BIG ATTRACTIONS AT COUNTY FAIR NOTED PACERS, AND TROTTERS WILL ENTER THE RING AND STRIVE FOR HONORS AUTOMOBILE SHOW TO BE ONE OF THE PRINCIPAL FEATURES OF THE SHOW Pacers and trotters, noted throughout Southern California among lovers of the grand old sport of horse racing, will be seen in action at Santa Ana during four days of the Orange county fair which opens on Oct. 12. On that day will be staged the first matinee of the series that bids fair to rival the old time glories at the Santa Ana race track when Silkwood and other famous thoroughbreds were in their hey-day. From the racing stable of Marsh Thompson of Ventura will come a splendid string of animals, trained by Henry Delaney. Gold Dust Morgan, well known on the cost in track circles, has entered his finest horses, trained by Frank Williams. Mrs. A. F. Pecklow of Corona has entered animals in both the running and trotting events from her stable. Gay Boy, the famous trotter owned by James Stewart of Vancouver, will offer other trotters keen competition in the 2:30 and 2:25 trots. Luana is entered in the 2:30 and 2:25 trotting events by L. B. Taylor of Hemit, as is also Baxter Lew, in the 2:23 pace. A local trainer is in charge of Will H. H. Kelley, Cadillac, Dodge. Chas. B. Perry, Maxwell, Kissel. Cal. Electric Garage Co., Detroit Electric. Auto Speciality Co., Accessories. M. C. D. Spark Co., Accessories. Spitler Puncture Plug Co., Accessories. Los Angeles Trailer Co., Automobile Trailers. It is expected that the three remaining Santa Ana dealers will have arranged for their space by the end of this week as all the dealers seem to be enthusiastic for the coming show and were more than satisfied with the big attendance and results obtained last year. H. C. Kenyon is planning to exhibit his new motor tractor which will be shown for the first time in Orange county. The small remaining space will be taken by Los Angeles firms and without doubt one of the high class features will be this year's automobile show. Entertaining amusement features will be provided as last year. The show will be open from 10 a.m. to 10:30 p.m. of Oct. 12 to 16, inclusive. STRICT ENFORCEMENT OF WEIGHT LAWS State Supt. Johnson, state sealer of weights and measures and George McPhee, Orange county's sealer of weights and measures, McPhee was informed that the state superintendent is issuing orders for the strict enforcement all over the state of the laws regulating the weight of barrels of flour and wrapped meats. The state superintendent takes the same view as that taken by McPhee in recent cases arising in this county. McPhee held up shipments of flour. Stevens, has entered his speedy Dr. S. in the 2:25 and 2:30 trots and expects the horse to show up during the meet with all his well known form. It is predicted that the 2:23 pace will be a very sensational event. Dolly Zombro will represent Pasadena. Dolly Zombro needs no introduction to lovers of the racing pastime. Santa Paula, owned at Oxnard, will be a contender in the pacing event, as well as Atlantic Fleet, owned by Fred S. Cole of Santa Ana, and several other fast horses. Owing to the fact that a great many of the horses entered in the races are owned by Orange county people, keen interest is being taken. Free open air vaudeville will be one of the features of the fair, arrangements having been made with the Foley and Burk amusement company for exhibitions at both the fair grounds during the day and at the amusement zone at second and Bush streets at night. The development of the time honored free act which has been an adjunct of fairs and street fairs for many years, has been rapid, until now only the very best attractions from the so-called time vaudeville circuits will pass muster at a fair or carnival. Ben Reno, has won renown all over the United States both with the Barnum and Bailey and Ringling circuses and on the big time circuits, and he will be one of the features of the open air exhibitions to be given afternoon and evening and his head balancing and giant swing stunts will prove entertaining to a degree. The second annual Orange county automobile show which this year will be given in connection with the big county fair, is arousing a great deal of interest between C. G. Johnson, state sealer of weights and measures and George McPhee, Orange county's sealer of weights and measures, McPhee was informed that the state superintendent is issuing orders for the strict enforcement all over the state of the laws regulating the weight of barrels of flour and wrapped meats. The state superintendent takes the same view as that taken by McPhee in recent cases arising in this county. McPhee held up shipments of flour and wrapped meats. The state superintendent states that McPhee was right in demanding that a barrel of flour weigh 196 pounds net. McPhee was the first sealer in the state to call attention to the fact that wholesalers were charging retailers meat prices for the wrappings. McPhee insisted that the net container act was being violated. State Superintendent Johnson told McPhee last week that he had just issued a circular letter to all wholesalers of meat instructing them that wrappings of meat must not be charged for and weighed in as meat. Under instructions that have been issued by Johnson, shingles and laths are to be sold on a net count basis. The circular states that the custom of selling four bundles of redwood shingles containing 200 shingles each as 1000 shingles, must be discontinued. Shingles may be sold in bundles of 200, but the sales must be on actual count. STATE TO PUBLISH TEXT BOOKS FOR IMMIGRANTS The state board of education, cooperating with the state immigration commission, has announced that it will soon publish text books in the study of English and citizenship for adult immigrants. Luther Parker, a Federal educational expert recently employed by the immigration commission, is now engaged in compiling these texts under the joint supervision of the two state boards. These text books will be distributed by the state board of education free, for the use of adult immigrants in all cities and districts where classes for the instruction of foreigners are established under the law regarding evening schools. When the text books have been prepared the immigration commission will send Parker throughout the state to stimulate interest in the organization of such classes. This is part of a recently announced plan. RURAL CREDITS. Al Amendment 31 of artition. The second annual Orange county automobile show which this year will be given in connection with the big county fair, is arousing a great deal of interest among the dealers and motor trade. Manager Hempel announces that most of the space has already been contracted for and the coming show will prove of even greater interest than the successful event given in Santa Ana last year. Contract has been let to cover the ground with green carpet. This will do away with the dust and dirt usually found in tent shows and greatly add to the beauty of the automobile show. Elaborate decorations will also enhance the general appearance of the show. The motor cars will be displayed in the huge tent located at 3rd and Bush street, adjoining them any other amusement features provided for the fair visitors. The big carnival companies will be located directly opposite the auto show and many other features are planned by the fair management to make the corner of 3rd and Bush Sts. the amusement center of the fair. This field has been neglected and disorganized in the past and, by means of uniform text books, it is planned to develop a state wide organized effort to make real citizens out of the thousands of foreigners in the state. THREATENED SWEETHEART For threatening to kill Miss Lela Swalley, with whom he was in love, Weldon Hollis, of Fullerton was arrested and was sentenced to 90 days in jail. The specific charge against Hollis was disturbance of the peace. He has been at work on the Emory oil lease. Recently Miss Swalley, whom Hollis had known in Oklahoma, arrived in Fullerton. Recently Hollis' attentions to the young lady were not met with favor by her. According to the report made to officers Hollis went to the house where Miss Swalley lives, and endeavored to get into the house to see her. It is statud that at that time he had a revolver, and threatened to kill her. Wednesday morning Hollis met the young woman. The threats of the night before were repeated, and his arrest followed soon afterward. Who's Hazel? Your Druggist? Defines political parties; declares that office of United States senator, representative in congress, congressional party committeeman, delegate to national party convention and presidential elector shall be partisan, and all other offices non-partisan; regulates primary elections, nomination of candidates, form of ballot and voting at such elections, canvassing returns thereof, contests and fees; defines lawful campaign expenses and requires settlement thereof; provides for election and organization of congressional party committees by political parties; provides penalties for violation of act, and repeals primary law of 1913. FORM OF BALLOT LAW. Submitted to electors by referendum. Provides for the size, form and manner of printing of ballots to be used at general elections, including gubernatorial and presidential elections, for the determination of the order in which state, district and county offices shall appear thereon, for the registration of ballot titles for measures submitted to the electors, and for the manner in which such titles, offices and names of candidates therefor, and instructions to voters shall be printed upon such ballots. TERM OF SUPERIOR JUDGES. Senate Constitutional Amendment 2 adding section 6½ to article VI of constitution making term of office of superior judges twelve years except judges elected to fill unexpired term; Declares them subject to recall, impeachment and removal provisions relating to judges. TERMS OF JUDGES FILLING VACANCIES. Senate Constitutional Amendment 11 adding section 10½ to article VI of constitution providing that when term of office of judge of supreme court, district court of appeal or superior court expires on first Monday in January following general election person appointed governor to fill vacancy therein shall hold for remainder of unexpired term for which such judge was elected or appointed. RURAL CREDITS. Senate Constitutional Amendment 17 amending section 31 of article IV of constitution. Present section unchanged but clause added authorizing legislature to provide land colonization. Present section unchanged but clause added authorizing legislature to provide land colonization system, establish rural credits system in aid of agriculture, authorize issuance of bonds secured by first mortgages on farms, declaring same exempt from taxation and acceptable as security for public deposits, provide for state participation in rural credits system by establishing trust fund, authorize trustees thereof to issue bonds guaranteed by state, upon securities thereof, and deal generally in rural credit bonds. Authorizes legislation to effect purposes of section notwithstanding contrary constitutional provisions. DEPOSIT OF PUBLIC MONEYS. Senate Constitutional Amendment 19 amending section 16½ of article XI of constitution. Provides that state county municipal moneys may be deposited in bank under such condition as may be provided by law adopted by initiative or by two thirds vote of each house of legislature approved by governor and subject to referendum; continues in force laws now governing deposit of such moneys until same are changed as in this section authorized. INITIATIVE AND REFERENDUM. Senate Constitutional Amendment 22 amending section of article IV of constitution. Receives section unchanged except in following particulars: provides that no law creating a bonded indebtedness shall be enacted by initiative by electors without assent of two-thirds of qualified electors voting thereon; authorizes legislature to protect initiative and referendum petitions from fraud and misrepresentation. CONDEMNATION FOR PUBLIC PURPOSES. Senate Constitutional Amendment 27 adding section 20 to article XI of constitution. Authorizes state, county or municipality to condemn neighboring property within its intended additional to that actually intended for proposed improvement; declares same taken for public use; defines certain lands and manner of dealing therewith to further such improvement; permits county or municipality to condemn lands within ten miles beyond its boundaries for certain public purposes, with consent of other county or municipality if such lands lie therein; requires terms of condemnation, lease or disposal of such additional property to be prescribed by law. TAXACTION. Senate Amendment 38. Amends constitution, article XIII, sections 1 and 9, repeals sections 10 and 14 thereof. Declares legislature shall provide by general law for taxation, classify subjects thereof, designate classes wholly or partly taxable for state, county, municipal and district revenues, same class being uniformly taxed within territory of taxing authority; may make tax in lieu of other taxes or licenses; tax commission to administer state taxation. Assembly Constitutional Amendment 16 amending section 1½ of article XIII of constitution. In addition to exemption of church property under present section, exempts from taxation all buildings and so much real property on which same are situated as may be required for convenient use and occupation of said buildings when same are used solely and exclusively for social purposes for the benefit of the organized religious body using said property for such purposes; provides that exemption shall not extend to building so used rented for religious purposes and rent received by owner therefor. COUNTY CHARTERS. Assembly Constitutional Amendment 34 amending section 7½ of article XI of constitution. Present section unchanged except as follows: such charters may provide for election appointment and tenure of all county officers, number of justices, constables and officers of inferior courts, qualifications of all such officers, if appointed, assignment to new officers of certain functions of certain officers, delegation to executive committee of supervisors of certain administrative functions, and creation of additional boards and offices. Determines tenure of elective officers in office on approval of charter. Validates charters and amendments adopted under present section.
