agitation which it is thought will sooner or later result in a single telephone system in Santa Ana, Anaheim, Long Beach, San Bernardino and Ventura, thus saving thousands of dollars to business men who find it necessary to keep two telephones in their place of business, and providing broader service to telephone users, has begun.
Just what the result of the agitation is now known is that it led to a significant increase in calls to the local police department. The number of calls increased by 30% over the previous year, and by 50% over the last three years.

An agitation which it is thought will sooner or later result in a single telephone system in Santa Ana, Anaheim, Long Beach, San Bernardino and Ventura, thus saving thousands of dollars to business men who find it necessary to keep two telephones in their place of business, and providing broader service to telephone users, has begun. Just what the result of the agitation will be, and just when that result will be accomplished, is not known, but it is confidently expected that a single phone system will eventually result. The agitation began in San Bernardino, following a proposition of the Union Home Telephone company to sell its system there to the city for $10, the city to operate the system on trial for three years, and at the end of that time if it desired to continue the service if it desired to continue the service to assume a bonded indebtedness of $400,000, and during the three years' trial to pay 5 per cent on the $400,000 indebtedness.

The trustees of Fullerton are talking of getting a fire whistle, in order to sound the alarm to a greater radius than is possible with the present one. The need for such an alarm was emphasized by the large packing house fire last Sunday night. It was also decided to paint white deadmarks about the downtown fire hydrants, to warn motorists not to park their cars too close to the hydrants.

Said check or bond shall be forfeited to the City of Anaheim if within ten days after the award of the contract, the successful bidder shall fall to enter into a contract for the doing of said work, and furnish the bonds required.

NOTICE is hereby given by the underwritten executor of the last will and testament of Carl Robertson, to the creditors of, and all persons having claims against the said deceased, to file them with the necessary vouchers within ten months after the first publication of this notice to the said executor at the residence of the deceased, situate on Rose Drive, at Yorba Linda, in the said county of Orange, which place the undersigned selects as the place for the transaction of all business connected with said estate in the county of Orange, or to exhibit them with the necessary vouchers within ten months after the first publication of this notice at the office of Haas & Dunnigan, and L. A. Lewis, No. 302 B. F., Coulter Building, Los Angeles, California, which said office the undersigned selects as the place of business in all matters connected with said estate in the County of Los Angeles.

Said contractor shall be required to file with the Board of Trustees of said City, another and additional bond, in an amount equal to one-half of said contract price, which bond shall provide that if the contractor fails to pay any materials, provisions, provender, or other supplies or teams, used in, upon, for or about the work, contracted to be done, or for work or labor done thereon of any kind, that the surety or sureties will pay the sum specified in the bond, provided that such claim shall be filled in the manner and form required by an act of the Legislature of the State of California, entitled "AN ACT TO SECURIZE THE PAYMENT OF CLAIMS OF MATERIAL MANUFACTURES OR LABORERS EMPLOYED BY CONTRACTORS UPON STATE, MUNICIPAL, OR OTHER PUBLIC WORK." Approved March 27, 1897. Said bond shall be executed by the contractor and at least two sureties, or by a corporate surety, as provided by law, who shall justify in the manner provided by law and shall be subject to the approval of the Board of Trustees of said City.

SALE OF STREET SWEEPINGS
Sealed proposals will be received by the undersigned Clerk of the City of Anaheim, at his office at the City Hall, East Center Street, Anaheim, up to Thursday, June 22, 1916, at 8 o'clock P.M., for the street sweepings to be hauled away within every two days after the sweeper has gathered it together in several locations.
The successful bidder will be required to enter into a contract or agreement to faithfully remove the sweepings within the time specified.

PETROLEUM AS LOCOMOTIVE FUEL
Figures made public by the United States geological survey disclose a marked increase in the use of petroleum as a locomotive fuel by the railroads of the United States in 1915. The data at hand shows that the quantity of oil fuel so consumed last year was 36,648,466 barrels, an increase of 5,555,200 barrels or 18 per cent over the similar consumption in 1914. This increase is ascribed to the relatively low prices prevailing for fuel grades of oil during the last year and a half as a result of the increased production of low grade crude in the Gulf Coast states and in Mexico and of the augmented output of suitable residuals from refineries operating in ever increasing number in Oklahoma and Kansas.
The total distance covered by oil-burning locomotives in 1915 was 124,255,525 miles and the average distance covered per barrel of oil fuel consumed was 3.39 miles. Oil fuel is now used to some extent on 40 railroads in the United States, having tracks in 21 states.
THIRTY DAYS FOR STEALING
Convicted of stealing alfalfa hay, Therea Malenovsky and Bertha Vana, women and Vana Wonnak, a man, all of Delhi, were Friday morning sentenced by Justice Cox to thirty days in the county jail.
Vehement protests were registered by the three Bohemians. They protested when they were arrested. They protested more strenuously in the court room. They protested every foot of the way from the court room to the jail, and at the jail in three different languages they demanded they be allowed to go free. They offered to pay fines of $100 apiece. They got no chance to pay a fine.
