VOTING PRECINCT CONTAINS ONE ELECTOR WILL COST ONE HUNDRED DOLLARS TO PERMIT THIS MAN TO CAST HIS BALLOT STATE SENATOR WARD OF SAN DIEGO IS A CANDIDATE FOR LIEUTENANT-GOVERNOR There is one precinct that Captain John D. Fredericks, republican candidate for governor, will carry unanimously. This is perhaps the most unique precinct in the world. It has one voter and it will cost more than $100 to send judges and clerks of election by boat to take his solitary ballot. Charles A. Wilson is the only voter in Catalina precinct. He lives at the Isthmus where he located twenty-five years ago and, since Avalon was made a city of the sixth class, he has been out in the cold so far as voting is concerned. This year he insists upon casting a primary ballot for Captain Fredericks, and all the machinery of election procedure must be put in motion to secure this one ballot. Ten ballots will be sent to this precinct so that Wilson will have the privilege of spoiling nine of them, if he so desires. Care, I am going to exercise my right to vote," declared Wilson. "I know Captain Fredericks personally and he is a mighty good man for governor. I am going to carry this precinct unanimously for him." Wilson is a veteran of the Civil War, having served in the 38th Iowa. Joseph Scott, orator and lawyer, and one of the chief counsel for the McNamara brothers, has returned from San Francisco where he spoke at Dreamland Rink with Captain John D. marked to a crowd of ball fans at Graney's billiard parlors: "If I had a pitcher with a delivery like that man Fredericks I wouldn't trade him for $10,000 bonus." Former State Senator M. L. Ward, of San Diego, has announced his candidacy for the office of lieutenant governor, and before the coming direct primary election for the nomination, to be held on August 25th, he will make an automobile trip over the state. Senator Ward was at one time district attorney of San Diego county, and later he served in the legislature, and was a member of the senate when the extraordinary session was held following the disaster in San Francisco. He has been a resident of San Diego for 26 years, and during all that time has been actively engaged in the practice of his profession, the law. He is undoubtedly one of the best known attorneys of the state. Senator Ward is a republican, and seeks the nomination for lieutenant governor as a republican. He is, however, not in any combination with any other candidate for any other office, but is entirely independent. A strong committee of citizens of San Diego has taken up the candidacy of Senator Ward for the lieutenant governorship, and will conduct a campaign all over the state. Ward is the only candidate for this office living in the territory south of Frisco, and it is probable that his vote will be large on this account, although he is not urging this fact as a reason why voters should favor him. He is too big a man to consider sectional lines, and he has been in the forefront of many statewide movements for the public good. SANITATION FOR MIGRATORY LABOR Much Trouble Caused by Unhealthfulness of Camps. The Commission of Immigration and Housing has issued a publication which is a mile stone in the progress towards a solution of the "problem" of the migratory agricultural laborer. He declares that the sentiment is overwhelmingly republican and that the Fredericks stock has soared beyond par as a result of that candidate's visit in the north. "Dreamland Rink was filled to its capacity, not only in seating but standing room, and after five or six thousand people had been crowded into the great auditorium, more than fifteen hundred were turned away by the police," declared Attorney Scott. "This audience was attentive, but not enthusiastic for Fredericks when he arrose to speak. They did not know him any too well, but were willing to accord him a respectful hearing. As he proceeded with his talk and warmed to his statement of policies, he carried the audience with him. He began to receive applause that increased in volume and when he finished at the end of one hour and a half of steady talking, he had the throng entirely with him, with the exception of a few progressives in the gallery and a handful of democrats on the floor who had gone there apparently to heckle him. I spoke immediately after Fredericks and when, at the end of my talk, I called for three cheers for Fredericks as the next governor of the state of California, that great audience was almost unanimous in its outburst of acclaim. "From the time of that meeting, the sentiment for Fredericks spread tremendously. I spent several days there, visiting many of the labor unions, at the clubs, at business houses, and always sounding the sentiment. I came away with the full realization that this is a republican year to start with and most assuredly, a Fredericks year. The anti-Johnson sentiment in the north end of the state is surprising." While W. C. Ralston was canvassing in Los Angeles, a meeting was given for him at a private residence in the Wilshire district. Attendance was by invitation and among those present was Leo V. Youngworth, former United States marshal. Youngworth was introduced and asked to make a few remarks. He said: "I am very glad to be here and very pleased to meet Mr. Ralston. However, I must state that I am first, last and all the time, a supporter of Captain John D. Fredericks for the republican nomination." Today, owners of hop fields are harassed by the danger of an organized strike and this strike received its initial stimulus twelve months ago in bad labor camp conditions. It is against this insanitation that the commission has issued its publication. One of the most important contributory factors in the Wheatland riot of August 3, 1913, was poor housing and sanitary accommodations. That fatal event has awakened the state to first, a tardy realization of the careless treatment of farm and construction laborers which had grown into a tradition in the state, and second, to an appreciation of the wide spread discontent and unrest which this treatment had engendered in this migratory labor class. Feeling that constructive action was imperative, the Commission of Immigration and Housing, after extensive consultation with Colonel Ebert of the United States Army, Dr. Sawyer of the state board of health, Professor Herms, Professor Shaw of the Agricultural Department of the State University, and Symmes, Means and Chandler, agricultural engineers, drew up an advisory pamphlet for labor camp sanitation and housing. The pamphlet contains 54 pages of text, estimates, bills of materials, engineering drawings and photographs of good and bad camp structures. There is not an important problem of camp sanitation which is not analyzed and a solution given. The commission has inspected this summer over 460 labor camps in the state which accommodate over 32,000 men and since this experience has shown that the California employer meets the campaigns for improvements more than half way, the efficient use of the new pamphlet is assured. In the pamphlet the proper location of a labor camp is described and an efficient layout suggested. The model state highway camp at Shingle Springs is shown by a topographical drawing. Under "Water Supply," the principal causes of the frequent and dangerous pollution of camp water is shown by engineers' drawings. Sleeping accommodations, next to camp toilets, have been the most costly of the careless features of camps and so several pictures of well arranged and badly arranged tents are given. But the most valuable information is found in the extensive analysis of garbage and manure disposal and the vital problem of camp toilets and baths. On these subjects the commission's pamphlet contains plans and calculations. JOSPH R. Republican Candidate after free tolls provide Panama Canal Act recognition. Veteran George Knight is denouncing some "Progressive" editors who are trying to convey the impression through a garbled interview that Knight is for Johnson. He reiterates that he is a republican and that he will support any live republican nominated for the governorship. What he did say was that he would not support a dead candidate, but this is suffixed by the postscript that the four candidates now running are all very much alive. A gifted orator himself, Knight especially admires Captain Fredericks' inclusive logic and powerful delivery. Mrs. Federicks has been one of the most delightful surprises of the campaign to San Francisco. A woman of striking beauty, lively wit and clever address, she has proved just as popular as her statesman husband. As soon as she reached the northern city she plunged right into the midst of the women's campaign, which was being dominated by Mrs. William Ralston, also a splendid campaigner. At the conclusion of a spirited three days' struggle among the organizations of the women both sides claimed victory. Guy Barham of Los Angeles has suddenly developed into a Fredericks booster. "He is certain to win," said Barham. "A stone wall couldn't stop him." Even Cal Ewing of the Seals has caught the Fredericks spirit.
