RUDDOCK GIVES FACTS AND FIGURES SPLENDID RECORD OF REPUBLI-CAN SHERIFF OF ORANGE COUNTY IS ENTITLED TO RE-ELECTION BY OVERWHELMING MAJORITY ON NOVEMBER 3RD Sheriff Ruddock has issued a statement to the voters of Orange county, giving a detailed description of work accomplished in his office during his administration. This statement is made public in reply to splenetic attacks made upon him by political enemies, and is worthy of careful consideration on the part of voters and taxpayers. Ruddock is the best sheriff ever elected in Orange county, and should be re-elected on November 3, by an overwhelming majority. His statement is modestly characteristic of the man, and will set at rest malicious and absurd reports concerning his work in office. We commend it to the careful persual of our readers: I respectfully submit these figures to the taxpayers and voters of Orange county; partly in answer to the published criticism which my political opponents have made about the expenses of my office, but more particularly for the enlightment of those who in all fairness wishes to hear both sides. By my request, Mr. Walter S. Gregg examined the Court House records, and based his figures on actual records. These figures which refer to cash receipts, etc., can be found in my office, the Justice court of Santa Ana township, Auditor, Treasurer and County Clerk's offices, audited and checked from time to time by the county expert accountant. The other figures showing number of arrests can be found on the jail register and deaths resulting from concealed weapon work and will be for use of the Sheriff's office for years to come. Seventh—That the civil work has increased in proportion to increase of criminal work, and is assuming proportions which require me to organize a special force to care for it. The assessed valuation of Orange county for the year 1907-8, after deducting value of railroads, which valuation is not included, was $15,651,080.00 and is now $47,767,825.00. Eighth—That if you will deduct those expenses which cannot be justly charged to the running expenses of my office, and give me credit with the amount of work handled, and results accomplished, you will find that I have handled every branch of the criminal work with thoroughness. While I have not, and so long as I am sheriff I will not neglect the smallest detail of my office to save expense at cost of good service to the people, still you can readily see by these figures that while the general average of work has increased more than three times since the fiscal year 1907-08 and the work cared for by the sheriff's office has increased more than ten times, yet the expenses have not much more than doubled. (See statistical reports of Orange county.) I wish to state in all fairness to former administrations, that these records are not published by me with any desire to discredit. Times are not as they used to be. Since the year 1911, the beginning of my administration, hundreds of foreigners, among them many old time criminals that were turned out of the penitentiaries in Mexico have come to California. You all know that the population of California is increasing by bounds, and it is natural that the criminal element has increased also. So I have prepared my office to meet the demands made upon it. There has been some criticism because I have appointed so many honorary deputies. Almost without exception, I have asked to deputize them. When not personally acquainted with the applicant, I have required recommendation. These deputies have been appointed with the sole object that they might be of service to the communities in which they live. These figures are checked by fiscal years which begin July 1st and end June 30th. Example—the year 1907-8 begins July 1, 1907 and ends June 30th, 1908, and the total time covered by this report is from July 1st, 1907 to June 30th, 1914. All of them are open to the public, and I court the most thorough examination. First—I wish to call your attention to the fact that on the County's books my office is debilitated with the prisoners' guard, which consists of one man at a salary of $100 per month, one man at $3.00 per day, when employed, and livery for transportation to and from the work for the prisoners, which is included in mileage, auto and livery., as per statistical report of Orange county. This feature of working county prisoners is one of our most serious problems, and has been met by your Board of Supervisors and myself with the deepest consideration for the welfare of those unfortunate who have been thrown on our care by the judgment of the courts and at the same time we have kept the interests of the taxpayers in mind, with the results that our county poor farm is being improved and cared for without extra cost to the county for labor used improving lands and caring for crops, and is truly a credit to our county. Two gangs of county prisoners, from eight to sixteen men, are employed most of the time, one at the county farm and one on other public work, as exemplified in Mr. Gregg's statement. I have been charged with this as if it were an expense for running my office, when in fact it was and is an expense for improvement of the county property which is a permanent asset of the county. Second—That my office is debilitated with improvements which were ordered by the State Board of Charities and Corrections and made by your Board of Supervisors in conformity to said orders. By these improvements the Orange county jail has been nearly doubled in capacity, has been equipped with modern heating system, and hot water throughout, has been made safe for the jailors in handling felons, and criminals of all classes, is modern and sanitary in every particular, and will accommodate the prisoners of Orange county for many years. Third—That my office is debilitated with thirty modern rifles and ammunition because I have appointed so many honorary deputies. Almost without exception, I have been asked to deputize them. When not personally acquainted with the applicant, I have required recommendation. These deputies have been appointed with the sole object that they might be of service to the communities in which they live. By these improvements the Orange county jail has been nearly doubled in capacity, has been equipped with modern heating system, and hot water throughout, has been made safe for the jailors in handling felons, and criminals of all classes, is modern and sanitary in every particular, and will accommodate the prisoners of Orange county for many years. Third—That my office is debited with thirty modern rifles and ammunition, including emergency bandages, etc., purchased by the Board of Supervisors and through their expenditure. I have at my call experienced men, and can, night or day, get together a company of well equipped men, and could place them, should occasion demand at the fartherest corner of our county, accessible by automobile or truck, in a very short time. We have had one sad experience in our county attributable to lack of preparation to meet a most unusual condition, and if in my power I wish to prevent another. Fourth—That my office has been removed, by order of the Supervisors, to other quarters (by reason of the establishment of Department 2 of the Superior Court taking the offices formerly occupied by the Sheriff) and refurnished throughout, with the results that your county is now equipped with as convenient and well arranged offices as can be found in the state. Fifth—Most of the Justice's court work is taken care of by my deputies. The Justice's work alone has been nearly as much in the last three and one-half years as during the former 25 years of Santa Ana township. The docket number January 1st, 1911, was one thousand nine hundred and four and is now three thousand five hundred ninety-eight; In addition we have the care of two Superior courts, with the corresponding civil and criminal work; formerly there was only one Superior court. Sixth—That on my initiative and at my request the Board of Supervisors have installed a complete fingerprint and identification bureau, which is as good and well organized as any in the State, and is in line with modern criminology. That an increase of the flow of gravity water in the Santa Ana river may be expected earlier than usual this fall is indicated in a report made by Engineer H. Clay Kellogg to the two water companies that take water from the Santa Ana river. One company is the Santa Ana Valley irrigation company and the other the Anaheim Union Water company. Kellogg states in his report that measurements made on September 22 show a largely increased flow in the Rincon basin. However, the flow has not yet reached the division gate of the two companies. Kellogg states that the average flow at the division gate was about the same as last year, except that the water kept up well a month longer at the beginning of the summer. "The measurements," said Kellogg "made in the San Bernardino basin, where the water plane is carefully determined each year, show that the water plane varied very materially, to 120 feet below the surface in the Lytle creek basin from 145 feet of the surface. It has maintained itself at about this level, which is forty feet below the normal level." "The depth of the water plane in the bed of the river at Colton shows that it is still up to the normal level and is not being overdrawn during this season. The larger water companies have not found it necessary to operate their plants. This is very interesting when taken in connection with the fact that the flow of surface water at the mouth of the Santa Ana canyon, where it enters the valley, is 500 inches less than the normal flow. This proves the advantage of the spreading of the water over the gravel beds as a conservation method." We will turn out 90 per cent of our vote, and Fredericks and the republican candidates will carry the county easily. At the primary election the progressives turned out eighty per cent of their registration and yet Johnson was given only 941 votes out of 5,400 cast." "In Santa Barbara county," reported Chairman Squires, "the registration is very heavily republican. We have many industries that need protection and this makes the republican party the favorite. The sentiment in Santa Barbara county is, that under the present state administration there has been too much legislation and too little business judgment." "Orange county is organized harmoniously," reported chairman Duckworth. "When Fredericks passed through this county on his southern trip, we met him at San Juan Capistrano with seventy-five automobiles and everywhere we stopped there was tremendous enthusiasm. In our escort were nine democrats driving their own machines and all of them working for Fredericks. The republican majority in Orange county will be close to 10,000." "In San Diego county," declared Delegate Abrahams, "the Young Republican club, the Womans' Republican league, the Fredericks club, and all other organizations are working with the county central committee as a campaign committee." There were 527,545 votes cast for the office, which was exceeded by only two other state offices, the governor with 542,672 and the Chief Justice with 532,963. Superintendent Edward Hyatt's vote of 183,386 was higher by 40,000 than any of the candidates for Governor. The figures seem to indicate that this school office is of keen interest to the people at large and that they do not want it taken away from them or made appointive, as some educators have urged. Women have heretofore been well represented among the important school officers and the late primary election has still further increased their numbers and strength. Of the county superintendents of the state, from twenty to twenty-five have been women in the past or nearly one-half. In the primaries, Calaveras, Yuba and Sutter counties supplanted their men superintendents by women, while in no county of the state has a man taken on the place of a woman. WHY AUTOS TURN TURTLE On account of the large number of automobiles turning turtle nowadays, killing and maiming many of the occupants, there has been much thought on the matter by which such accidents will be less frequent. It has been said apparently with good logic, that the turning over of automobiles is not caused by bad roads or fast driving; it is because the driver looses his head and consequently control of the machine.
