WEALTH DOUBLES WITHIN TEN YEARS
REMARKABLE INCREASE IN CALIFORNIA PROPERTY VALUES DURING THE PAST DECADE
ORANGE COUNTY'S ASSESSMENT ALMOST FOUR TIMES AS LARGE AS IN 1905
The taxable wealth of the state of California has more than doubled within the past ten years, according to the state board of equalization. This is the most remarkable record ever made by any state in the Union. The taxable values for 1905 and 1915 were:
Total property value in 1905 ... $1,625,467,985
Total property value in 1915 ... 3,311,446,744
Total 10 yr. increase ... $1,685,978,759
These are tax-assessment figures and are estimated by the board of equalization to be but 45 per cent of the actual wealth of California.
The most remarkable increase is in the southern counties, Orange county's assessment for 1915 being almost four times as great as the figures for 1905. All the counties south of the Tehachapi have more than doubled during the decade. Here is a ten-year record for the growth of Los Angeles county:
Year— Realestate Total
1905 ... $129,177,261 $232,610,753
1915 ... 440,390,555 862,442,180

Ttl. Inc. $311,213,294 $629,831,427
Magnificent as these advances reported by the board of equalization seem, they fall far short in reality of what has actually been accomplished. The tax assessments have been estimated by the board as averaging but 45 per cent of the actual value of property and improvements. As the state has spent about $25,000 in cash to get this estimate, some credence must be given to it; and the estimates of the state board place the actual value of all property in Los Angeles county at a little more than $1,900,000,000 and of the entire state at $7,300,000,000.
Here are the records of other Southern California counties:
County— 1905 1915
Kern ... $25,144,620 $88,848,987
Orange ... 14,796,044 55,266,628
Riverside ... 15,690,599 35,189,192
San Bernardino 21,575,690 66,239,493
San Diego ... 22,992,109 76,689,137
Santa Barbara 19,421,664 35,062,684
Ventura ... 10,421,664 35,062,648
Imperial ... not chartered 29,121,521
These figures show that the total wealth of the nine Southern California counties has more than tripled in the last ten years.
San Francisco is the second wealthiest city and county in the state. Its present assessed valuation is $656,-677,332. It is interesting to note that in 1895 the total assessed valuation of Los Angeles county was $84,797,196 while that of San Francisco was 0328,-031,913.
Alameda is the third wealthiest county in California. Ita assessed valuation is $262,482,711. Fresno and Sacramento counties each have an assessment of a little more than $96,-000,000. Inyo has made the greatest proportionate gain among the northern and central counties, having climbed from $2,000,000 to $12,000,000 in ten years. Alpine is the only county in the state with an assessment of less than $1,000,000.

Alameda is the third wealthiest county in California. It assessed valuation is $262,482,711. Fresno and Sacramento counties each have an assessment of a little more than $96,000,000. Inyo has made the greatest proportionate gain among the northern and central counties, having climbed from $2,000,000 to $12,000,000 in ten years. Alpine is the only county in the state with an assessment of less than $1,000,000.
These figures show that Orange county has grown in wealth faster than any of her sister counties, have jumped from less than fifteen million to more than fifty-five million during the ten-year period. As the assessment, according to the figures of the board is only 45 per cent of the total valuation the actual money value of this county is nearly $114,000,000.
CALIFORNIA COAL
The records of the state mining bureau of California show a production of coal in California as early as 1861. At that time it was one of the 16 coil-producing states and, relatively, of some importance as a coal producer. During the latter part of that decade and throughout the following decade the coal production of California exceeded 100,000 tons annually and reached a maximum of 236,950 tons in 1880. Since 1881 the production has been irregular, having been influenced chiefly, up to the beginning of the present century by the imports of Australian and British Columbian coals, the receipts of Australian coals depending principally upon the wheat production and shipments from the Pacific Coast. Since 1900, however, according to the geological survey, with the great increase in the production and use of petroleum which began in that year, coal production in California has fallen off.
Orange County's Walnuts—
To Santa Ana still belongs the distinction of having the walnut packing house that ships more walnuts than any other among the twenty-one comprising the California Walnut Growers' Association, according to the report of the secretary of the central organization read at a meeting held at Los Angeles and attended by the directors from the various associations. The report read shows that the Valley Walnut Growers' association during the season just passed shipped 2,770-120 pounds of walnuts, the Whittler association 2,365,200 pounds and the Saticoy association 2,118,800 pounds.
Besides the local association there are four others in Orange county, these having shipped walnuts as follows: Fullerton-Placentia, 1,439,300 pounds; Richland (Orange) 659,700; Anaheim, 534,335, and Garden Grove, 347,900. The twenty-one associations

ORANGE COUNTY'S PLEASURE RESORT
What Seal Beach Expects to Show on Opening Day, April 29
Announcement is made that Seal Beach will open, finished and in all its grandeur, on Saturday, April 29, a magnificent array of novel attractions, gorgeously lighted, harmonious color scheme and beautiful in its electrical display.
By special arrangements made by Frank Burt, general manager of Seal Beach who was director of the division of concessions and admissions at the Panama-Pacific International Exposition, the beautiful lighting effects of the San Francisco exposition were purchased from the board of directors and are now at Seal Beach.
It is stated that perhaps the most striking feature in electrical illumination is the scintillator effect produced by the use of fifty immense searchlights. By motor power different colored lenses are constantly passed in front of these lights, giving an electrical lighting effect to the skies as of many rainbows which open and shut as one would a fan.
This lighting feature will be installed at the end of a pier 1200 feet from shore on a specially constructed pier backed by a tower 65 feet high, which will be used nightly under the direction of Wayne Abbott, for many years chief of construction with the Palm Fireworks Company. All fireworks will be manufactured on the grounds and each display will be novel and spectacular in its production.

Mexican Boy Found—
The body of Jesus Ramierez, aged 15 of Talbert, who was drowned in the flood near Talbert on January 18, was found Saturday afternoon in a celery field on the Lamb ranch south of Talbert, a mile and a half from the place where he was drowned.
The boy was standing upon the paved highway watching the swirling waters when his pet dog fell into the stream. He endeavored to rescue the canine, lost his footing and was carried away. He had a rubber slicker over his head to keep off the rain. That twisted around his neck and head and prevented him from even endeavoring to save himself.
Saturday George W. Bradley was in a celery field that was under water during the first and second flood. He found the boy's body almost buried in silt. E. Rameriez, the boy's step father, identified the body by the slicker and other clothing. Under Sheriff Iman aided in the identification.

Though no quorum was present at a meeting of the directors of the Richland Walnut Growers Association at Orange Thursday, an informal resolution was passed to the effect that it was the sense of those present that the Richland association install walnut cracking machinery by fall. The matter was brought up at the meeting of the California Walnut Growers' Association directors in Los Angeles Thursday and it was the consensus of those present that it would be desirable if the local associations were provided with facilities for cracking their own walnuts. At this meeting in Los Angeles it was brought out that in two years the various associations will not have to pay'a royalty on the patented bichloride of lime bleaching process. The taking off of the royalty will affect a considerable saving in the cost of handling walnuts.
Didn't Pay Him to Lie—
J. Spicer, driver of a jitney, paid a fine of $10 to Justice Cox on a charge of failing to give proper information to G. Neshikawa, a Japanese, who was thrown out of a buggy when struck by a machine driven by Spicer. The offense alleged against Spicer occurred in December, and the complaint charged a misdemeanor. Under the new law, which went into effect on January 1, failure to give proper aid and information in case of an accident constitutes a felony. Under the new law a driver of any vehicle that strikes and injures any person must stop, must take the injured person to a hospital or a doctor if the injured person
This lighting feature will be installed at the end of a pier 1200 feet from shore on a specially constructed pier backed by a tower 65 feet high, which will be used nightly under the direction of Wayne Abbott, for many years chief of construction with the Pain Fireworks Company. All fireworks will be manufactured on the grounds and each display will be novel and spectacular in its production.
Edwin J. Symmes, who was the superintending architect of the Panaman-Pacific International Exposition, will have charge of the architectural features of this resort. Each concession palace or amusement device will be built in harmonious accord. Spanish and Grecian architecture will prevail. The collar scheme is from that noted color artist, Jules Guerin of New York, and the lighting effects by D'Arcy D. Ryan. All of these men have made international reputations for their work at the Panama-Pacific exposition and it was on account of their wonderful harmony in effects that they were engaged to superintend and build this beautiful resort.
Two cafes will be installed—one popular priced and the other catering to high class guests, containing there in a dance floor, ice skating artists and cabaret performance.
A gigantic racing coaster the largest in the world, will be built under the supervision of the Ingersoll Construction company of New York City, with all the latest appliances as to safety.
Among the concessions thus far granted are to Edwin A. Wassermann, Professor Cario and the Jewel City, which were successful features at the San Francisco exposition.
It is declared that there will be installed every amusement feature ever introduced to the Pacific Coast, and many that are entirely new.
"Seal Beach will cater only to the better element," declared Mr. Burt. last week. "Hoodlums and the rough element are not wanted and will not be tolerated. Efficient police protection will be afforded all guests to this new resort, which enjoys the distinction of a parking facility for over four thousand automobiles. The best and best service will be rendered to all guests and under the contracts with concessionalires the management retains the right to make all prices and superintend and govern the conduct thereof."

Saturday George W. Bradley was in a celery field that was under water during the first and second flood. He found the boy's body almost buried in silt. E. Rameriez, the boy's step father, identified the body by the slicker and other clothing. Under Sheriff Iman aided in the identification.
The body was taken in charge by Coroner Winbigler, and the funeral was held Sunday.
Woman Thief Stuck in Mud—
Mired in the Santa Ana river, Alice Basquez, a Mexican woman, was arrested by Under Sheriff Iman Wednesday. Iman was hidden in a clump of gums watching a spot where a cache of articles stolen from J. M. Douglas home at Newhope had been located, when a man and a woman in bus 47 drove up on the road near by. The woman went to the cache. Iman ordered her to stop. Instantly she darted away. She dashed down the river bank; Iman after her. She did not stop when she reached the stream, but she did stop when she got stuck in the mud and sand. At the first sound of Iman's voice the woman sounded an alarm, and the man in the buggy whipped his horse and got away. The woman was taken to jail. She admitted that she had stolen blankets, canned goods and a knife from the Douglas house, and had hidden it in the day time. Charles Ward, who lives in the same section, returned home for the first time since he and his family were flooded out. He found that a rug and a paty dress and other wearing apparel were missing.
Will Crack Own Walnuts—
The association walnut packing houses in Orange county, it now appears likely, will install walnut cracking machinery in time to handle the fall crop. At present all the cracking thrown out of a buggy when struck by a machine driven by Spicer. The offense alleged against Spicer occurred in December, and the complaint charged a misdemeanor. Under the new law, which went into effect on January 1, failure to give proper aid and information in case of an accident constitutes a felony. Under the new law a driver of any vehicle that strikes and injures any person must stop, must take the injured person to a hospital or a doctor, if the injured person wants to go, must give the injured person or some person with him the number of the motor vehicle, the name of the owner, and the names of the passengers in the machine provided that not over five names need be given. Neshikawa alleged that Spicer gave him the name of Johnson. The testimony showed that Spicer stopped, took the Jap into his machine to the place he wanted to go. The offense upon which Justice Cox found Spicer guilty was in giving a name that was not his own.
Down in New York a legislative committee investigated the public service commission of New York city, and now in turn it has had its own bills investigated. One of the discoveries made was an item of $170 for theater tickets hidden in a hotel bill. The New York politicians all seem to be alike, and all of them fighting for a chance to get their feet into the public trough.
The San Bernardino Sun is still waiting for the governor to give out that interview as to what he thinks of the Supreme Court's decision on the question of party registration. Never fear; he will find some way of figuring it out that the rights of the people have been trampled upon.

SHORTAGE OF GERMAN SUGAR
An increase in the maximum wholesale price of sugar beets from 35 pfennigs per hundred weight to 1.35 or even 1.50 is held to be necessary if production is to be encouraged sufficiently to insure a normal crop in 1916. Representatives of the sugar industry, and of agriculture in general, gathered recently in the ministry of the interior to discuss the sugar beet problem.
According to the best obtainable estimates, the 1916 sugar production from the beet crop will total only 20 million hundred weight, as against a normal production of from 50 to 55 million hundred weight.
The reason for the decreased production lies primarily in the high price of grain. Farmers find it more profitable to plant their farms to wheat than to beets because the wheat brings them higher prices. Therefore, if beets are to be grown again, the price for them must be increased.

FULLERTON DISPUTING WITH OIL COMPANIES
Trustees Attempting to Form Restricted District and Prohibit Drilling
The trustees of the city of Fullerton and the oil companies with holdings between Brea and that city are in controversy over the contentions the trustees have recently advanced.
When Fullerton incorporated as a city they extended their northern boundary some three miles from the outskirts of the town, far into the Coyote Hills, presumably in order to take into their domain valuable oil lands, for the benefit to be derived from taxation. Now, it appears, the Fullerton trustees desire to pass an ordinance creating a restricted district taking in a certain portion of this outlying territory. The claim of the trustees is that as the oil companies have taken no action toward developing this land that the landowners should be released from their obligations to the oil companies as lessees and the full to get. Pedro Coronado, the woman's husband, was in the city jail at the time serving a five-day sentence for intoxication. It apepars that La Rosa wanted to take charge of his home during his absence which Mrs. Coronado presented. Saturday night La Rosa filled up on liquor, and when properly drunk went to the Coronado home and started a rough house. A quarrel ensued and he shot the woman with a 32 calibre rifle, the ball entering the left breast. She was taken to the hospital and died the next evening.
La Rosa disappeared. He was hidden away by his friends who, of course, knew nothing of his wheerabouts, but they concluded it was policy to give him up after the death of his victim. The murderer claims he was so drunk at the time that he knew nothing of the circumstances.
THE MERCHANT MARINE BILL
The ship purchase bill, as introduced in the House by that veteran salt from Gallatin, Mo., Representative Alexander, is fashioned on the Pauline theory of being all things to all men.
The ship purchase bill, as introduced in the House by that veteran salt from Gallatin, Mo., Representative Alexander, is fashioned on the Pauline theory of being all things to all men. Press dispatches dwelt on the purposes of the measure, but the text permits innumerable variations from these purposes, at the whim of the proposed shipping board of five members, including the secretary of the treasury and the secretary of commerce. The power of the government to buy the majority stock in any shipping company and operate its ships is retained in the new bill. This means that minority stockholders will ask for a receiver whenever the government begins developing new routes or enters into competition with private ship owners, wherever the shipping board decides that the service is not satisfactory or the rates are not reasonable. Internal difficulties must come when the owners of the majority of stock in a corporation put the public welfare or the favor of particular ports or shippers above the desire for earnings.
Mr. Alexander, in his statement explaining the bill says the experiment will show what is wrong with our navigation laws. This information is certaintable now. What hope has he that Congress will heed the recommendations of its shipping experts on this subject, any more than it does the recommendations of its military and naval experts? With the esamen's union, aided by the American Federation of Labor, on one side, and the shipping board on the other, what will Congress do?
The bill also provides for the licensing of all ships, the licenses to be revoked for violation of navigation laws. It seems to confer this power on inspectors, thus depriving ship owners of due process of law. It would also revoke licenses of foreign vessels, regardless of foreign protests or retaliation. The bill would also forbid the transfer of American vessels to foreign registry. The Gallatin statesman seems to think that if a man once invests money in an American vessel he must be forced by law to continue it regardless of whether he
