BIDS FOR PAVING LEMON STREET ARE LET
CONTRACT AWARDED TO L. A. PAVING COMPANY AT 16 CENTS PER FOOT
TRUSTEES ORDER THE REDISTRICTING OF THE CITY INTO EIGHT VOTING PRECINCTS
Henceforth the city of Anaheim will have eight polling precincts instead of four. The increase in population and the enfranchisement of the women which practically doubled the electorate made it necessary to divide the precincts and provide better accommodations. The incident at the Fremont school last Thursday where more than a hundred voters failed to cast their ballots because of the foolish wrangling over the eligibility of voters and the consequent delays also stimulated the board to speedy action. The city is now cut into quarters by Center and Los Angeles streets but each of these quarters will be cut in two. As there are more than 1,800 registered voters in the city this arrangement will give an average of 230 to the precinct. The boundary lines of the new precincts are printed elsewhere.
An election for the purpose of voting a bond issue of $35,000 was decided upon. Gates argued against appropriating money from the general fund for the purpose of purchasing a fire apparatus and proved that it could not be done without curtailing expenses as there was a surplus from the past year of only $1,000. He moved that a bond election be called to vote $15,000 for the erection of the building and purchase of the apparatus. Hamler offered an amendment to this motion to the effect that $20,-

Both motions carried and City Attorney Ames was instructed to draw up an ordinance calling the election. No mention was made of the location of the park but several sites have been talked of for a number of years.
For the paving of Lemon street, proposals for which had been called for, three companies submitted bids as follows:

Two of the bids were the same but the board awarded the contract to the L. A. Paving Company, which company is now doing the work on Los Angeles street. This company also secured the contract for paving the intersections on East Center street at 15 cents per square foot. The bid of the Fairchilds-Gilmore-Wilton Company was 16 cents. Only two bids were submitted on this work.
Building permits were asked for and granted to the following parties:

To H. E. Gardner, frame dwelling in Stuckley subdivision; cost $250.
To Kieth Rush, garage on Vine street; cost $150.
To T. J. F Boege, office building on Center street; cost $1,200.
To John Kellenberger, residence on Olive street; cost $2,000.
To H. J. Westerman, addition to residence on Cypress street; cost $20.
To H. A. Davidson, barn on Elm street; cost $20.
To J. O. Dimmick, storage room on Chestnut street; cost $35.
To J. Marquise, dwelling on East Chartres street; cost $200.
To L. M. Mitchell, storage room on Chestnut street; cost $50.
Ordinance No. 267 defining the duties of the plumbing inspector was introduced. This is an amendment to the one already in force.

Must Get County License Now Before Doing Any Work of This Kind
A delegation of orange growers from various sections of the county appeared before the Board of Supervisors Wednesday for the purpose of discussing plans for securing more general and effective steps against scale pests in the orchards of the county.
The matter was taken up some time ago and committees were appointed from each of the associations in the county, but only four associations were represented.
Some of the leading growers of the county were present, however.
They expressed a desire to have every possible step taken to clean orchards and fruit of scale, and the supervisors showed plainly that their desire is to do everything possible to help in the work.
As the law now stands the county

The Pacific Telephone Company presented a resolution for official action absolving the company from responsibility in case of delays in reporting fire alarms. As the corporation is not under any legal responsibility now the request was easily granted.

As the law now stands the county horticultural commissioner has the power to order an orchard either fumigated or sprayed, but he has no authority over the fumigators, and if the work is poorly done or the orchard injured the grower has no recourse. It was the idea of the growers present before the board that an ordinance should be passed requiring owners of fumigating outfits to be licensed, and placing them directly under the authority of the commissioner. Talks along this line were made by John McFadden, Volney Tubbs, Geo. Dierker and others. Horticultural Commissioner Bishop explained that as matters now stand he has the power to order an orchard cleaned, but is powerless to supervise the work. He called attention to the fact that every county in Southern California except Orange has an ordinance licensing fumigators.
After hearing the growers the board referred the matter to the district attorney and the horticultural commissioner with instructions to draw an ordinance for the licensing of fumigators.

OFFICIAL BOUNDARIES OF NEW POLITICAL SUBDIVISIONS FOR APRIL ELECTION
Owing to the largely increased vote polled in this city at the election November 6, at which 1,576 ballots were cast, the city trustees at their meeting on Thursday evening redistricted the city into eight polling precincts. This will conform to the law requiring that as near as practicable not more than 200 voters be included in these precincts. At the recent election voters stood in line three hours before reaching the ballot box. This was because of numerous challenges and arguments of attorneys over qualifications of voters who presented themselves at the various precincts. Many voters, tired of standing in line for hours, left for their homes, declaring they would not longer remain and thus forfeiting their votes. One lady in precinct one, after standing in line for more than two hours fell in a faint and was assisted to her home where physicians were called, who restored her. She was most anxious to vote, but declined to undergo the ordeal of waiting hours in line before reaching the ballot box. In order to do away with this intolerable state of affairs the city authorities have increased the number of voting precincts from four to eight. Boundaries of the new voting precincts are as follows:
Resolved by the Board of Trustees of the City of Anaheim that it is the sense of said Board of Trustees that the four permanent voting precincts of North Los Angeles street to the point of beginning.
No. 4. Resolved by the Board of Trustees of the City of Anaheim that it is the sense of said Board of Trustees that the four permanent voting precincts now existing in said city, are inadequate to accommodate the rapidly increasing population of our city and that for the proper accommodation of electors therein, eight permanent voting precincts should be established.
Be it further resolved that this board does request the Board of Supervisors of Orange county, California, to create eight voting precincts within the said City of Anaheim as soon as practicable, said voting precincts to be numbered and bounded respectively as follows, to-wit:

Twenty-seven acres of oranges, navels and Valencias, situated between San Bernardino and Colton, brought $35,000 in a deal which is consummated at Colton. The grove is purchased by John H. Bowers from Rudolph Anker and Max Zempleburg. The new owner will erect a handsome dwelling on the property.

If it were practicable for a housewife to come to our gas manufacturing works and buy a pail of gas, we would need no city franchise to deliver our product.
We would not have to make a large investment in street mains, service pipes and meters, franchises and state taxes, nor would we have to employ a force to inspect and read the meters.

Under these conditions we could sell GAS at a much lower price than we now sell GAS SERVICE.
Were it possible to handle gas in the way that groceries and coal are handled, we could install several automobile expresses larger than the largest trucks in your city for a ridiculous fraction of the cost of our distrubting system.
But forced to accept certain "things as they are," we have to invest more money in our gas DISTRIBUTING equipment than for our MANUFACTURING apparatus.
