It is time for practical men with practical ideas for a great flow of industrial preparedness to move up front. John V. Farwell, the eminent Chicago merchant, says a tariff commission is one of the two great material necessities of the hour. United States Senator Penrose, in his very forceful statement, regards a general overhauling of the tariff law as the only thing which can save our Federal treasury from bankruptcy, unless we resort to obnoxious and still heavier direct taxes. The Senator gives due notice to Secretary McAdoo that the system of bookkeeping now in vogue in the treasury, which converts a deficit into an apparent surplus is to be laid bare by congress. All great business men agree that the United States today occupies an extraordinary position industrially. There are unusual activity, very high prices, big earnings, larger profits and heavy exports, but we are feeding an unparalleled war. When the war started our industries were sick and semi-paralyzed. Huge war orders have been like champagne to a prostrate man. They have given the country a real jag, which is delightful while it lasts, but wise men are looking for a safe place to land. It is simple as A, B, C, that when the war ends Europe will stop buying from us, and at the same time will attempt to sell us in trouble and expense. The opening of numerous service stations, where expert factory trained men inspect batteries and explain their care, free of charge, has done a great deal to place the storage battery before the car owner as something which he can easily understand and care for and not as a forbidding mystery. CITIZENS RESCUE ENDANGERED MEXICANS 225 MEN, WOMEN AND CHILDREN TAKEN FROM THE FLOOD AT SONORATOWN UNFORTUNATE PEOPLE LOSE PRACTICALLY ALL THEIR POSSESSIONS IN OVERFLOW These are dark, damp, dismal, desolate days in Sonoratown, that settlement of Mexicans just outside the city limits to the north in the sugar factory district. Destruction, desolation, despair and even death visited that fortunate neighborhood Monday night when the raging waters of the rampant Santa Ana river overflowed the banks and came tearing down the sandwash. No human lives were lost, but nearly all the livestock owned by the residents perished in the relentless flood. Among the dead were horses, cows, goats, pigs, chicken, dogs and cats. Discovering the plight of the unfortunate people Tuesday morning, and realizing their danger and their helplessness the city trustees, got busy and started the work of rescue. The idea prevails that a storage battery is a mystery, which it behooves the average man to let severely alone. This is gradually being overcome, however, by vigorous efforts of the Willard Company to educate the car owner up to the point where he will give the same sort of care to his battery that he does to his motor, his tires and other important parts of his car. The reluctance of motorists to concern themselves with the condition of their batteries is especially dangerous through the winter months when a battery that isn't kept filled with distilled water and fully charged is likely to deteriorate and cause considerable down the sandwash. Discovering the plight of the unfortunate people Tuesday morning, and realizing their danger and their helplessness the city trustees, got busy and started the work of rescue. Not only the city's police force and other city officials lent a hand but nearly every man in town who could assisted in the work, and by noon the entire population had been brought in and housed in the Central school building. When the last load had been brought in and counted it was found that there were 225 men, women and children, and it was a forlorn looking bunch of humanity. The city government was in control of them and fed them and will continue to do so until they are able to return to their homes, but Supervisor Schumacher will assist in looking after them. The unfortunate people lost nearly all their possessions in the flood. Household goods and clothing were damaged, and their food supplies destroyed. Generous people throughout the city contributed clothing for their relief, and they were as well taken care of as circumstances would permit. While they had a strenuous experience throughout the night, and were mud-stained and water soaked when rescued, not a single life was lost. The rescuers did a thorough job, and while working under great difficulties, brought them all safely to dry ground. The people also responded promptly to the call for aid in the matter of clothing. Wag-on loads of substantial wearing apparel were collected and sent to the school house during a afternoon, and all were comfortably clad before night. Volunteers also extended their rescue work to other sections, and brought several people in from undated districts, nearly all of them living outside the city limits. NOTICE OF SALE OF PROPERTY FOR NONPAYMENT OF BOND ISSUED FOR THE IMPROVEMENT OF LINCOLN AVENUE IN THE CITY OF ANAHEIM. DEFAULT having been made in the payment of the installment of the principal and interest of that certain street improvement bond hereinafter described which became due on the second day of July, 1915. And the holder of said bond having on the 4th day of January, 1916, duly demanded in writing that the City Treasurer of the said City of Anaheim proceed to advertise and sell the lot or parcel mentioned in said bond and hereinafter described, to represent an assessment upon which said bond was issued for making certain improvements on Lincoln Avenue in the City of Anaheim and the said bond, or its unpaid remainder, with accrued interest, as expressed in said bond, having thereupon become due and payable immediately, and upon the day following to-wit: the 5th day of January, 1916, having become delinquent, and the whole amount due on said bond not having been paid; NOW, THEREFORE, notice is hereby given that I, Edgar J. Kern has filed suit against City Marshal Kellenberger and Deputy Marshal Germann, asking $25,080 damages for false imprisonment. A year ago Mr. Kern was arrested charged with disturbing the peace, and was incarcerated in the city jail one hour. When the case came to trial Attorney Brown of Orange, acted as prosecutor and asked for a dismissal. E. railroad in order to give the accumulated water an outlet. The water there was four feet deep in the business buildings. The Home telephone girls stuck to their posts until the water got above their high stools when they were rescued in boats. Numerous automobilists were marooned in town the first of the week by the floods, but they found plenty to eat and hospitable entertainment. Some of them declared Anaheim was the only dry spot in Southern California and they were content to stay until the rains ceased and the waters subsided. (Extravagance seems to be in the blood of our state officials). The next state campaign should be fought out on the issue of economy, reduction of the number of office holders and the abolishment of useless commissions. In fact, to restore this state to a sane basis of taxation we must exercise the same economy and the same reduction that well managed corporations practice when they find themselves in deep financial waters. California is bidding for population. It will be hard to win a prospective settler with an olive branch in one hand a tax statement in the other showing the per capita annual revenue receipts exceeding those of any other state in the Union.
