CLARION CALL TO REPUBLICAN VOTERS
G. O. P. CAMPAIGN COMMITTEE MAKES ANSWER TO GOV-ERNOR JOHNSON
REASONS WHY REPUBLICAN VOTERS SHOULD SUPPORT BORD-WELL TO CHAPMAN TICKET
TO THE REPUBLICAN VOTERS OF CALIFORNIA:—
Our attention has been called to a letter written by Gov. Johnson to the candidates for election as delegates to the Chicago republican convention on what has been termed the united republican ticket. There are some observations in connection with the matter which should be fairly placed before the people.
We agree with Gov. Johnson's expression that there should be a union of republican and progressive forces in our national campaign. We differ with him as to the manner in which this can be brought about, and we wish to submit the facts of the situation to the voters who will vote the republican ticket for their consideration, in order that they may by their votes do that which will be best calculated to promote the harmony for which we both have expressed a wish.
There were at the last election something over 300,000 votes for the republican nominee for governor in the state. These 300,000 people, in addition, voted for a county and state were selected to represent the republican party by the present governor of the state of California, who now admits it by his support of them, while he also admits he is not a republican. He has constantly opposed the republican party for at least four years, has denounced it and refused to permit us to vote for a republican president last election, and openly announces that his views are the same now as then. We will certainly not be represented if a ticket selected by him is sent to the Chicago republican convention.
Justice Sought
How unfair it is for the progressive party to have its delegation to its own convention at Chicago and endeavor to control our convention also. And if by reason of an unjust and bungling primary law such a course is made possible, it will destroy, not create, the harmony for which both parties have expressed a desire. Our appeal is an old one. We simply demand representation by our own chosen representatives.
We do not know whether it will be possible for the leaders or representatives of these two parties to unite in Chicago. But we do know that such a union there would have but little value unless the masses of each side are fairly and satisfactorily represented in whatever conference might occur. This will be doubly true if the mantle should fall on anyone who has been a leader in the recent activity on either side.
The 26 delegates here proposed, while not extremely partisan, were safely among those who preserved the republican party, and are therefore entitled to represent that party in its counsels. Their names will be found last on the primary ballot, beginning with Walter Bordwell and ending with C. C. Chapman. Republicans who

this can be brought about, and we wish to submit the facts of the situation to the voters who will vote the republican ticket for their consideration, in order that they may by their votes do that which will be best calculated to promote the harmony for which we both have expressed a wish.
There were at the last election something over 300,000 votes for the republican nominee for governor in the state. These 300,000 people, in addition, voted for a county and state organization. The voters were the republican party, unquestionably. The organization they created alone had authority to represent them. These people had and have beliefs and principles which are dear to them. They are an organization. They have kept alive the republican name and spirit and organization.
Another large number of voters known as progressives, together with some of those who registered as republicans, at the last election voted another ticket—the progressive ticket. There is no disposition to criticise their action in that particular, but whatever political activity they displayed was represented in the progressive election. They assisted in selecting its party officers and were largely successful in electing its nominees for state offices.
Two Sides To It
These are the two factions that wish to unite, and we each agree on the desirability of their union. While it may be true that a republican candidate will not be successful unless he is satisfactory to the progressive party, it is equally true that a republican candidate will not be successful unless his selection is satisfactory to the republican party.
If these two parties or factions are to get together they must each be represented in the get-together discussion by those who truly represent each of them, and by those who are selected for that purpose by each of them. The republican party through its duly authorized organization met and selected men and women whom it felt, after long and careful conference, would truly represent the 300,000 voters of this state who voted the republican ticket. It selected men and women largely of judicial temperament, who were free from extreme partisanship and who were truly representative. The republican party will follow the judgment of those representatives, will abide by it and support it enthusiastically.
This will be doubly true if the mantle should fall on anyone who has been a leader in the recent activity on either side.

ESCAPES FROM BANDITS
Wife Receives First News From Him

The first news that Mrs. V. H. York of Santa Ana, had received of her husband in several months has just come in news dispatches from Mazatlan, telling of the escape of Mr. York from death at the hands of bandits. Others who were with him when the attack occurred were killed.
"We had been living in Mexico seven years when the first disturbance arose," said Mrs. York. "My husband was in charge of a mine at San Jose, near Sinaloa, when we decided that it was time for the women and children to leave. We approached Sinaola to take the train. The Federals were fighting the Rebels in the streets. My husband got passes for us to get to the depot. On the way we passed dead Mexicans in the streets.
"My husband remained at the mine. He has been driven out two or three times, but he loves Mexico, and always returns. He has had many thrilling experiences. Once he took out a telegram for the Federals, and that telegram brought help, with the result that the Rebels were whipped. After that they tried to kill notice, therefore there has been an pursuant to said in each voting parish County of Orange 2nd day of May; for the purpose of allied electors of this following process.
1. The propositions bonds of said Counties stating and incurringness of said County Ten Thousand Dollar specified as follows.

It selected men and women largely of judicial temperament, who were free from extreme partisanship and who were truly representative. The republican party will follow the judgment of those representatives, will abide by it and support it enthusiastically. (By the republican party we mean the 300,000 votes the republican ticket last year). They are our representatives. They and they alone can speak for us.
The so-called united republican ticket does not represent this body of voters for this reason: First, seven-eighths of them, however they may have registered, were really progressives. They threw their support and allegiance to the progressive party at the last election, and in so doing were antagonistic to the republican party. Two of them were judges. There can be no question of the evil of encouraging or permitting judges participating in partisan politics. Witness the striking example of Supreme Justice Hughes and the position he has taken. When a judge hears and heeds the call of party he must retire from the bench. The republican party is opposed to judges dabbling in politics. Not over three of the entire twenty six voted the republican ticket as part of the 300,000. Lastly, if the 300,000 republicans in California who have adhered to that faith and kept up the organization are to be represented by delegates they should select their own delegates. It is a well known fact that, however worthy the members of the united republican ticket may be as citizens, they were selected to represent the republican party, not by republicans, but by progressives. They
W. H. Labb, president of the White City Amusement company, which is planning to commence work on a $200,000 resort at Anaheim Landing, was arrested at Long Beach Saturday for passing a no-fund check on the Arlington hotel. Labb admitted to the police that he had been arrested on a similar offense at Los Angeles and at Santa Monica, but was released when the money was paid. The amusement company of which Labb claims to be president, and which he claims has offices at Chicago and Western offices at Ocean Park, was supposed to commence work on the construction of a resort at Anaheim Landing Monday. Labb claims to have constructed the Ben Hur racer at Ocean Park.

"For the last four years he has been employed by the Cuyutlan Gold Mines company at Rosa Morada, Teplic. He was last in Santa Ana about two years ago, and I have not seen him since.
"I suppose things got too hot for him and the others at the mines, and they decided to get out of that section. I understand that my husband remained at Mazatlan, but as yet I have not received word direct from him."
Mrs. York is at Santa Ana with her three children, Darwin, Gay and Eva. The two younger are in school.

WHEREAS, the public roads and bridges of the County of Orange have been greatly damaged and in many instances carried away by floods, and
WHEREAS, public interest and necessity require and the Board of Supervisors of said County desires to repair, reconstruct and rebuild said roads, and to repair said bridges, and to build and construct bridges within and for said County as such public interest and necessity require, and
WHEREAS, there are no funds of the County of Orange available for said purposes, or either of them, and the sums required therefore in each instance will be and are too great to be paid out of the annual income and revenue of said County of Orange, and regularly passed and adopted a Resolution of said Board ordering and calling a special election to be held in and throughout the County of Orange, on Wednesday, the third day of May, 1916.
Notice, therefore, hereby is given that there has been and is called, and that pursuant to said call there will be held in each voting precinct throughout the County of Orange, on Wednesday, the 3rd day of May, 1916, a special election for the purpose of submitting to the qualified electors of the County of Orange, the following proposition:
1. The proposition of the issuance of bonds of said County of Orange for creating and incurring a bonded indebtedness of said County of One Hundred and Ten Thousand Dollars for the purposes specified as follows: to-wit:

That said bonds for the purpose of repairing, reconstructing and rebuilding roads in said County of Orange for the sum of Thirty-five Thousand and Dollars shall be thirty-five in number, and consecutively numbered from one to thirty-five, inclusive, and of the denomination of One Thousand Dollars each, and payable within eighteen years, as follows, to-wit:
