ROAD MONEYS NOT EQUALLY EXPENDED
THIRD DISTRICT WITH 40 PERCENT OF COUNTY'S ASSESSED VALUATION ON SHORT END
HOW TO SPEND SURPLUS OF $248,710 NOW IN HANDS OF HIGHWAY COMMISSION
Figures compiled for the Orange County Highway Commission by Engineer Finley show that after paying for 107 miles of highway out of the bond issue of $1,270,000 voted, two years ago, there will remain in the treasury the sum of $246,710. The amount of money already spent upon paved highways, and that allotted to roads which will shortly be contracted for to complete the system, totals $1,044,171.18. Equipment and overhead expense account has cost $62,000.
What to do with this surplus of $246,710 is now a matter engaging the attention of the highway commission, and at a meeting held at Santa Ana on cent of the assessed valuation of the entire county, figures show that it is entitled to receive $98,684 of the surplus of $246,710, now on hand; but as the amount of moneys already expended in the 3rd district is far below that expended in the other three districts where paved highways have been constructed, it would seem that the district is entitled to a little more consideration at the hands of the highway commission. For instance, the percentage of moneys expended in the 2nd supervisor district is 47.14, while in the 3rd the percentage of money expended falls to the ridiculously small figure of 16.22, about one-third of the sum expended in Supervisor Talbert's district. In the 4th district the percentage of moneys expended is 17.72, somewhat more than the amount expended in this district while the total property assessed valuation in this district exceeds that in the 4th district by $13,635,010. In the 5th district the percentage of money expanded is 18.92, which is slightly in excess of the percentage expended in this district, even though Engineer Finley places in the 4th district the major portion of the city of Santa Ana.
Inasmuch as the assessed valuation of the 3rd district is 40 per cent of the county's total, and as $1,044,171 has already been expended, or will be expended when the system of 107 miles of road shall have been completed the
bond issue of $21,000 voted two years ago, there will remain in the treasury, the sum of $246,710. The amount of money already spent upon paved highways, and that allotted to roads which will shortly be contracted for to complete the system, totals $1,044,171.18. Equipment and overhead expense account has cost $62,000. What to do with this surplus of $246,-710 is now a matter engaging the attention of the highway commission, and at a meeting held at Santa Ana on Tuesday discussion was had relative to a number of highways which will probably be paved upon completion of the roads now building or soon to be under contract. Commissioner Pixley of Orange, favors paving the canyon road from Olive to the Riverside county line, while Commissioner McFadden holds the opinion that other roads in the county which are more important to travelers than the canyon road should be paved first. He favors paving the canyon road from Yorba to Peralta, but does not yet see his way clear to appropriating the large amount necessary for paving the entire road to the Riverside county line. He desires first to pave the Crowther avenue road leading from Placentia to a junction with the canyon road at Yorba. Also the 2 1-4 mile strip at Stanton, and the East Orangethorpe avenue road from Spadra Road to the Placentia avenue line, a distance of about 2 1-3 miles. Reckoning upon the amounts of money spent in each of the four supervisor districts, he holds that the paving of these three highways will be well within the amount which should be dishurred in this district on a comparison of assessed valuations.
According to Engineer Finley's figures the following interesting data of moneys expended in the four supervisor districts in the county, exclusive of the city of Santa Ana, are at hand.
District 2, (Talbert's) Total moneys expended on roads, $315,491[34]. Total assessed valuation of district, $6,582,560. Miles of road constructed, 30.53. Per cent of expenditure compared with total assessed valuation, 47.14-100. Expenditure per $100 of assessed valuation, $4.79.
District No. 3, (Schumacher's)—Total amount of money expended, $325,-171.46. Total assessed valuation of district, $19,723,825. Miles of road constructed, 34.03. Per cent of expenditure compared with assessed valuation, 16.22-100. Expenditure per $100 of assessed valuation, $1.65.
Inasmuch as the assessed valuation of the 3rd district is 40 per cent of the county's total, and as $1,044,171 has already been expended, or will be expended when the system of 107 miles of road shall have been completed the just amount of this sum accruing to the 3rd district would be $417,684, while only $325,171 will have been actually expended, when the highway system is complete. Here is a difference of $92,497. If to this we add the $98,000 which is rightly due this district out of the surplus of $246,710, we shall have $190,497 coming to roads in this district. The taxpayers in this district hold that if the entire bond issue were to be equatably disbursed throughout the districts we should have almost the entire surplus coming to this district instead of placing a large portion of it on the canyon road to the Riverside county line.
Commissioner McFadden believes that the three important highways—the Crowther avenue line, the Stanton road and the East Orangethorpe avenue highway from Spadra road to Placentia avenue should be paved before any consideration be given the canyon road north of Peralta. Inasmuch as the Crowther avenue road lies half of it in the 4th district, it would seem that his contention is reasonably fair. There prevails in this district a consensus of opinion that we have hardly been treated fairly by the highway commission, but that it is not yet too late to make amends. The canyon road has already cost $68,000 for grading and leveling, and to surface it with concrete and asphalt would cost probably as much more. The three roads which our people desire paved in this district will cost about $115,-000, and it seems that it is not too much to ask that they be paved forthwith. It is also probable that taxpayers in this district will ask that other important highways in this neighborhood be paved rather than surfacing the canyon road.
As indicating the scant allowance of road moneys allotted the third district, it can be truthfully stated that, had as much money been expended in this district proportionately to its assessed valuation as has been expanded in the second district,the

For purpose of comparison, Engineer Finley had added all that part of the city of Santa Ana north of 17th street to the 4th supervisor district, and all that port of the city of Santa Ana south of 17th street to the 5th district. No road moneys have been expended in the city of Santa Ana, nor in any other of the incorporated cities of the county, yet the $1,270,000 bond issue is levied against all the property within the county. Engineer Finley also announces that the canyon road is the dividing line between districts 3 and 4 yet all moneys expended upon the canyon road should be charged up to the 4th district, for the highway is entirely within that district.
The Crowther avenue road, from Placentia avenue is to a junction with that canyon road at Yorba, which will cost $55,000 is approximately half of it in the 3rd district and half in the 4th.
As the 3rd district contains 40 per much to ask that they be paved forthwith. It is also probable that taxpayers in this district will ask that other important highways in this neighborhood be paved rather than surfacing the canyon road.
As indicating the scant allowance of road monies allotted the third district, it can be truthfully stated that, had as much money been expended in this district proportionately to its assessed valuation as has been expended in the second district, the amount would have exceeded $900,000. The third district seems to have had the business slipped over it in some unaccountable fashion, and now that there exists a surplus of $246,710, the time would seem to be ripe for citizens and taxpayers to take the matter up with the highway commission to the end that a little more fairness be given the people of this district.
Commissioner Newland when seen riding on the boulevards in the second district yesterday morning said he had no particular interest in paving the canyon road but that he would endeavor to secure a generous slice of the surplus fund for more roads in the second district.

The class of 1905 of the Anaheim Union High School held their annual class meeting Monday evening at the home of Mr. and Mrs. Frank Borth on South Olive street.
The evening was enjoyed with progressive whistle; first prize being captured by Mrs. Leslie Swope and P. Bradford. Consolation prizes by Mrs. Vlc LaMont and Mr. Leslie Swope.
After the cards a daltry supper was served by the hostess and her sister, Miss Rose Clabaugh.

BOARD OF TRADE APPOINTS COMMITTEE TO LOOK AFTER INTERESTS OF DISTRICT
OTHER MATTERS COME UP FOR ACTION BY POPULAR CIVIC ORGANIZATION
At the meeting of the Board of Trade on Monday night Earl Dutton thrilled the members present with the information that there remains a surplus of upwards of $246,000 in the hands of the county highway commissioners. A committee consisting of Mayor John Cook, President Krause of the board of trade and Secretary Dutton was appointed to look into the matter at once and see that this section gets its share of the unexpended money. The board went on record insisting that the 2 1/2 miles of road to the west of this city be paved, as per previous agreement, before this scheduled to leave Los Angeles at 2 a.m. Should the change be made the train, which has grown into popular favor, would not be patronized, owing to the lateness of the hour.
A communication from the San Francisco Chamber of Commerce was received relative to proposed legislation to come up next month at the forth coming session of the legislature. Many bills of importance will be up before the law body and it is the intention of all civic bodies to keep in touch with matters pertaining to the development of the state.
The matter of helping needy people within our gates came up for discussion. A committee was appointed to look up work in this city and award same to those most in need of assistance.
A communication was received from J. C. Metzger of Santa Ana relative to listing all manufacturers in the county, in that the same may be given preference with the purchasing public. He requested that a list from this section be sent him, and he would see that the names appeared along with other concerns in the county. The board took favorable action and will see that we have a list of local manufactures on file.
A bill for $28 for poppy seed was ordered paid.

Advocates of the formation of a storm water district to protect Anaheim and its surrounding territory from the erratic actions of the Santa Ana river which has a habit of overflowing its banks, or what passes for its banks, and inundating the adjacent lands are somewhat at sea over the result of the recent election at which three trustees were chosen for the purpose of constructing the protecting dykes, and having full control of the situation. Max Nebelung, Joseph Fiscus and William Pannler were elected by a vote of almost three to one, being opposed by three other candidates.

Woman Killed by Exploding Shell in Home at Altkirch, Husband Fatally Injured
George Ziegler has received a letter from a sister living at Altkirch, Alsace, in which she refers to an incident during the recent bombardment of that village, which, owing to its peculiar atrocity, was mentioned in the telegraphic dispatches some weeks ago. She writes that the parents of her daughter's husband were both struck by an exploding shell, while in their home at Altkirch. The woman was killed, and her husband had the lower part of his face torn away, being, it is supposed, fatally injured. Whether the shell was fired by a German or a French battery is not known, as both sides were firing at one another on each side of the village. The inquired man was taken to a hospital at Strassberg and a short time thereafter his son, who was attached to a battery of German artillery, was also brought in among the wounded from the battlefield. The two had not met since beginning of hostilities and the scene between them was an effecting one.
The shell which caused the havoc might have been fired by a German battery, and it is within the bounds of possibility that it was fired by the battery to which the young man was attached, and which killed his mother and fatally injured his father.

There is no question but a wide divergence of opinion prevails among the taxpayers throughout the district for and against continuation of the storm water district.
E. N. Cook, who lives on the Olive road just north of Placentia avenue, and who has been one of the foremost battlers for protection, was in town Monday and told the Gazette just what he thought of the situation.
"I don't know," he said, "what the policy of the newly-elected board will be. It held a session recently but I was not present. It may carry out our protection ideas on which we have expended so much time, but it has the power to disincorporate the district and declare all that has been accomplished."
"One of the arguments used to defeat our candidates at the polls was that the district was too small, that considerable surrounding territory should have been incorporated in it. Three years ago, when we first appeared with our petition before the supervisors the boundary lines of our proposed district embodied Fullerton, Buena Park, Garden Grove, and stretched out to the four points of the compass taking in everything in the way of territory that we considered in need of protection. Our petition was met with a protest signed by 1247 property owners, and our attorney, before the matter was acted upon, withdrew the petition."
"The supervisors and attorneys interested advised us to form a new and smaller district as they recognized the necessity of protection for Anaheim. We did so. We formed new boundary lines, eliminating Fullerton, Buena Park, Garden Grove and all the insurgents, forming a small district with a river frontage of only two and one-fourth miles. The board of trade went on record as endorsing the new city hall project. Henry Adams of the membership committee suggested that it would be well to get the high school boys to become honorary members of the board of trade. The boys are ambitious and to enlist their services in securing new members, it was argued, would be the means of swelling the board of trade membership considerably.
A year ago Mr. Ahlborn received a check for $100 from the Standard Oil company to aid in forming the protection district. Since the district has been formed by the supervisors, and the money was not needed, it was ordered that the money be returned to the donors.
Seceral checks in the hands of the secretary, received in aid of the Grafton publishing scheme, the same remaining unused, were also ordered returned to the donors.
At the last meeting it was ordered that the books of the secretary be turned over to the finance committee for auditing, but as the committee had not had time to give the matter attention time was extended, and the books will be exported by the next meeting, so that they may be turned over to the new secretary.
J. S. Howard of the transportation committee, reported that it was expected that better rates between this city and Los Angeles would shortly be arranged. Nebelung Finds That There are More Than 4000 People in Town
Anaheim's rapid growth is shown by the census just taken by Max Nebelung in comparison with the government figures of four years ago, taken by the same gentleman, at that time the population within the city limits was 2628, but Mr. Nebelung finds 4150 names in his list at present, an increase of 52 per cent within four years.
Mr. Nebelung is taking the census for the board of supervisors to determine a basis on which to fix the salaries of the justice of the peace and constable of Anaheim township. Should the population reach 5000 both officials will receive a raise. Yesterday the census taker began counting the noses in East and West Anaheim and he declares there is no doubt the population will be found sufficient to insure an increase for the township officials.
An increase of population of 1500 in four years indicates a healthy growth.

Little six-year-old Jack Flynn had a recitation directly aimed at Santa Claus and was piped into his ear. It sounded something like this:
I've met this dear old Santa
On Christmas days before,
But every time I see him
I like him more and more.
On each succeeding Christmas
He better seems to me,
And I wonder what he'll look like
When I am sixty-three.
Hundreds of packages were arranged on the tables and were hung on the trees and each child had an armful. Many of them had been donated by generous hearted persons. The Santa Ana Elks made up a large number and sent them over. It was a happy day for the little folks, few children in town faring better this Christmas than the orphans at St. Catherine's.
Mr. and Mrs. J. B. Andrews have returned to their resident on the county road west of this city after a three-months' residence in the Imperial Valley.
Walter Korn of Corona was in town on Tuesday on a visit to old-time friends and was the guest of Mr. and Mrs. John Dwyer. Mr. Korn was formerly a well-known resident of Anaheim, but for a number of years has resided at Corona.
