SPECIAL TAXES LEVIED FOR FAIR
ORANGE COUNTY SUPERVISORS SET APART $7,699.00 FOR REPRESENTATION AT EXPOSITION
COUNTY'S DISPLAY IN CALIFORNIA BUILDING WILL BE MOST NOTABLE ON THE GROUNDS
That the counties of this State are planning to make a magnificent showing at the Panama-Pacific International Exposition is evidenced by the action of the Boards of Supervisors of 44 of the 58 counties, who have, by special tax levied this year, raised the sum of $555,435.00 for exposition purposes.
Last year the Boards of Supervisors of 37 counties, acting under the authorization of the legislature, raised $360,954.00. Through the efforts of the Division of Exploitation of the Exposition, seven more counties were added to the list this year and the amount raised was $194,381.00 in excess of last year.
Of the 13 counties making no levy this year, five made it last year, leaving but eight counties in the State that have not yet made provision for participation. Some of these will probably make direct appropriations from the general fund, and others will rely upon levies to be made in 1913 and 1914 to provide them with sufficient funds.

The only counties that have made no levy at any time for participation are Alpine, Modoc, Sierra, Del Norte, San Benito and Tulare.
SIGNING PETITION FOR ELECTORS
Only Stay-at-Homes Eligible to Affix Signatures
According to figures prepared by the office of the Secretary of State by Statistician James Cremin, a petition for the purpose of placing the name of a presidential elector on the ballot at the November election as an independent candidate or a candidate by petition, must contain 11,817 signatures. A nominating petition under the State election law must be filed in the office of the Secretary of State 35 days before the November election.
Electors qualified to sign these petitions—and each presidential elector of County.
Cypress Road: Length 4.0 miles. Beginning at the southeast corner of Section 11. T. 4 S., R. 11 W., S. B.M., in Center Street; thence west along Center Street four (4) miles to the Los Angeles County line, and the terminus of a road of the Los Angeles County Highway System known as the Downey, Norwalk and Artesia Road.
Anaheim-Olive Road: Length 3.37 miles. Beginning at Center Street, and the easterly city limits of Anaheim; thence by the main traveled road to a connection with Riverside Road at Olive.
Olinda Road: Length 7.34 miles. Beginning at a point on the Anaheim-Olive Road, known as the easterly end of Center Street; thence north and northeasterly to Placentia Avenue; thence along Placentia Avenue to San Bernardino Road; thence easterly to a road running northherly to Olinda; thence along said road to Olinda.
Garden Grove Road: Length 7.81 miles. Beginning at Fifth Street and the westery city limits of Santa Ana; thence westerly to the end of Fifth Street; thence one and three-quarters (1½) miles north; thence west to the main north and south street in Garden Grove; thence north four (4) miles to Anaheim-Stanton Road.
Huntington Beach Road: Length 7.57 miles. Beginning at the present westery end of Fifth Street, Santa Ana; thence south one-quarter (¼) mile to First Street; thence west along First Street three (3) miles to the southwest corner of Section 12. T. 5 S., R. 11 W., S.B.M.; thence south along the County Road four (4) miles; thence by Seventeenth Street, southwesterly, to the northerly city limits of Huntington Beach.
Bay City Road: Length 9.12 miles. Beginning at the southwest corner of Section 12. T. 5 S., R. 11 W., S.B.M.; thence north one mile to what is known as the Westminster Road; thence along this road west and southwesterly by Westminster and Bay City, to the Los Angeles County line, and the terminus of a road of the Los Angeles County Highway System known as the Naples Road.
Alamitos Road: Length 4.19 miles. Beginning at the intersection of the Bay City Road and the rance line between Ranges 11 and 12. San Bernardino Base and Meridian; thence north and east by Alamitos to the Los Angeles County line; there connecting with a main highway of said County.
Talbert Road: Length 7.62 miles. Beginning at Bristol Street and the southern city limits of Santa Ana; thence west and southerly by the Old Newport Road, to the road south of and adjoining the right-of-way of the Pacific Electric Railway; to Huntington Beach, thence by this road, by Talbert, west to Huntington Beach Road.
Newport Beach Road: Length 8.85 miles. Beginning at Main Street and the southerly city limits of Santa Ana; thence south along Main Street to the road south of and adjoining the right-of-way of the Pacific Railroad; thence along this road to the northerly city limits of Newport Beach.
Tustin-Ogange Road: Length 4.02 miles. Beginning at Chapman Street and the easterly city limits of Orange; thence east to a road one-quarter mile east of McPherson; thence southerly by Prospect Avenue and E. Street to Main Street,Tustin; thence west to the main road to San Diego.
Chapman Avenue: Length 0.87 miles. Beginning at Chapman Avenue and the easterly boundary of the City of Fullerton; thence easterly twelve hundredths (0.12) miles to Placentia Avenue; thence from a point in Placentia Avenue 260 feet more or less southerly, by a public road,easierly and southerly to the main street of Placentia.

According to the Secretary of State by Statistician James Cremin, a petition for the purpose of placing the name of a presidential elector on the ballot at the November election as an independent candidate or a candidate by petition, must contain 11,817 signatures. A nominating petition under the State election law must be filed in the office of the Secretary of State 35 days before the November election.
Electors qualified to sign these petitions—and each presidential elector of the several parties who secures the double nomination must circulate a separate petition—are those who have been on the Great Register since January 1, and who have taken no part in any primary election or in any way participated in the nomination of any man for any office. The petition circulators must, therefore, secure 11,817 names of the stay-at-homes, men and women who have taken no part in politics since January 1, 1912.
NAME APPRAISERS
As the result of a visit of the State Board of Equalization to Santa Ana, John Cubbon and G. W. Minter have been named as appraisers by the state board to place appraisements on a list of different kinds of properties in this county. The state board is going over the state gathering statistics for presentation at the next legislature. Some corporations are asserting that by the operations of Amendment No. 1 the corporations are paying a greater proportion of taxes in accordance to valuation than are the owners of small properties. The state board has selected property in this section and will gather figures concerning their assessment and amount of taxes paid.
ANAHEIM GAZETTE
Orange, the question of the issuance of bonds of the said County of Orange for the creation and incurring of a bonded indebtedness of the said County to the amount of One Million Two Hundred and Seventy Thousand ($1,270,000.00) Dollars in gold coin of the United States, for the purposes specified as follows, to-wit:
For the purpose of building and constructing public highways within and for the County of Orange, which public highways are described as hereinbefore set forth, and being that system of highways described in the report of the Highway Commission of the said County of Orange filed with the said Board of Supervisors of said County on the 16th day of September, 1912, and which report was adopted and approved by the said Board of Supervisors of the County of Orange on the 19th day of September, 1912.
That said bonds for the purpose of building and constructing public highways within and for the County of Orange, as aforesaid, to the amount of One Million Two Hundred and Seventy Thousand ($1,270,000.00) Dollars in gold coin of the United States, shall be divided into one thousand two hundred seventy bonds numbered from one (1) to one thousand two hundred and seventy (1270) inclusive and each bond shall be of the denomination of One Thousand $1000.00) Dollars and said bonds shall be numbered serially and shall be payable as follows, to-wit:
Thirty (30) of said bonds shall be payable one year from the date thereof, and one-thirty first part of the remaining one thousand two hundred and forty (1240) bonds shall be payable each year thereafter until all of said bonds are paid. Principal and interest payable in gold coin of the United States, at the office of the Treasurer of Orange County in the City of Santa Ana, Orange County, California, and each of said bonds shall draw interest at the rate of five per cent per annum, payable semi-annually.
That the ballots to be used at said Special Election shall contain the words "Shall the Board of Supervisors of the County of Orange be authorized to issue bonds of said County to the amount of One Million Two Hundred and Seventy Thousand Dollars, for the purpose of building and constructing public highways within and for the said County of Orange?" And to the right of and opposite said question shall be printed the words "Bonds—Yes." "Bonds—No," with voting squares to the right of and opposite said words, and the voters shall indicate their choice by stamping an "X" in the square opposite the answer they desire to give.
That the said Special Election shall be held as nearly as practicable in conformity with the general election laws of the State of California, and none but the qualified electors of the County of Orange shall be permitted to vote thereat.
At said Special Election the polls must be open at 6 o'clock of the morning of the day of the election and must be kept open until 6 o'clock in the afternoon of the same day, when the polls shall be closed.
That said Special Election be and the same is hereby called to be held throughout the County of Orange, State of California, on Monday the 4th day of November, 1912, for the purpose of submitting to the vote of the qualified electors of said County above foregoing question.

Ordinance No. 246.
AN ORDINANCE AMENDING SEC TIONS 2, 4, 10, 18 AND 29 OF ORDINANCE NO. 237 OF THE CITY OF ANAHEIM, ENTITLED, "AN ORDINANCE PROVIDING FOR THE APPOINTMENT OF A PLUMBING INSPECTOR FOR THE CITY OF ANAHEIM, DEFINING HIS DUTIES AND FIXING HIS COMPENSATION, REGULATING THE CONSTRUCTION AND INSPECTION OF PLUMBING AND HOUSE DRAINAGE WITHIN SAID CITY, AND PROVIDING FOR THE ISSUING OF PERMIT THEREFOR," PASSED AND ADOPTED ON THE 28TH DAY OF DECEMBER, 1911, AND ADDING CERTAIN NEW SECTIONS THERETO.
The Board of Trustees of the City of Anaheim do ordain as follows:
Section 1. That Section 2 of Ordinance No. 237 of the City of Anaheim, entitled,
"An ordinance providing for the appointment of a plumbing inspector for the City of Anaheim, defining his duties and fixing his compensation, regulating the construction and inspection of plumbing and house drainage within said city, and providing for the issuing of permits therefor," which said ordinance was passed and adopted on the 28th day of December, 1911, be and the same is hereby amended to read as follows:
"Section 2. It shall be the duty of the Plumbing Inspector to examine all applications made for plumbing permits in pursuance of Section 4 of this Ordinance; to examine the work to be done, and to issue permits therefor if the applicant for such permit has complied with the terms and conditions of this Ordinance, and upon receiving notice from the person firm or corporation doing any such work that same is completed and ready for inspection, said plumbing inspector shall, with all convenient speed, inspect the same and thereupon determine whether or not the terms, conditions and specifications of this Ordinance have been compiled with, and if so, shall issue as hereafter provided, a certificate of final inspection, otherwise he shall decline to issue such permit until the terms, conditions and specifications of this Ordinance have been compiled with He shall at first regular meeting of each month of the Board of Trustees of the said City Of Anaheim, submit a written report of the number of applications received,the number rejected,the number approved,the number of violations of this Ordinance,if any,and a statement of fees collected by him."
Section 2. That Section 4 of said Ordinance No. 237 be and the same is hereby amended to read as follows:
"Section 4. Any person,firm or corporation desiring a permit to do any plumbing or to construct any house drainage affecting the sanitary condition of any house or building in the City of Anaheim, or to make any connection with any public sewer or said city, or to make any alteration thereof,she will make application in writing to the Plumbing Inspector for a

Any house or building with any cess pool or public sewer of the City of Anaheim, shall be of first grade vitrified, salt glazed pipe or cast iron pipe of the hub and spigot pattern, and shall be not less than four inches in internal diameter or more than the internal diameter of the 'Y' at which the connection is made with the sewer. All cast-iron pipe joints shall be made with molten lead and thoroughly caulked. Each joint between sections of vitrified pipe must be completely and uniformly filled with Portland cement mortar of the proportions one part of standard grade Portland cement to two parts of clean sharp sand, and every joint must be thoroughly cleaned from the inside so as not to form any obstruction. Every outside drain must be water tight and have a fall of not less than one-fourth of an inch to the foot towards the sewer or the cess pool, and shall be uniform from the 'Y' in the sewer to the house plumbing except where the sewer is more than seven feet deep, when the grade may be made uniform from the sewer to a point four feet below the surface of the ground, and ten feet distant from the sewer and uniform from said point to the house plumbing; but in no case shall the drain pipes be laid less than one foot below the surface of the ground.The line of the drain pipes shall be straight as far as possible,and whenever necessary to make bends in the line 'Ys' shall be laid at such points in such manner as to give a 'clean-out.' The connection with the house plumbing shall be made with a 'Y in such manner as to give a 'clean-out,' unless a 'clean-out' is otherwise provided for.The connection to a 'Y' in any public sewer shall be made with a one-eighth bend unless the location of the 'Y' in the public sewer and the character of the house plumbing renders the use of the same impracticable.No drain pipe shall be laid in such manner as to drain the contents of any cess pool or open vault into the sewer,and no storm water or surface water shall in any case be drained into the sewer.Each building or apartment which has a separate system of plumbing shall be connected by a separate drain pipe with the sewer,except when necessary to cross lots or parcels of land other than that on which such work is being done or is proposed to be done in order to reach the sewer;在which case the Board of Trustees of said city may at its discretion grant permission for two or more buildings or apartments to connect by a common drain pipe with the public sewer of said city,但在每case permit shall be granted for the work to be done and connection made for each house or apartment proposed to be so connected,and the fees herein provided for shall be paid.All connections shall be made with the sewer at a 'Y' unless the character of the house drainage and location of said 'Y' renders the same impracticable,and no tap shall be made in any public sewer of said city by means of a 'sleeve' or otherwise, unless the same is by reason of the location of such 'Y' and the character

APPENDING SECOND OF ORDIANCE THE CITY OF ANAHEIM, ENTITLED, "AN ORDIANCE FOR THE APPLUMBING INCOME OF PLUMBING MANAGEMENT, REGISTRATION, REGISTRY CONSTRUCTION OF PLUMBING MANAGEMENT WITHIN PROVIDING FOR PERMIT THEREFORE ADOPTED ON DECEMBER, 1913.
SIX OF THE CITY OF ANAHEIM:
In 2 of Ordinance Anaheim, entitled for the appointor for the City duties and fixing the conditions of plumbing and solid city, and permits therein was passed on day of December, 1913.
The duty of the examine all appalling permits in this Ordinance; be done, and to the applicant for such with the terms of Ordinance, and from the person, or any such work need and ready for inspector shall be done, inspect the determine whether laws and specifics have been complied with issue as here indicated of final inquiries shall decline to the terms, condition of this Ordinance.
He shall at the each month of the said City of Anaheim report of the received, the number approved, the this Ordinance, if fees collected by firm or corporation do any plumb-house drainage condition of any City of Anaheim, on with any public to make any alike application in Inspector for a location of such house drainage rendered impracticable."
Section 4. That there be and is hereby added to said Ordinance No. 237 a new section to be known as "Section 10A," which shall read as follows, to-wit:
"Section 10A. Every house, building or structure which is ordinarily used or occupied by human beings within the corporate limits of the City of Anaheim, shall be connected with the public sewer of said city when such sewer is provided on a street, alley or highway within two hundred feet of the lot or parcel of land whereon such house, building or structure is situated, except that the provisions of this section shall not apply to any house, building or structure which is connected with a cess pool the walls of which are constructed of wood, brick, concrete or cement, provided that the same is in a good sanitary condition; and it shall be unlawful for any person or persons, firm or corporation to use or occupy any house, building or structure within said City of Anaheim, unless such house, building or structure is connected with a public sewer of said city when such sewer is provided within two hundred feet of the lot or parcel of land on which said bulding is situated, except as otherwise hereinbefore provided. And it shall be the duty of the Health Officer of the said City of Anaheim, upon the complaint of any person or persons, or upon his own motion, to inspect any premises where it is claimed there exists a cess pool which is not in a good sanitary condition, or the walls of which are not constructed of wood, brick, concrete or cement as herein provided, or if he finds that such cess pool is not in a good sanitary condition, and if the walls thereof are not constructed as herein provided, he shall forthwith deliver to the owner or occupant of such premises a written notice requiring the owner or occupant of said premises to discontinue the use of such cess pool, and connect such house, building or structure with the public sewer of said City of Anaheim, provided the same is within two hundred feet of such premises; and if such owner or occupant shall fail for thirty days from and after delivery to him of such notice, to connect such house, building or structure with such public sewer as herein provided, he shall be deemed guilty of a misdemeanor; and the delivery of such written notice to any person of suitable age and discretion upon such premises shall be deemed a delivery of such notice to the owner or occupant thereof."
Section 5. That there be and is hereby added to said Ordinance No. 237 a new section to be known as "Section 10B," which shall read as follows, to-wit:
"Section 10B. No privy pit or vault shall be kept or maintained in any place within the City of Anaheim, wherein an accepted public sewer exists, upon any public street, alley or highway in said city within two hundred feet from the premises on which the same is situated."
Section 6. That Section 18 of said Ordinance No. 237 be and is hereby amended to read as follows:
"Section 18. All waste pipe and soil pipe shall be of cast-iron, wrought-Iron, steel, brass or lead, not less than the standard weight and of the following sizes:
"For each bath tub, laundry tray, urinal, wash basin or other small fixture not less than one and one-half inches internal"
Ordinance No. 248.
AN ORDINANCE FIXING AND LEVYING A PROPERTY TAX ON ALL PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF ANAHEIM FOR THE FISCAL YEAR 1912-1913.
The Board of Trustees of the City of Anaheim do ordain as follows:
Section 1. That there be and hereby is fixed and levied a property tax for the fiscal year 1912-1913 of seventy-eight and eight-tenths (78.8) cents on each one hundred dollars of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, for the purpose of paying the annual interest of the indebtedness of said city incurred for the purpose of constructing a City Electric Light Plant, together with one-fortleth (1-40) of said indebtedness.
Section 2. That there be and hereby is fixed and levied a property tax for the fiscal year 1912-1913 of two and five-tenths (2.5) cents on each one hundred dollars of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, for the purpose of paying the annual interest of the indebtedness of said city incurred for the purpose of construction a City Electric Light Plant, together with one-fortleth (1-40) of said indebtedness.
Section 3. That there be and hereby is fixed and levied a property tax for the fiscal year 1912-1913 of six and five-tenths (6.5) cents on each one hundred dollars of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, for the purpose of paying the annual interest of the indebtedness of said city incurred for the purpose of construction a City Electric Light Plant, together with one-fortleth (1-40) of said indebtedness.
Section 4. That there be and hereby is fixed and levied a property tax for the fiscal year 1912-1913 of nineteen and seven-tenths (19.7) cents on each one hundred dollars of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, for the purpose of paying the annual interest of said city incurred for the extension and improvement of the City Water Works, and for the improvement of the Electric Light Plant, together with one-fortleth (1-40) of said indebtedness.
Section 5. That there be and hereby is fixed and levied a property tax for the fiscal year 1912-1913 of five and one-tenth (5.1) cents on each one hundred dollars of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim, for the purpose of paying a portion of South Los Angeles Street and certain street intersections in said city, together with one-fifteenth (1-15) of said indebtedness.
Section 6. That there be and hereby is fixed and levied a property tax for the fiscal year 1912-1913 of eight and five-tenths (8.5) cents on each one hundred dollars of the assessed valuation of all real and personal property within the corporate limits of the City of Anaheim for the purpose of maintaining the Public

For each bath tub, laundry tray, urinal, wash basin or other small fixture not less than one and one-half inches internal diameter; for each slop sink or slop hopper where the outlet is two inches or smaller, not less than two inches internal diameter; and if outlet is larger than two inches, the waste pipe shall not be smaller than three inches internal diameter; for each water closet, not less than four inches in diameter; cast-iron, wrought-iron or steel pipe when used as a waste pipe for the discharge of one or more kitchen sinks shall not be smaller than two inches internal diameter, (trap to fixture excepted), and not more than two fixtures shall waste through a one and one-half inch waste pipe."
Section 7. That Section 29 of Ordinance No. 237 be and the same is hereby amended to read as follows:
"Section 29. In this ordinance the term soil pipe applies to any line of cast-iron, wrought-iron or steel pipe receiving the discharge of one or more water closets; the term waste pipe applies to any pipe receiving the discharge from any fixture or fixtures other than water closets; the term house drain or drainage pipe applies to a pipe used for conducting sewage or waste from any house or building; the term sewer or public sewer applies to any accepted public sewer of the City of Anaheim; the term house plumbing applies to any system of plumbing within or under any house, building or structure; the term vent or vent pipe applies to any pipe provided to ventilate a system of piping and to which other vents may be connected to prevent siphonage and back pressure. A top fixture is defined as one whose waste inlet at the stock is uppermost on this vertical line of pipe, and the discharge pipes to the inlet shall be exclusive of any other waste entering at any point other than below its level. The term indirect connection or system applies to any line of waste pipe that is not connected permanently to the house drain or sewer, but discharges its waste into a hopper or other receiver that has a permanent connection through the house drain or sewer. The Durham system of piping applies to any system of wrought-iron or steel pipe and recessed fittings. The fitting must be recessed sufficiently to allow for the thickness between the internal and external diameter of the pipe, which forms a shoulder so that the fitting when screwed on the pipe should make up to this shoulder in the fitting, thus forming one continuous bore or unobstructed flow for the waste water."
Section 8. All Ordinances or parts of Ordinances in conflict with the provisions of this Ordinance are hereby repealed.
Section 9. That for the reasons herein after set forth the public health and safety of the City of Anaheim require the immediate passage of this Ordinance, and that same be in full force and effect immediately after its passage and publication. That the facts constituting the urgency for the immediate passage of this Ordinance are as follows: to-wit: That numerous ceasers pools and open vaults within said City of Anaheim are in an unsanitary and unclean condition, and that the buildings and houses with which the same are connected are afforded no adequate drainage facilities, and that therefore the public health and safety are menaced."
Section 10. The City Clerk shall certify to the passage of this Ordinance and cause the same to be published once in the Anaheim Gazette, a weekly newspaper, published, published and circulated in the City of Anaheim, and therefrom and thereafter the same shall be in full force and effect.
The foregoing Ordinance is approved and attested by me this 26th day of September, 1912.

Bentz, deceased, to the creditors of, and all persons having claims against the said deceased, to exhibit the same with the necessary vouchers within four months after the first publication of this notice (which publication was first made on the 26th day of September, 1912), to the said administrator at the office of Tipton and Callor, 118 West Center street, in the City of Anaheim, State of California, the same being the place for the transaction of the business of said estate in the County of Orange.
