URGES DEFEAT NONPARTISAN MEASURE CHAIRMAN KIESLING OF REPUBLICAN STATE CENTRAL COMMITTEE, ISSUES STATEMENT POINTS OUT MANY SERIOUS DFFECTS OF PROPOSED SYSTEM AND URGES CITIZENS TO VOTE AGAINST IT Chairman Kiesling of the Republican State Central Committee, has issued a statement to the Republicans of California, and makes an appeal for united effort against non-partisan measures. Mr. Kiesling says: To Republicans of California: At a special election there will be submitted to a vote of the people two bills passed at the recent session of the legislature, intended to extend the system of non-partisanship now prevailing in municipalities and counties in this state, to all state elective offices. It is claimed that it will only add a few non-political officials to the long list already elected under the non-partisan system, but those few in contra-distinction to the long list already elected by the non-partisan system, are state officials. Convinced of the importance of retaining the partisan plan I earnestly advise your cooperation to defeat the non-partisan plan. You must thoroughly appreciate and emphasize the fact that there is only one issue involved, namely shall state purposes. What guarantee would there be, the public having relieved itself of such dominated officials, that the succeeding officials would not be the same? And there may be still another result, selections of candidates for the primaries by parties organized without safe guards of the character intended to be insured by recent legislation directed against boss control. The non-partisan system would annul every reform directed to correct that evil. The natural result would be that incumbents, by reason of their state-wide acquaintance due to incumbency, would have a tremendous advantage over the non-office holding candidate. It is impossible in limited space to offer all or a complete argument against the non-partisan system. The preservation of parties within states for the maintenance of the integrity of those parties nationally affords another weighty reason for opposing the non-partisan plan. Finally, with reference to the campaign, it will be necessary to conduct it without sufficient funds to carry on even a necessary educational campaign. County committees, therefore, are urged to cooperate with local state committeemen, and organize effort to maintain party government. No doubt some assistance will be afforded by the Joint Committee having the referendum campaign in charge. Respectfully submitted, F. M. KIESLING, Chairman, Republican State Central Committee. OUR MISNAMED RUINS Many visitors to the prehistoric cliff dwellings of the Mesa Verde National park in southwestern Colorado are astonished to find that what is commonly described as a dwelling is not properly a dwelling at all but a purposeful one. add a few non-political officials to the long list already elected under the non-partisan system, but those few in contra-distinction to the long list already elected by the non-partisan system, are state officials. Do not be confused by false issues. Befogging the real issue is frequently resorted to by the adroit advocate. You will be told that the opposition to this legislation is an old organization, republican machine, plot and that only the old organization stand-patters oppose the non-partisan system. This is not so because patriotic independent thinkers among the republicans and democrats as well oppose it. However, that is not an issue. When occasion demands unscrupulous party leaders will be kicked out as has been done heretofore. You will be told that, as all the non-partisan bills have not been submitted, confusion will result. That confusion will be less injurious than the effect of the Non partisan system. That is not an issue. Let that not stand in your way. It is claimed for the non-partisan system that it will result in humane and enlightened administration and in efficient business management. Experience does not sustain the probability of continuous efficient service, much less improvement, by virtue of the non-partisan plan. The present non-partisan direct primary system of election of judges, due to the necessary personal solicitations of voters has certainly not resulted in improving the character of applicants for judicial positions, but on the contrary has dissuaded many good men and it has been a disheartening handicap to those who have been conscientious enough to submit to the present day method of campaigning. It has also lessened the dignity of and respect for the bench. I believe that the proposed non-partisan system could be successful only under conditions similar to the old town meeting system where the attendance of every citizen was probable. The celebrated Cliff Palace is not a palace. Neither is Spruce Tree House a house, nor Balcony House a house. Each of these is a complete town which once, in the dim ages before the earliest Indian tradition, was an organized community, often of considerable size. The arrangement of houses in a cliff dwelling of the size of Cliff Palace, for example, is characteristic and intimately associated with the distribution of the social divisions of the inhabitants. The population was composed of a number of units, possibly clans, each of which had its own social organization more or less distinct from others, a condition that appears in the arrangement of rooms. The rooms occupied by a clan were not necessarily connected, although generally neighboring rooms were distinguished from one another by their uses. NOTICE OF REMOVAL H. G. It is improbable that the average citizen of a state so extensive as California will be possessed of facts sufficient to qualify himself to judge the qualifications of a candidate for state office. Candidates should be selected by parties by some method more reasonable than the present one, but safeguarding the rights of electors. This would make the party a guarantor of its candidate and fix responsibility. It would afford the people of the state a selection from at least two, and probably more, party candidates. Parties are dependent upon efficient administration for success and that insures on the average a better class of candidates from which a satisfactory choice may be made than will be afforded under the proposed system. The intelligent voter will not be confined within party lines if his party candidate is unsatisfactory, thereby disposing of the contention that parties inject false issues of federal questions into state elections. How would the person of ordinary means make a campaign under the proposed non-partisan system? RURAL CREDITS. Senate Constitutional Amendment 17 amending section 31 of article IV of constitution. Present section unchanged but clause added authorizing legislature to provide land colonization system, establish rural credit system in credit aid of agriculture, authorize issuance of bonds secured by first mortgages on farm securing same exempt from taxation and acceptable as security for public deposits, provide for state participation in rural credits system by establishing trust fund, authorize trustees thereof to issue bonds, guaranteed by state, upon securities thereof, and deal generally in rural credit bonds. Authorizes legislation to effect purposes of section notwithstanding contrary constitutional provisions. DEPOSIT OF PUBLIC MONEYS. Senate Constitutional Amendment 19 amending section 16% of article XI of constitution. Provides that state, county or municipal money may be deposited in bank under such condition as may be provided by law adopted by initiative or by two thirds vote of each house of legislature approved by governor and subject to referendum; constitutes laws force now governing deposit of such monies until same are changed as in this section authorized. INITIATIVE AND REFERENDUM. Senate Constitutional Amendment 22 amending section 1 of article IV of constitution. Present section unchanged except in following particulars; provides that no law creating a bonded indebtedness shall be enacted by initiative by electors without assent of two-thirds of qualified electors voting thereon; authorizes legislature to protect initiative and referendum petitions from fraud and misrepresentation. CONDEMNATION FOR PUBLIC PURPOSES. Senate Constitutional Amendment 27 adding section 20 to article XI of constitution. Authorizes state, county or municipality to condemn neighboring property within its limits additional to that actually intended for proposed improvement; declares same taken for public use; defines estate therein and manner of dealing therewith to further such improvement; permits county or municipality to condemn lands within ten miles beyond its boundaries for certain public purposes, with consent of other county or municipality if such lands lie therein; requires terms of condemnation, lease or disposal of such additional property to be prescribed by law. TAXACTION. Senate Amendment 38. Amends constitution article XIII, sections 1 and 9, repeals sections 10 and 14 thereof. Declares legislature shall provide by general law for taxation, classify subjects thereof, designate classes wholly or partly taxable for state, county, municipal and district revenues, same class being uniformly taxed within territory of taxing authority; may make tax in lieu of other taxes or licenses; tax commission and defenses exemptions. Declares completed assessments not affected by sec. TAXATION. Senate Amendment 33. Amends constitution article XIII, sections 1 and 9, repeals section 10 and 14 thereof. Declares legislature shall provide by general law for taxation, classify subjects thereof, designate classes wholly or partly taxable for state, county, municipal and district revenues, same class being uniformly taxed within territory of taxing authority; may make tax in lieu of other taxes or licenses; tax commission to administer state taxation. Continues in office present board of equalization members until January, 1919, and presents duties thereof, and existing laws until changed. EXEMPTING PROPERTY FROM TAXATION. Assembly Constitutional Amendment 15 amending section 1½ of article XIII of constitution. In addition to exemption of church property under present section, exempts from taxation all buildings and much real property on which name are required for convenient use and occupation of said buildings when same are used solely and exclusively for social purposes for the benefit of the organized religious body using said property for such purposes; provides that exemption shall not extend to building so used rented for religious purposes and rent received by owner therefor. COUNTY CHARTERS. Assembly Constitutional Amendment 24 amending section 7½ of article XI of constitution. Present section unchanged except as follows: such charters may provide for election, appointment and tenure of all county officers, number of justices, constables and officers of inferior courts, qualifications of all such officers, if appointed, assignment to new officers of certain functions of certain officers, delegation to executive committee of supervisors of central administrative functions, and creation of additional boards and offices. Determines tenure of elective officers in office on approval of charter. Validates charters and amendments adopted under present section.
