WILL INVESTIGATE COUNTY'S KELP SUPPLY ASSOCIATED CHAMBERS APPOINTS COMMITTEE TO CONFER WITH GOVERNMENT OFFICIALS CANYON ROAD WILL NOT BE OPEN FOR TRAFFIC UNTIL MIDDLE OF AUGUST An industry that may prove a thriving one in Orange county is now under consideration, and steps are being taken to investigate and develop it. At the meeting of the associated chambers of commerce at Laguna Beach Wednesday evening N. Philbrook declared that Orange county should take active steps to conserve its extensive kelp beds for the use of the county. He said that there are thousands of acres of kelp along the coast of this county. Since the war has cut off the potash supply from Germany, attention is being paid to this coast's kelp, a great source of commercial fertilizer. A federal commission is coming to this coast to investigate. A great industry is to be opened up, and this county should overlook no opportunity to be informed of the situation. Upon the motion of E. Zwirn, John Doe, and Just recently realization has come that this past encyclopedia of information bound up in the various farmer's bulletins, experiment station reports, etc., was not producing the highest results in the improvement of farming conditions, writes Harry A. Weinland in the Citrograph. The two or three billion dollars which have been spent in the last fifty years to obtain this information were literally handicapped by the fact that the knowledge contained therein had not been universally used. The reasons for this were often sought and many ideas were offered as to the best method of overcoming this difficulty. The knowledge gradually dawned that there was a link missing in the system. The methods of obtaining the information were excellent; the methods of reporting them in published form were good; the range of subjects covered were many. However, the link between the information and the practical application was lacking. The Smith-Lever bill recently passed by congress established a means of developing this missing connection to the government's department. The bill provides for extension in agriculture and home economics. It provides certain moneys to be appropriated to each and every state in proportion to its rural population, this sum to be an increasing amount. The state must appropriate an equal amount and the total sum be placed under the direction of the agricultural experiment station. In our great state of California, a very definite plan of coordinating the executive units of the work has been outlined. For example, the farmers of any county must be sufficiently desirous of developing this connection with the university and the department of agriculture that one-fifth of them will form a farm bureau organization. This organization is formed by the farmers for their benefit in cooperating with the agent who is placed in the field as the connecting link. Besides this, the county is required to supply at least 1000 acres of land for agriculture. The mallard is a slow one; it is all he can do to make a mile a minute, but he can do it if he wants to. His regular rate is about forty-five miles an hour. The goose is just as fast a flyer as the duck. If you see a flock of geese away up, nearly a mile in the air, you would not think they were making nearly a hundred miles an hour, but they are. Hhe broad bill comes next to the canvas back duck in speed, perhaps ten miles less in an hour, but that is all. The farm adviser transmitted the information to the department, receiving word within three days that the grasshopper control specialist was in Pasadena and would be down immediately and look over the situation and advise further as to the best method of combating this difficulty. After the great floods of the past season were over, one district of the county called for a meeting through it farm bureau to consider the formation of a flood control district.
