RETARDING DAMS ENDORSED BY CUTTLE CHAIRMAN REFORESTATION COMMITTEE BELIEVES THAT SYSTEM SOLUTION OF FLOOD CONTROL HAINES CANYON DAMS CITED AS EXAMPLE OF WHAT THEY WILL ACCOMPLISH Francis Cuttle, chairman of the Tri-Counties Reforestation Committee, favors the system of retarding dams in use in Haines canyon as a method of flood control for the Santa Ana river. In a letter to S. Armor, of Orange, a member of the committee, he writes: Riverside, Cal., Feb. 4, 1915 Mr. Samuel Armor, Orange, Cal. My Dear Mr. Armor—I note with interest that you "cannot help but smile at the wise remarks at the last meeting of the reforestation committee relative to the effect of spreading water near the mountains upon the streams near the coast, etc." You know it was never claimed by the writer at any rate that we diminished the amount of flood water when at its highest, but the reason that we did not divert water from the streams while the water was muddy. As a matter of fact, we could not have diverted any water during the high water recently if we had so desired, as the river left our diversion works and went about a thousand feet north from its former channel. With reference to the possibility of effectively preventing damage in your county from storm waters in the Santa Ana river, I direct your most earnest attention to the work that with no erosion and the velocity was very low. "During February, 1914, Haines canyon experienced its heaviest flood, the water running off in a stream averaging 712 cubic feet per second per square miles. From the outlook so far, we are about to have a heavier rainfall. But these 400 little dams, built at an average cost of $25 each, are doing wonders. "During the flood of January, 1914, the flow averaged 400 cubic feet per second. This year, with the rainfall as heavy, if not heavier, the flow was only five cubic feet per second. "The benefit to the county cannot be estimated in money. I believe there will be no more flood damage done by Haines canyon. In addition the conservation of this water by percolation increases the irrigation resources of that locality. "To cite an instance of this: Before the check dams were erected in the Western Empire canyon, that canyon was nothing but a rocky wash. At present it is filled with willows, with a perennial stream running through it; and yet not a drop of water emerges from the canyon. "We have almost 3000 canyons in and near Los Angeles county that should be outfitted with check dams. When this is done, damage by flood will be nil, and the water thus saved from finally flowing into the ocean will go to strengthen the irrigation resources of the country." COST OF THE WAR The British national debt is now more than three times what it was at the beginning of the war. An announcement by the Chancellor of the Exchequer states that in 1914 the public debt of the United Kingdom was 708,000,000 pounds or $3,450,000,000. At the end of the fiscal year of 1915-16 it has reached the total of $11,000,000,000. The Chancellor's statement places the war expenditures of Germany up to the end of 1915 at $7,500,000,000, which is just about equal to the British expenditure. You have probably seen statements in the papers concerning the effectiveness of that work since the recent very heavy rains. I am enclosing herewith copy of a letter received from Mr. Buck, who was in immediate charge of the work of construction. He says the favorable things said of the work are not exaggerated in any way. I am enclosing for your further information copy of an article from a Los Angeles newspaper with reference to the work in Halnes canyon. The fact of the matter is that if we could secure the passage of the Newlands-Broussard bill and then get the state to cooperate as provided in the bill, then on our part spend the amount of money we are spending for litigation and for the repairing of damage from floods for one year such as this one, there is no doubt whatever in my mind that we would effectually prevent all damage from floods on the Santa Ana river in the future, and it would also be a perennial stream instead of a torrential one. The beneficial results from this it is unnecessary for me to explain to one so well posted as yourself. Very truly yours, FRANCIS CUTTLE, Chairman Tri-Counties Reforestation Committee. The article referred to by Mr. Cuttle was as follows: Having completed a thorough investigation of the effect on the recent flood of the 400 flood retarding dams constructed in Halnes canyon a year ago, under his personal supervision, F. H. Olmstead, former member of the engineering corps of the county board of flood control, returned to this city elated with the results under drastic flood tests. Not only did the small dams scattered all through the canyon fulfill all expectations, but changed the usual torrential stream of 65 cubic feet per second into an inoffensive one. Mr. Olmstead was accompanied by his son, Harry Olmstead, Dr. C. C. Buck and G. I. Maxwell. The party left Los Angeles at 7 o'clock Monday morning and traveled over the ground under inspection during the height of the storm. The object of the trip was to inspect the check dams and observe the results of the work the county had expended $10,000 for last year. Department of Commerce estimates put total munitions shipped since the war began close to $250,000,000. At the present rate of shipment, the next four months would see this total doubled even if production remained at a standstill. But production is declared to be growing faster now than at any time since American manufacturers began turning their plants into munition factories. More than $100,000,000 worth of high explosive shells have left American shores. Powder comes next, with shipments of nearly $100,000,000. Small arm cartridges are third, with $30,000,000. Fire arms, including ordnance exports, are put at less than $20,000,000. Great Britain is now using three times as much American products as any other foreign country and is absorbing more than one-third of all American exports. Export trade figures made public by the department of commerce show that British purchases of all kinds in the United States last year amounted to $1,191,000,000. France holds second place among America's customers with purchases last year of about half a billion; Canada is third with $344,000,000; and Italy fourth with a quarter of a billion. Great Britain's 1915 purchases were double in value those of 1914: France's tripled, and so did Italy's and those of Greece. Exports to European neutrals increased anywhere from 20 to 75 percent, except in the case of Sweden, which bought $80,000,000 worth or of the Exchequer states that in 1914 the public debt of the United Kingdom was 708,000,000 pounds or $3,450,-000,000. "On our way to Halines canyon we stopped first at Verdugo," Mr. Olmstead on returning. "The bank was full and the torrent had washed out the Pacific Electric tracks on the Burbank line. The Central avenue bridge is threatened with destruction, some of the levees are down and much ground is washed away back of the levees along the San Fernando road. "Tejunda wash was in full flood tide, pouring across the plain and endangered the farms. The Santa Barbara trains were stalled and the water was passing at the rate of 400 cubic feet per second. When we arrived at Halines canyon the contrast was at once noticed. The crossing from Sunland to the Little Landers on Central avenue was flowing one-half cubic foot per second, and at 11 o'clock the wash across Cedar street was not flowing at all. "A. S. Eby, in charge of the government guages on the Western Empire canyon, told us that the rainfall from 11 o'clock of the 16th inst. to noon the 17th inst. had registered 5.7 inches on the higher guage and 6.4 inches on the lower guage. "We found that the flow at the mouth of Haines canyon was five cubic feet per second, with no water at all running out of the canyon. In January, 1915, before the check dams were installed, a rain of 2½ inches caused a flow of 400 cubic feet per second. In the Laurel canyon the water was running at a rate of three fourths cubic feet per second, while in the main canyon the flow was approximately 54-100 cubic feet per second.
