go to war with Mexico thousands of men might be called to arms who would not want to go. The remarkable fact that every able-bodied citizen of California, between the ages of 18 and 45, is listed in Sacramento as a member of the reserve militia and can be called to arms by the governor, whether the citizen wishes it or not and on penalty of being treated as a deserter, was sent out by Maj. Andrew J. Copp, during the course of an address on preparedness delivered at Los Angeles. Every year the county supervisors are compelled by state law to forward a list of names of able-bodied men between 18 and 45, to Sacramento. These men who already belong to the National guard and are formed in battalions and squadrons and batteries are classed as the organized militia. The men not in such organizations are called reserve militia. A political statute of 1903 gives the governor power, in case of war to appoint officers to different counties. These men are ordered to pick so many men for service. They do so at their own discretion, choosing the most fit. If the men picked by them do not respond, these men are treated as deserters in time of war. The country needs a gerately increased merchant marine. No one will deny that. But we are getting it just as fast as the ship yards of the country can execute building contracts. Every yard is crowded to capacity and there is work ahead for years. The administration shipping bill, then, has what utility? It is essentially a campaign document, nothing more. It proposes to add ships by purchase. But there are no idle ships to buy. It would build ships. But every yard is crowded to capacity. What is the advantage to the country of the measure? Nothing. Placentia now has a Spanish mission under the guidance of Father Guadalupe, who is one of the exiles from Mexico. The mission is located in the Stradley building on East Santa Fe avenue. SERIOUSLY INJURED IN AN AUTO WRECK Driver Rellinquishes Wheel to Wave at Passing Friend and Car Turns Turtle Mrs. Mattie Cornwell of Olinda, was brought to Anaheim last Tuesday suffering from severe injuries received in an automobile accident. Returning in an auto from Newport Beach, where they had been spending the afternoon, Charles Pettis of Brea, and Mrs. Cornwell were speeding along the road in Pettis' car when Mrs. George Carriker of Olinda, sister of Mrs. Cornwell, passed them going in the opposite direction. Both Pettis and Mrs. Cornwell turned to wave a greeting and before they faced toward the front again their car had veered to the opposite side of the road and plunged down a declivity of nearly four feet. The machine partially overturned, stunning Mrs. Cornwell, dislocating her shoulder and inflicting numerous body bruises. Pettis escaped with only slight injury. Singularly enough the car which contained Mrs. Carriker continued on its way toward the beach, none of the occupants being ware of the accident which had overtaken Mrs. Cornwell and Pettis, and Mrs. Carriker did not learn of her sister's injury until some time later. With the faint hope stirring in their bosoms that the democratic party will fatten at the public trough for the next four years, and realizing the fact that the Hon. Furnifold Simmons might continue as the chairman of the finance committee, the committee which, when it comes to a showdown, dictates the fiscal policy of this country, the democrats had faith that Mr. Simmons' speech would so manipulate statistics and language that the country would feel sufficiently assured to place one more bet on the disciples of Woodrow Wilson. Little consolation do they find in the Raleigh speech. Simmons is as uncompromising a free trader as ever. The panorama of future trade offers no terrors for Furnifold. Wilson has relented to the extent of espousing a tariff commission, because of changing conditions; the democrats, generally, believe that a revision of the tariff, on the plea of additional revenue, is advisable, but Simmons, having swathed business with an axe, pleads guilty and looks to the country for vindication. One of the worst breaks of Senator Simmosn, in presenting his tariff argument to the North Carolina democratic state convention, is to be found in the following contradiction: "You cannot revise the tariff in the interest of the people unless you lower the wall low enough to let the foreigner over—unless you write it low enough to allow competition from abroad, when the price here is above the level of a fair and just profit. That is what we aimed to do, and I think have done." Then, flying to the defense of the present law, he says: "There was some increase in our total imports during the year immediately preceding the war, just as there had been a constantly continuing increase in our imports both under the Dingley tariff, and the Payne-Aldrich tariff, but the ratio of increase in our total, as of our free imports under the democratic tariff, were during that period, no greater indeed, not so great, as the average annual increase under the Payne-Aldrich tariff during its whole life. Indeed, our imports for that year were $120,000,000 less than I estimated when I, as chairman of the finance committee, reported the bill to the senate in 1913." Democrats point out that this is a further confession of failure of the Underwood-Simmons law. If the bill did not encourage imports, as Simmons declares it did not, then the democratic tariff theory goes into the discard, and what is the use of giving publicity to its failure? The people know that the law was a failure as a revenue producer, that it did cause business depression, and now Simmons has robbed the free traders of their last argument in favor of the democratic our imports were $7,600,000 greater than for the 1912 period, but revenues fell off over $84,000,000. As a customs revenue producer the Underwood law continues its career of failure. The hope of the treasury department now lies in income tax receipts from incomes swollen by war order dividends. The export side of our trade account with the nations of the world shows a trade balance in our favor of $186,500,000 for the month of April, 1916. In April 1914, just before the war, the trade balance was $11,200,000 against us. The influence of war orders on our trade balance is readily apparent. For the ten months ended April 1913, under the republican law, and a normal period, our favorable trade balance was nearly $560,000,000. This dwindled to $473,000,000 for the period ended April 1914, under the democratic law. For the ten months period ended April, 1916, the balance in our favor was $1,678,700,000. A compilation recently made by the republican publicity association shows that of $2,278,300,000 worth of exports for the seven months August 1915-February 1916, thirty-one classes of articles necessary to modern warfare made up 52 per cent of the total, or $1,179,866,000, and these 31 articles by no means exhausted the list. Small wonder that the democratic publicity bureau can issue a bulletin entitled 'Democracy Brings Era of Unexamplied Prosperity.' But a party which makes campaign material out of a foreign war is in a bad way. Permanent prosperity requires a firmer foundation than can be built on democratic policies. L. D. Timmons, of Brookhurst, ranch, pioneer of this county, died Thursday morning at the Pacific Hospital at Los Angeles of uremic poisoning. He was 58 years old. The period of depression which overwhelmed the American shoe manufacturing industry after the enactment of the democratic tariff law, has passed. The annual report of the president of the United States Shoe Machinery company shows that there has been a revival in the last 12 months, because conditions abroad which have kept Euorpean shoe factories fully occupied with pressing military and civil orders have kept foreign manufacturers from taking advantage of the opportunities afforded by the removal of the tariff to invade the American market." And yet the democrats are succeeding in their efforts to make credulous people believe that the war was not the cause of revival of American industry.
