REQUISITES FOR AN ASSESSOR The essential requisites for an assessor who stands true to the interests of the people, here in Orange county as elsewhere, is not so much his ability to judge of values accurately, and to return an equitable assessment, as it is to possess the courage of his convictions in withstanding the assaults of interested parties who threaten him with political extinction if he does not materially reduce their own assessments. We have heard in times past of these agents of large property interests going to the assessor and demanding great reductions, and we have heard of assessors knuckling down to those people, with the result that their assessments were finally ridiculously undervalued, while taxes to be taken from the poor were thus automatically raised. Of course it is necessary that an assessor be able to judge accurately of values and to return an equitable assessment as respects all taxpayers, but it is also necessary for him to have the sand in his craw to stand by his figures and refuse to be bulldozed and bullyragged by these millionaire tax dodgers. We have a case in point today where agents of a great oil corporation are demanding reductions in its assessment greater than the entire assessment of the city of Anaheim. The assessment upon this oil corporation, while seemingly large, is paid for by a weeks' oil output of one of its many wells here in this county. What other man or woman, or firm or corporation in this county can pay his or her or its HOW THE REPUBLICAN PARTY STANDS Editor Baumgartner of the Santa Ana Register, who is a member of one of Gov. Johnson's many commissions, and keeps up an incessant beating of the tom-tom against all men who do not bear the holy label of progressivism, rises to ask the following questions in reference to Captain Fredrick's speeches upon the tariff question: "Whose votes in Riverside and Orange counties elected a tariff destroying democratic congressman to misrepresent (in respect to the tariff) the Eleventh Congressional District of California? "Whose votes in these counties defeated a strong protectionist and a good republican, S. C. Evans of Riverside? "Whose votes in these two counties and throughout California and the entire country elected a tariff destroying democratic president and congress? "Not progressive votes. "Not progressive republican votes. "Not democratic votes. "Whose votes, then? "The votes of these same republicans who are denouncing the effects of their own votes, and falsely charging the responsibility to the account of the progressives. "Everybody who can read figures and add and subtract knows that republican votes—not progressive votes or progressive republican votes—elected Mr. Wilson and most of the democratic congressmen. "These republicans who preferred Mr. Wilson to Mr. Roosevelt, Mr. Ketterer to Mr. Evans, should not now charge the progressives or progressive republicans with the economic evils flowing from democratic tariff revision." Well, now, wouldn't that jar you? Does the Register suppose for a moment that after Gov. These men have been the objects of splenetic attacks on the part of people who walk and talk in their sleep, but we believe they have the figures and refuse to be bullyragged by these millionaire tax dodgers. Hasson, of Buena Park, has withdrawn his petition for nomination as justice of the peace of that township, and has come out for coroner and public administrator. The doctor was recently out for county treasurer but found that Brother Joplin had ploughed up the trail in the mountains so that back-firing could not be resorted to against him, and the woods being all ablaze with Joplin sentiment, he beat it back to Buena Park in a hurry. Dr. Hasson is personally an estimable gentleman, and being an old soldier is entitled to respect and consideration on the part of the voters of the county, but we fancy we see Steele Finley behind him eager to be made attorney for the public administrator, which pays a salary of something more than $2,000 per year. Get rid of Steeler Doc, and we'll go you a round if we lose. Advocates of the free county library make some excellent arguments in its support, but we fancy we see Boss Jackson sitting there behind the hedge. Remove the Boss, and we are with you. It will be their votes which will retire him to private life. They will support Mr. Needham for congress, and have no further desire to see a free trade democrat representing the Eleventh Congressional District at Washington. They will vote the republican ticket all the way down the line. They may stand for a progressive republican here and there who has come back into the fold, who has seen the error of his political misdeeds, and may help elect him. But they want no progressive whip cracked over their heads. They are republicans who believe in a protective tariff, and are united in support of republican candidates, and they are going forward to a glorious victory in November. What party gave Mr. Roosevelt all the political honors which have been showered upon him in a generation? We admire this great American for his many sturdy attributes of Americanism, and we respect him and honor him for his many good deeds performed in the past. But when he attempts to assassinate the party which made him, we hang our head in bitter sorrow, and cannot in future look upon him as once we did as the idol of the republican party and of the American nation. California gave Mr. Roosevelt 120,000 majority for president twelve years ago. California stood loyally by Mr. Roosevelt eight years ago in his efforts to secure the nomination of Mr. Taft for president. The old machine fought Mr. Taft in that year, and Mr. Baumgartner will probably recall the fact that machine politicians in this state urged a foolish primary election, setting up the specious pretext that the state was for Mr. Roosevelt for president again and not for Mr. Taft. The republican party stood manfully by Mr. Taft, and turned down these political machinists. This is a matter of political history so recent in years ago. It will be their votes which will retire him to private life. They will support Mr. Needham for congress, and have no further desire to see a free trade democrat representing the Eleventh Congressional District at Washington. The various candidates for office are to be put to what the "Dry" federation believes is the crucial test this week, the stunt being nothing more nor less than a demand that each aspirant for office shall announce him or herself for or against the plan to make the state dry at the coming election. Some of the candidates, of course, will not hesitate to say just where they stand, while others again may consider that it is nobody's business but their own and will refuse to be "heckled" by any faction, association or organization that may seek to place them in an equivocal position just to gratify a morbid fancy to see how far the fear of opposition may influence aided, to put the matter as mildly as possible, and that to place any more money at the disposal of the present board of education is unwise and unwarranted. The Standard Oil Company made a last struggle to save payment of its taxes last week when through its representative it petitioned the county board of equalization for a reduction of its assessment on 80 acres in this county known as the Emery lease on which the oil company paid $45,000 mining rights taxes under protest. The oil company's representative declared to the supervisors that the sum of $2,560,000 placed on the property by Assessor Sleeper was unjust and unwarranted and that not more than $400,000 should have been the assessment, but Sleeper stuck to his guns and told the corporation's representative that the vice of the supreme court of the State of California, at the ensuing election." According to registration figures already filed 44 counties in California are republican. Thirteen are democratic, but hardly enough to notice, and one, only one—Alameda, is progressive. And incidentally in Alameda there is a nasty scandal over alleged mutilation of registration blanks with the evident intention of perpetrating frauds in the interests of the progressive party. The figures given point plainly to a republican triumph, as no appreciable number of those who have registered republican will vote any other ticket when the time comes to stand up and be counted. Although the claim is hysterically made by progressive newspapers that a large majority of those who registered republican will vote progressive, Some of the candidates, of course, will not hesitate to say just where they stand, while others again may consider that it is nobody's business but their own and will refuse to be "heckled" by any faction, association or organization that may seek to place them in an equivocal position just to gratify a morbid fancy to see how far the fear of opposition may influence a candidate to curry favor. Others again may stand on their rights and point to the law that makes it a misdemeanor for any person, either individually or as an officer or member of any committee or association who solicits or demands of any candidate that he shall vote for or against any particular bill or measure, and any candidate who signs or gives any pledge that he will vote for or against any particular bill or measure, is guilty of a misdemeanor; and any candidate convicted under this section is, in addition, disqualified from holding the office to which he may have been elected. The progressives are, of course, the most insistent that this test be given the candidates, as the only candidate they have the faintest hope of electing is so avowedly dry that his skin is said long since have cracked at the knee joints and under the armpits, and it is considered good politics to put him squarely in the limelight as bitterly opposed to the Demon Rum. The Bystander notes with regret that Dr. D. W. Hasson has listened to the voice of the tempter and has allowed himself to be placed in nomination for the office of coroner and public administrator. Dr. Hasson is an estimable citizen and if left to follow his own inclinations would never have attempted the task of defeating Theo Winbigler, but certain medicos and other disgruntled politicians, said to be sore at Winbigler for giving County Physician Wehrly and Attorney H. J. Forgy the work of the coroner's office, have taken this method of squaring the account and have convinced the Buena Park man that he has a chance. The fine Italian hand of certain progressive leaders is again seen in this move and to everybody but Dr. Hasson it is patent that he is being used merely as a white chip in a game of penny ante politics. The race for county auditor has developed into a three-cornered fight. Captain John D. Fredericks, republican candidate for the nomination for governor of the state, is now fairly in the field, his candidacy having been launched by a series of meetings held in the southern part of the state last week at which he was enthusiastically received and warmly welcomed as the standard bearer of the party. Captain Fredericks is now in the north, having left Los Angeles last Sunday upon an invasion of the territory of three opponents that will keep him in the field practically all of the time until the August primaries. The itinerary includes all of the important cities in the state and besides the regular set speeches he will make, there have been planned a great number of gatherings where Captain Fredericks will meet the people in heart-to-heart talks. Captain Fredericks does not go north as a stranger, for his name and his fame have spread over the north as well as over the south. Behind him will go the almost undivided sentiment of republicans of Southern California. Indorsed by scores of organizations and encouraged by big meetings of citizens of all parties, Captain Fredericks is traveling northward as essentially the choice of Southern California, where in Los Angeles county alone there are more republican votes than in any other two counties of the state. While at San Francisco the Fredericks headquarters have been the base of operations of one of the most active and effective political campaigns ever waged in Northern California, the headquarters in Los Angeles has been the scene of industry and the effectiveness of the work accomplished here is seen in the accomplishments of the powerful organization of republicans mutilation of registration blanks with the evident intention of perpetrating frauds in the interests of the progressive party. The figures given point plainly to a republican triumph, as no appreciable number of those who have registered republican will vote any other ticket when the time comes to stand up and be counted. Although the claim is hysterically made by progressive newspapers that a large majority of those who registered republican will vote progressive, diligent inquiry has failed to discover more than a very few who may be expected to vote for any but republican candidates. Republicans are already registered 200,000 stronger than the progressives and this plurality will be increased to over 300,000 by November—it's a cinch. MITCHELL FOR SCHOOL SUPERINTENDENT Meanwhile, let it not be forgotten that R. P. Mitchell is just the man to be retained in office as county school superintendent. His progressive opponent, Mrs. Viola S. Norman, is a member of the Santa Ana school board, which was recently called upon by one of the newspapers of that city to resign, owing to mismanagement of the city's school affairs, and which so bailed up the Santa Ana schools that, a special election had to be held to raise $10,000 taxes to get them out of the hole. School teachers at the county seat had not received their pay for more than two months when the term closed last month. There was no money in the school treasury, it having been expended for other matters which in the judgment of the school board were more important than paying salaries to teachers. We want none of this funny business in the county's schools. Mr. Mitchell is regarded as one of the most efficient school superintendents in the State of California. He is a school teacher himself and is a well educated, high minded and honorable gentleman. Our children are our greatest crops here in Orange county, and to consider for a moment the displacement of this efficient and conscientious official would be tantamount to slapping the kids in the face. What father or mother in the county would do it? Not one, no not one. At least that is how he registered and how his name appears on the records at the county seat, although it is reported that he deftly side-steps the subject when the question of political affiliation comes up for discussion in the northern part of the county. This more or less interesting intelligence will no doubt be welcome news to republican leaders in the oil fields district who are reported to have been unable to get the information from Mr. Jerome himself, and who will now be able to satisfactorily classify the contestants for the coveted place. The special election called to vote money to pay salaries of Santa Ana high school teachers resulted in favor of the proposal, although less than 25 per cent of the possible vote was cast.
