TAX COLLECTOR SHOWS CLEAN SLATE
CITY MARSHAL KELLENBERGER'S BOOKS SHOW EVERY DOLLAR OF TAXES COLLECTED
ORDINANCE CALLING BOND ELECTION FOR FIRE PROTECTION AND PARK INTRODUCED
For the third consecutive year City Clerk Merritt was able to report to the board of trustees Thursday night that not a single dollar was delinquent on the books of City Tax Collector Kellenberger. It is doubtful if another municipality in California can show a record equal to this. The total amount collected by him on property tax was as follows:

Officials at the city hall are boasting of this record and challenge any municipality in the United States, large, medium or small, to produce a slate equal to it. Three years without a dollar of delinquency in either of the three sections of the tax collector's books shows a prosperous condition in Anaheim. In the matter of licenses also the marshal's report showed only $1.50 delinquent up to date.
grade on several streets in the city was introduced and will be passed at the next meeting. Resolution No. 109, changing the grade on East Sycamore street was adopted. City Engineer Steward discovered that the grade established on this street in 1894 between Los Angeles and East street was defective and it will be necessary to make a new grade.
The insurance policy on the four horses owned by the city having expired, the clerk was instructed to renew the same.

Ordinance No. 267, calling a bond election for the purpose of raising funds for the erection of a fire house, the purchase of a fire apparatus and the purchase of a site for a city park was introduced and will be passed upon at the next regular meeting. The total amount of the bond issue will be $35,000, $7,000 of this being used for a fire engine and other fire apparatus, $8,000 for the erection of a building on Hermine street, plans for which have already been made, and $20,000 for the purchase of a site for a city park. This is Trustee Hamler's pet scheme and if a majority of the voters agree to the proposition on the 27th of January when the election is to be held, Anaheim will shortly have that much-needed improvement, a public park. Mr. Hamler was the father of the proposition to incorporate this item in the bond election which was being called for the purpose of providing this city with adequate fire protection, and his idea met with the unanimous approval of the board. Should the bonds carry, which is a foregone conclusion, the site for the park will be selected by a committee composed of men from every precinct in the city.
An invitation to the board to attend the annual Tournament of Roses at Pasadena on January 1st, was received and passed over to the board of trade.
F. C. Krause, cashier of the Anaheim National Bank, presented a communication announcing that two city warrants cashed by him had been accidentally destroyed and requested the issuance of duplicates. The request was granted and the clerk instructed to issue the duplicates.
A deed from the Santa Fe Railroad Company presenting a narrow strip of ground for the purpose of widening Atchison street was received. It was accepted and placed on file.
Mrs. H. Schrier requested permission to move a house from Olive to Atchison street and enclosed a check for $50 as required by ordinance. The request was granted.

V. W. Hannum, an employee of the power house, presented a petition requesting a raise in salary from $75 to $80 per month. The board granted the request, the increase beginning on January 1st.
On the statement of Manager Lewis that the water in the old well at the power house was running low and the city was dependent principally upon the new well for its supply the board concluded to have the pit lowered 20 feet and the pumps overhauled. The new well supplies ample water and will probably continue to doso through the winter season, but Mr. Lewis thought this a good time to put the old one in first-class condition.
Building permits were granted to the following:
To Keith Rush, to erect a frame dwelling on North Olive street; cost $1,500.
To B. Fisher, frame residence in Resh subdivision; cost $2,600.
To C. A. Miller, frame structure on Alberta street; cost $1.00.
To F. C. Wilcox, frame residence on Chestnut street; cost $600.
To W. Criss, frame residence on Bush street; cost $1,500.
To C. H. Conley, garage on South Philadelphia street; cost $100.
Inside the fire limit the following applications were granted:
To Laura B. Resh, cement plastered addition on Center street; cost $100.
To U. S. Amack, corrugated iron building in rear on Center street.

MORE GOOD ROADS WORK
Orange county is ready to commence construction of eight miles more of its system of good roads, and on December 23 will open bids for the new work. One job will be for half a mile on Chapman street, between the Orange city limits and the state highway at the end of North Main street, and the other will be 7.25 miles in the Garden Grove and Anaheim section. On December 16 bids are to be received for building a portion of the road in the Santa Ana Canyon, joining the Riverside county road near Corona. The canyon road is not to be paved, but the sharp grades and turns will be eliminated and a broad, good road will be constructed. This will give the Riverside and San Bernardino people a good highway to this county. It is hoped to finish this canyon road before next summer.

ROAD NEAR BOLSA AND SMELTZER ORDERED REBUILT IN A FEW PLACES
Defects in the new highway being constructed in various parts of Orange county have been discovered by the highway commissioners and Chief Engineer Halladay, who have been making a tour and casting an eagle eye over the new work.
Between 1,200 and 1,500 feet of concrete base near Bolsa will have to be torn up and relaid, and one or two spots on the road near Smeltzer will be given like treatment, as the result of the investigation made by Highway Commissioners M. M. Crookshank and D. C. Pixley and Chief Engineer D. S. Halladay of the commission. The few hundred feet near Bolsa met with condemnation because the concrete proved soft and the base was not full four inches thick. It is believed that the reason the concrete did not harden is that it was laid in hot weather and was not kept wet enough. This place is on C. E. Chamberlain's contract on section 1 of the Santa Ana-Huntington Beach road.

The investigation is to continue on all the jobs, and the commissioners stand ready to fire any man shown to be incompetent. They declare that no inspector or engineer will prove an exception to their declaration.

The Board of Supervisors in adjourned session Tuesday directed the clerk to advertise for bids for the improvement of Garden Grove and section 1, Anaheim-Stanton-Cypress road, bids to be opened December 23, 1913, at 2 P. M.
The bids of Geo. S. Benson & Sons for the improvement of section 1, Newport Beach road, was accepted.
Upon recommendation of the highway commission, the Orangethorpe avenue road was accepted.
The clerk was directed to advertise for bids for the improvement of section 1, Riverside road, bids to be opened December 23, 1913, at 2 P. M.
The bids of Fairbanks, Morse & Co. and Terry Engineering & Mechanical Co. for one 20-horse power boiler were referred to the architect, Fred H. Eley, until December 16, 1913, at 2 P. M.
Supervisor Talbert was given permission to spend in excess of $300 for road machinery for Los Alamitos road district.

The second section is under contract to Rogers Bros., who have laid two and a quarter miles of concrete base. Last Tuesday the engineers discovered a crumbly place, and dug through it, discovering that the base was scarce-ly two and a half inches in thickness instead of four inches. The commissioners and chief engineer decided to test the entire two and a quarter miles of road to see if there was some unusual condition at the point where the hole was dug, or if the entire job was thin. Fifteen holes were dug along the roadway, with the result that the commissioners are satisfied that on a whole the base is right. One hole showed only a thickness of three and a quarter inches. Most of them showed four inches, and one four and a half inches.
