It is the intention of the trustees to improve the strip on Broadway, between Los Angeles and Lemon street, with a lawn and trees, thereby giving the city a park, and improve other blocks as time goes on.
Ordinance No. 288, providing for the organization of a fire company, was presented for second reading and adopted. The ordinance provides for a company of 12 firemen and driver for the new motor fire truck, parts of which have already arrived. The members are to receive $60 per month, the driver $75. The appointment of the driver will be made at the next meeting of the trustees.
Ordinance No. 290, providing for putting all service wires underground, was presented for second reading and adopted. Another ordinance will be passed compelling the telephone companies to remove all their wires within certain areas and put them in the underground conduits. This procedure has been taken primarily to have removed from the new ornamental lighting district all telephone poles and wires.

City Clerk Merritt was granted a leave of absence for several days. Mr. Merritt expects a pleasant visit from a relative from the east and proposes to take a trip to the San Diego fair.
A proposition was submitted by J. F. Ahiborn, whereby the federal government will extend the city delivery of mail, provided sidewalks are put in on the newly acquired area. A map was submitted showing the extended district. The proposition is being considered by the trustees.
Specifications were presented, providing for the manner in which Broadway is to be paved. The same were ordered filed in the office of the city clerk. Plans relating to the same were also introduced and approved and were ordered placed on file in the office of the city engineer.
A communication was received from the California Edison Co., remitting check in amount for two per cent of their gross receipts, as prescribed by law in reference to their franchise.
A communication was received from the library board, showing expenditures for the year amounting to $1170. Cash on hand $735.34.
Correspondence received in reference to the insurance of city employees, as provided by the compensation insurance act, was referred to the city clerk. The amount of the city pay roll has been asked for, and the clerk was instructed to furnish the same.
The trustees accepted the report of Engineer Adams, relative to the completion of the new ornamental lighting system, which has been satisfactorily installed to all parties concerned.
Street Superintendent Sackett's salary was raised from $75 to $90 per month.

WORK PRISONERS ON ROADS
The board of supervisors and sheriff have agreed upon plans for a steel field cage in which county prisoners will be confined while working on the county roads. The plans call for a cage 19x14 feet in area with room for 36 bunks.
The supervisors plan to set county prisoners at work on the road at once. Work will start on the road below Arch Beach where some bad grades and turns occur. The gang will then be taken to the El Modena grade, which will be widened to 30 feet, the curves straightened, and grade lowered. Work will also be done on the Villa Park road to the canyon and on the canyon road itself.
The prisoners will be confined in the field cages at night on the job on which they are working, thus saving much time in transporting them back and forth from the county jail to the work.

An approved card bearing the caption, U. S. Department of Agriculture, Weather Bureau, The State Center-Record Wireless News Service, has been provided whereon the receiving wireless operator copies the forecast message and posts it for the benefit of the public.
FOR BETTER ROADS
Communities interested in their improvement of roads are recommended by the United States department of agriculture to apply for a lecturer on the subject. Lecturers will be sent at the government expense wherever there is reason to believe that audiences will be large enough to make the expenditure of time and money worth while. Whenever possible it is, of course, desirable for a number of communities in the same vicinity to make arrangements for lectures at the same time, since in this way the traveling expenses for each stop made by the lecturer are materially reduced.
The number of lecturers at the disposal of the department is limited and it is not always possible therefore, to comply with every request. When a lecturer can not be sent, however, the department will loan a set of suitable lantern slides to any responsible local associations or individual who will pay the express charges. The only requirement is that the slides be made of active and practical use in the community and that they be returned in good condition in 90 days. In addition, a brief outline of a lecture to cases the department assigns an engineer to make a thorough study of the district. He ascertains where the best road materials are, what roads are the most important and, therefore, to be improved first, and provides for the location of each road so as to secure the best possible drainage and grade, and indicates the most suitable type and method of construction, including drainage structures, to meet the needs and means of the community. When his work is completed the county officials have at their disposal the results of an exhaustive study of the whole problem and should be able to carry out the work with far more efficiency and economy than would otherwise be possible.
Road materials are also beng continually tested by the department and the information thus obtained is available for any community in doubt as to the kind of road they propose to build. Similar tests can also be secured on dust layers, such as road oils and tars, and the department will furnish to anyone instructions as to selection and shipment of samples. The tests are made free of charge when they are desired in connection with public improvements.
GOVERNOR MUST CALL SPECIAL ELECTION
Only if the governor calls a special election can the non-partisan referendum and other initiative and referendum measures go on the ballot with the amendments October 26, according to an opinion handed down by the attorney general at Sacramento.
WEATHER FORECASTS BY RADIO
A proposition was submitted to the Weather Bureau a short time ago to have weather forecasts for Illinois distributed by wireless from Illipollis, Ill., to such points within a radius of 125 miles of that place as were equipped with receiving apparatus for wireless messages.
There was no objection to the scheme on the part of the bureau of navigation, department of commerce, and the chief of the weather bureau, seeing possible utility in this method for an extension of the forecast distribution, has sanctioned a trial.
The plan is for the sending to wireless station at Illipollis, (call 9KZ) after obtaining the forecasts from the weather bureau official at Springfield, Ill., to send weather forecasts for Springfield and vicinity and for Illinois by wireless, between 12:45 p.m. and 1 p.m. to other radio stations situated within the radius mentioned. The messages will be transmitted at a rate of from 10 to 12 words a minute, to accommodate amateur wireless it is not always possible therefore, to comply with every request. When a lecturer can not be sent, however, the department will loan a set of suitable lantern slides to any responsible local associations or individual who will pay the express charges. The only requirement is that the slides be made of active and practical use in the community and that they be returned in good condition in 90 days. In addition, a brief outline of a lecture to accompany the slides will be forwarded on request.
In addition to this educational work, the department is always ready to respond to requests for practical assistance which may take the form of special advice and inspection, superintendence of county roads, road surveys, experimental road work, bridge work, or the development of a model system of highways for a county. To obtain such assistance local authorities should secure a blank form from the office of public roads on which to make applications. Requests from corporate villages or cities cannot be met, however.
Bridge work is one branch of road building in which the department may be of particular service to local authorities. Typical designs have been prepared and copies of these can be furnished on request. A few minor alterations would probably make such a design suitable for special conditions, or an engineer may be assigned to inspect the site and offer suggestions. In some cases designs by bridge companies have been reviewed by the department for the benefit of local officials.
Possibly the most important way, however, in which the department assists individual communities in the betterment of their roads is in laying out a model system of highways for a county about to expend a large sum of money on roads. In such improvements.

A law passed by the legislature is not sufficient to put initiative and referendum matters on the ballot. There is no doubt that the governor will call the special election, as the administration forces are desirous of having the nonpartisan referendum, if sufficient signatures are secured, go to vote this fall.
If the people support the law to abolish the parties there will be no party candidates at the general election in 1916.
GARDEN GROVE PROPERTY IN LITIGATION
A half interest in Garden Grove property worth $13,000 is involved in a suit brought by Matilda V. Stokes against her sister, Minnie Luedke. According to the complaint filed by the plaintiff, the property is held by the defendant in trust. The defendant refuses to recognize the trust.
It is stated in the papers filed with the county clerk by attorneys Morton & Abraham of Los Angeles for the plaintiff that the property was deeded to the defendant on June 23, 1915, by the mother of the plaintiff and the defendant, in trust and for the bentfit of Matilda Stokes and Minnie Luedke. It is stated that the defendants declares that the property is all hers.
Concerned in the litigation is a five acre ranch and property in Garden Grove.
