FLOOD CONTROL BY CHECK DAM SYSTEM
L. J. TILLITSON TELLS HOW IT WORKS IN THE IMPERIAL VALLEY
RECOMMENDS THAT METHOD FOR HARNESSING THE TURBU-LENT SANTA ANA
I am interested in the control of floods in our pet river—the Santa Ana. I believe in conservation of flood water by the check dam method in both the small and large canyons as the river's source, basing my belief on personal experience in dealing with silt laden water in Imperial valley, writes L. J. Tillitson.
As you probably know, Imperial's water is supplied from the Colorado river, which is very heavily laden with silt. It has been my experience to note the action of this site in bodies of water in ditches 10 to 50 feet wide.
Check dams are used in the ditches to raise the level of the water, for the purpose of measuring into lateral ditches. On the up stream side of the checks a deposit of silt will always settle and in a short time will fill the canal.
If the gate in the check dam is used as an undershot gate the deposit in front is kept cleaned out to a certain extent by the velocity of the water. But if the gate is used as an over shot gate the deposit of silt up stream is very rapid and often a ditch
WOODROW WILSON'S WOBBLINGS
Under the caption "President Wilson's Remarkable Record as a Political Weather Vane," a Chicago paper prints a page review of President Wilson's numerous reversals of attitude on public questions. Concluding, the Examiner says:
"To sum up the evidence of the only witness we have cited, who is Woodrow Wilson himself, we find that—
"President Wilson was in favor of a single presidential term. Now he is against it.
"President Wilson was in favor of the Garrison continental army plan. Now he is against it.
"President Wilson was opposed to increasing the navy. Now he demands that the navy be made the largest in the world.
"President Wilson was opposed to young men spending time in military training. Now he demands that 400,000 be trained.
"President Wilson was opposed to a tariff commission. Now he demands a tariff commission.
"President Wilson favored intervention in Mexico, and did send the army to intervene. Now he declares that while he is president 'nobody shall interfere in Mexico.'"
"President Wilson demanded that all Mexican claimants get together in a conference to establish a de facto government, and threatened non-recognition of any who refused. President Wilson then recognized as the Mexican ruler the only claimant who did not, and would not, join in the conference.
"President Wilson was in favor of free Panama canal tolls. After his election he compelled the Democratic majority to repeal the free tolls law.
"President Wilson wanted to 'knock Bryan into a cocked hat,' and when elected made him his chief of..."
to raise the level of the water, for the purpose of measuring into lateral ditches. On the up stream side of the checks a deposit of silt will always settle and in a short time will fill the canal.
If the gate in the check dam is used as an undershot gate the deposit in front is kept cleaned out to a certain extent by the velocity of the water. But if the gate is used as an over shot gate the deposit of silt up stream is very rapid and often a ditch whose banks are six or more feet in height has its bottom a foot or so from the top of the levee. When the checks are in continuous use the adjacent ground is usually damp or even seepy for 20 or 30 feet, showing that retarding the velocity of the water gives the silt a chance to settle and the water a chance to seep.
The down stream side of the check, whether overshot or undershot, always has a sand bar where it bubbles up, showing again that as soon as the velocity is stopped the silt settles.
The Date Canal of Imperial Valley Water company, No. 1, is ten miles long and has about twenty of these checks. Water at the head of the canal is so dense that one can not see their hand five inches below the surface. This same water will be settled at the end of ten miles till it is nearly clear.
The Acacia Canal presents on a small scale something similar to what we have to contend with in the Santa Ana river. Up to the El Centro-Holtville road the land lays very good, but there starts a quick drop in the land for a mile or more, then a level stretch again, all in sandy land. Enough grade is given the canal to keep silt from depositing and a system of small drops, or water falls are put in to keep the water from running wild and cutting independent channels. These drops will illustrate the effect check dams would have after they were filled with silt and debris, which would take a long time.
In applying the foregoing statements of my observation of silt bearing waters to the Santa Ana river problem, I will say that you can't stop rain. When quantities of rain falls on steep mountain sides erosion will occur, causing silt in the water, which is deposited in the river bed before the high water mark is reached and after the water has somewhat receded, thus raising the bottom of the river. Slow moving water drops the silt.

"President Wilson was out and out in favor of free trade on theoretical grounds. Now he says he doesn't care anything about free trade thories.
"President Wilson is for woman suffrage in New Jersey and against woman suffrage in Washington.
"President Wilson was opposed to preparedness as late as last year. Now he is preaching preparedness fervently.
"President Wilson was pledged to protect American lives and property in any foreign country, Mexico included. Now he says it is 'none of our business' what happens in Mexico.
"We leave to President Wilson's apologists the task of reconciling so many contradictions."
To us it seems that President Wilson has no fixed principles or convictions upon any subject under the sun, and that he is consistent only in advocating anything that promises to promote his re-election and his personal ambitions."
Cutting Out Apricots—
This year will witness quite a number of Tustin apricot growers who will cut out a least a part of the apricot acreage and put in instead the increasingly popular late valencias or walnuts, interplanting with lima beans. This is explained, in part by the fact that some of these apricot orchards were getting old nad near the end of their usefulness, and in part by the fact that the heavy continued rains would prevent anything like a sizable crop this year. In applying the foregoing statements of my observation of silt bearing waters to the Santa Ana river problem, I will say that you can't stop rain. When quantities of rain falls on steep mountain sides erosion will occur, causing silt in the water, which is deposited in the river bed before the high water mark is reached and after the water has somewhat receded, thus raising the bottom of the river. Slow moving water drops the silt.
Check dams in the small canyons would catch the silt from the steep mountain sides, check the velocity of the water and spread the peak of the storm waters over a greater period of time, and instead of getting a raging torrent for a few days a year, a much easier going stream for a few weeks and an abundance of water for months.
A GOVERNMENT BONE MINE
Millions of dollars' worth of seal and seal-bone deposits on the shores of the Pribilof islands, in Alaskan waters, a vast store of government-owned fertilizer available for practical use! Secretary Redfield transmitted a report of the bureau of fisheries, telling of the Pribilof deposits, representing the accumulations of a century or more and constituting probably the largest deposits of bone in the world. Although they have not been fully surveyed, the report says, one of the deposits is a mile long by half a mile wide and fully six feet deep. Mr. Redfield directs attention to the fact that raw ground bone was bringing $35 a ton in December.

Appraisement of Estate—
J. N. Anderson, inheritance tax ap-
praiser, reported to the superior court that he had made an appraisement of the property of the Spurgeon Realty company in order to determine how much inheritance tax shall be paid by those to whom stock in the company was transferred by W. H. Spurgeon, founder of Santa Ana, several years before his death. Anderson reports the company's property to be valued at $103,500, and that $204.19 is the amount to be paid to the state as inheritance tax by Grace S. Bisby, the same amount by W. H. Spurgeon, Jr., and the same amount by Robert G. Spurgeon.

IN THE MATTER OF BONDS FOR BUILDING AND CONSTRUCTING BRIDGES IN THE COUNTY OF ORANGE, AND FOR REPAIRING, RECONSTRUCTING AND REBUILDING ROADS IN SAID COUNTY, AND FOR REPAIRING BRIDGES IN SAID COUNTY.

County of Orange
WHEREAS, the public roads and bridges of the County of Orange have been greatly damaged and in many instances carried away by floods, and
WHEREAS, public interest and necessity require and the Board of Supervisors of said County desires to repair, reconstruct and rebuild said roads, and to repair said bridges, and to build and construct bridges within and for said County as such public interest and necessity require, and
WHEREAS, there are no funds of the County of Orange available for said purposes, or either of them, and the sums required therefore in each instance will be and are too great to be paid out of the annual income and revenue of said County of Orange, and
Whereas, the Board of Supervisors of the County of Orange on the 26th day of February, 1916, regularly passed and adopted a Resolution of said Board ordering and calling a special election to be held in and throughout the County of Orange, on Wednesday, the third day of May, 1916.
Notice, therefore, hereby is given that there has been and is called, and that pursuant to said call there will be held in each voting precinct throughout the County of Orange, on Wednesday, the 3rd day of May, 1916, a special election for the purpose of submitting to the qualified electors of the County of Orange, the following proposition:
1. The proposition of the issuance of bonds of said County of Orange for creating and incurring a bonded indebtedness of said County of One Hundred and Ten Thousand Dollars for the purposes specified as follows, to-wit:
For building and constructing bridges in said County of Orange.
That said bonds for the purpose of building and constructing bridges within and for the County of Orange for the sum of One Hundred and Ten Thousand Dollars shall be One Hundred and Ten
be held as nearly as practicable in conformity with the General Election Laws of the State of California, and none but qualified voters of the County of Orange shall be permitted to vote thereat, and at said special election the polls must be open at six o'clock a.m. m. of the day of the election and must be kept open until seven o'clock p.m. m. of the same day, when the polls shall be closed.
6. That for the purpose of holding said special election, the election precincts, as now established for general election purposes, are declared and adopted bond election precincts for said special election.
7. One of said bonds shall be payable on the first day of January, 1917, and one-fifth part of said bonds shall be payable on the first day of January of each succeeding year thereafter, until all of said bonds are paid, and the principal thereof and the interest thereon, shall be payable in gold coin of the United States at the office of the Treasurer of the County of Orange, in the city of Santa Ana, California, and said bonds shall draw interest at the rate of four and one-half per centum per annum, payable semi-annually.
3. That the said special election has been and is called to be held throughout the County of Orange, State of California, in each voting precinct of said County on Wednesday, the third day of May, 1916, for the purpose of submitting to the qualified voters of said County of Orange, the above and foregoing propositions.
4. That the ballots to be used at said special election, in addition to the other requirements of law, shall contain for the respective propositions herein set forth, the following words, to-wit:
1. Shall the Board of Supervisors of the County of Orange be authorized to issue bonds of said County to the amount of One Hundred and Ten Thousand Dollars for the purpose of building and constructing bridges in said County of Orange.
And to the right of and opposite said question shall be printed the words "Bonds—Yes" and "Bonds—No," with voting squares to the right of and opposite said words, and the voters shall indicate their choice by stamping "X" in the square opposite the answer they desire to give.
2. Shall the Board of Supervisors of the County of Orange be authorized to issue bonds of said County to the amount of Thirty-five Thousand Dollars for the purpose of repairing, reconstructing and rebuilding roads in said County of Orange.

3. Shall the Board of Supervisors of the County of Orange be authorized to issue bonds of said County to the amount of Five Thousand Dollars for the purpose of repairing bridges in said County of Orange.
