CROOKED FAKIR SOUGHT FOR BY OFFICERS ROY W. FOSTER, WHO CONDUCTED THE HERALD'S CONTEST, IS DODGING WARRANTS EDITOR HULL OF THE DOWNEY CHAMPION, CHARGES HIM WITH EMBEZZLEMENT According to the Brea progress and the Downey Champion, Roy W. Foster, the man who had charge of the Anaheim Herald's contest, which closed some weeks ago, is now a fugitive with a warrant or two trying to overtake him. Foster conducted subscription contests in both of those offices after leaving Anaheim. Editor Hull has sworn to one warrant, charging him with embezzlement, while it is said other people whom he is accused of swindling, would like to sprinkle salt on his fleeing coat tails. When Foster first came to Anaheim he laid his proposition before the publisher of this paper. He declared there was good money in it for both himself and the publisher, but he was promptly turned down. Several others with contests schemes have appeared, and met the same fate. One fakir had a "Who's Who" proposition, but he was forced to take it elsewhere. Since the Herald contest closed two parties with similar projects have tried to induce this paper to inaugurate. Our many customers are appreciating more and more our efficient delivery service—two early deliveries before supper and before breakfast. All possible precautions were taken by this paper, yet we found in him a disposition to be unscrupulous and untrustworthy, and he is now a fugitive from justice, escaping from a complaint of embezzlement. "The work of the various contestants has been very satisfactory to us, and in spite of our loss we will uphold the honor of the Champion and award the prizes as agreed. We ask each candidate to make a report to this office of all business done, and to assist us in arranging for the closing day. Names of all candidates who do not report to us during the coming week will be dropped from the contest. Though two or three of the candidates have substantial leads, anyone who can deliver the goods for a few days can get in on a scholarship. “If you have any complaint as to the dealings with the contest man we will appreciate it if you will let us know of it.” Supplementary to the above we ap- When Foster first came to Anaheim he laid his proposition before the publisher of this paper. Newspaper men who have been in the business a considerable number of years are all familiar with the methods employed by these swindlers, consequently they generally get a chilly reception, but they put up a plausible story and occasionally find a victim. Editor Baxter relates his experience with Foster as follows: From all indications and all reports, it appears that Ray W. Foster the crooked youth who recently attempted to conduct a subscription campaign for the Progress is in bad, or will be as soon as he is captured. He is now a fugitive from justice, with a number of individuals and organizations on his trail, and it is not likely that much time will be lost in running him down. Foster started his engagement with The Progress while he was conducting a subscription contest on the Anaheim Herald, but he had not gone very far until the editor of this paper discovered that he was incompetent, unreliable, undependable and untrustworthy. In fact he was about as crooked as man could be, without sufficient intellect or shrewdness to hide his crookedness. "As soon as his true character was discovered the editor of The Progress took all business out of Foster's hands, warning the candidates that no votes would count unless they bore the O. K. of the editor and requesting that no money be paid over to Foster but that it must be turned into The Progress office. Foster stayed throughout the campaign, but was watched so closely that he had no opportunity to pull anything crooked. "In the meantime Foster had started a contest on the Downey Champion. The editor of The Progress communicated with editor Hull of Downey and warned him against Foster's conduct. Just how the contest man manipulated matters at Downey is not reported, but he beat the Champion man and now Hull has a warrant out for him in arranging for the closing day. Supplementary to the above we append the following account of a similar contest that comes to us from faraway Little Rock, Arkansas. Editor Baxter of the Progress, we are told, subdued his contest manager with a piece of office furniture, and Editor Hull of the Champion had to invoke the law to protect himself and his patrons, but the Arkansas publisher was drawn into the toils. "Henry J. Miller, editor and publisher of the Argenta News; C. W. Ross and A. X. Morton, who have been conducting a subscription contest for the paper for several weeks, have been arrested on charges of obtaining money under false pretenses. The arrests followed the failure of contestants and an attorney to locate Miss Viola Wayne, winner of the capital prize, a $695 Maxwell automobile. "A summons for Miss Wayne was issued, but efforts to locate her by the prosecuting officials at first were fruitless. It was alleged that Miss Wayne was not a contestant, and that all the subscriptions alleged to have been turned in by here were fraudulent. Small posters bearing the words, 'Where, O Where, is Viola Wayne?' were distributed over the city. "However, when the hearing of the arrested men took place, the long-sought Viola Wayne appeared. She wore a stunning white beaver hat, a fur trimmed bronze-colored suit, and bronze boots to match. She is a middle-aged woman, rather attractive. "Despite her appearance, however, Mille rand Morton were held to the grand jury on charges of obtaining money under false pretenses. They were released on $300 bonds each. "Before the examination began, the spectators, who represented a large portion of Argenta and who crowded the courtroom, sang over and over this ditty concerning Viola and the auto: "Oh, where, oh, wnere, is Viola Wayne, Deputy Prosecutor's name is Mrs. Jones husband, and for some making her home county. The editor of The Progress communicated with editor Hull of Downey and warned him against Foster's conduct. It is said that the federal authorities, the Automobile Club of Southern California and the Retail Merchants' association of Anaheim are also after the crooked youth. Foster beat it with an automobile bought at Anaheim and not paid for. He also left a long string of debts in that town, owing doubtless everyone who trusted him. "Only one bill made by Foster here has been reported to The Progress. That is a debt of about $10 to a local garage, and that debt was made after the editor of this paper had warned the local firm against trusting Foster. "Just after closing at Anaheim Foster sent his wife back east. Mall come through The Progress from Mrs. Foster to her husband while he was here and if officers will make inquiries at 152 Jeremy street, Salt Lake City, Utah, they may get track of the man they want." The Downey Champion tells its story as follows: "In spite of our diligent efforts we find that we are much mistaken in the character of the man whom we engaged for our subscription campaign. Mr. Foster came to us well recommended from a number of sources, being in a large campaign with the Anaheim Dally Herald and the Brea Progress, and had filled several other engagements in this part of the state and enjoyed the support of the colleges and music houses with which he was Mille rand Morton were held to the grand jury on charges of obtaining money under false pretenses. Notable among those present was City Attorney McDonald, whose fine bass voice rose high above the chorus as he warbled: 'Oh' where, oh, where is she? Even after the examination began the spectators could not quite erstrain their exuberance. No less than two dozen times did the judge rap for order. So hilarious was Mr. McDonald that Judge Woodruff fined him $5 for contempt of court and ordered him removed from the courtroom. However, Mr. McDonald returned later and occupied a seat with the defendants. "Miss Wayne also sat beside the accused trio throughout the examination, but she did not testify. "L. B. King, manager of the Bell Motor Car company, testified that the car which was alleged to have been won by Miss Wayne, is still in his possession. He said a small payment was made on the car when it was ordered, and the balance was to have been paid the day before the contest closed. It has not been paid, he testified. "Burl C. Rotenberry, head of the identification bureau of the Little Rock police department, said that Miss Wayne has a police record, having been arrested on a minor offense some time ago under another name." Deputy Prosecutor Boyd said that her name is Mrs. Jones and that she has a husband, and for some time has been making her home at England, Lonoke county. The last one of the Mexicans suspected of robbing J. V. Richardson’s store at Stanton in April, 1915, was Humane Officer H. W. Braden on Wednesday notified P. H. Krick to remove his 16 head of stock from their cramped quarters in the rear of his residence on North Los Angeles street. The corral was steeped in mud and offal and the animals it was said were in a bad way. The stock was removed to an outsiued ranch. NOTICE OF SALE OF PROPERTY FOR NONPAYMENT OF BOND ISSUED FOR THE IMPROVEMENT OF LINCOLN AVENUE IN THE CITY OF ANAHEIM. DEFAULT having been made in the payment of the installment of the principal and interest of that certain street improvement bond hereinafter described which became due on the second day of July, 1915; And the holder of said bond having on the 4th day of January, 1915, duly demanded in writing that the City Treasurer of the said City of Anaheim proceed to advertise and sell the lot or parcel mentioned in said bond and hereinafter described, to represent an assessment upon which said bond was issued for making certain improvements on Lincoln Avenue in the City of Anaheim, and the said bond, or its unpaid remainder, with accrued interest, as expressed in said bond, having the reason become due and payable immediately, and upon the day following to-wit: the 5th day of January, 1916, having become delinquent, and the whole amount due on said bond not having been paid; NOW, THEREFORE, notice is hereby given that I. Deputy Prosecutor Boyd said that her name is Mrs. Jones and that she has a husband, and for some time has been making her home at England, Lonoke county. The last one of the Mexicans suspected of robbing J. V. He was bound over to await the action of the superior court and in default of bail was remanded to the county jail. It is understood that he has made a partial confession. Frank Ery, Horace Fine, Ed Walte, and Frank Vegeley were in town some days ago from Santa Ana in the interest of the Home Mutual Building & Loan association. Mr. Ey is president of the association, the others being on the board of directors. According to the twenty-third annual report of the concern it is in a prosperous condition, its assets totalling $578,909.34. The annual meeting of the stockholders was held Monday, January 10.
