A. Mills and his pet hobby for a county charter were counted out at the meeting of Associated Chambers of Commerce at Santa Ana on Wednesday evening of last week. Mills was on his feet when the deluge came, protesting his right to be heard, but the unfeeling body would not have it, and when the gong sounded the battle was over. The redoubtable professor insisted upon his right to be heard. The chairman politely replied the hour was late, and there were many other more important subjects to be taken up. With a final whoop the meeting buried the charter deeper than before, if that were possible, and Mills conceded defeat. Discussion of the charter was brought up on the report of the committee appointed at the last meeting to investigate a charter form. The committee was composed of A. A. Mills of Anaheim, A. L. Reed of Huntington Beach, A. I. Stewart of Fullerton, J. A. Knapp of Garden Grove and W. A. Zimmerman of Santa Ana. as favoring the purchase of a county poor farm by direct taxation rather than by bonding. The board of supervisors at their next meeting will take up the matter of a bond issue of $50,000 to provide funds for the establishment of a county poor farm. Attorney Griffiths of Huntington Beach suggested that it would be much less expensive in the long run for the supervisors to levy a direct tax for the purpose. It would cost $6000 for an election, and interest would have to be paid, which would in the end bring the amount up to double the sum required. He cited the fact that Huntington Beach had built a $9000 school house by direct tax and paid for it in one year, and the taxpayers were satisfied that it was a good business move. He said that a tax of 15 cents on the $100 would raise the $50,000 and the taxpayers would be the gainers. He incorporated his suggestions in a motion that the associated chambers recommend that the supervisors raise the money by direct tax, and same was carried unanimously. If an amendment was desired, it would have to be voted on by the people and then submitted to the legislature. The county has been run economically and he could see no reason for a change. He thought haste in the matter should be made slowly; had better wait and get the experience of other counties which have the charter under consideration. He said he perhaps was speaking against his own interests, for lawyers would reap a rich harvest in the many problems that would result from the adoption of charters. It has been said that it would take a quarter of a century to determine the questions arising from the charter plan. A. I. Stewart of Fullerton deemed it unwise to experiment with a charter as provided for by amendment No. 5, voted at the October election. He knew of no county where a charter is in vogue that has been run more economically because of the charter. In the last few years the beet sugar industry has grown at an extraordinary rate throughout the United States and it is predicted that within ten years enough beets will be raised in this country to entirely supply the needs of the nation. At the present time we are sending out to foreign lands over $100,000,000 each year for 1,800,000 of tons of cane sugar raised in tropical countries and with tropical labor. How important the sugar industry has become to California and the United States may be realized from the fact that from 1,800,000 tons of sugar beets consumed in 1911, the farmers of California realized last year more than $6,000,000. For 4,000,000 tons of sugar beets raised in the United States American farmers last year received more than $20,000,000. 1,800,000 tons of duty paying cane sugar are now imported into the United States. If this were displaced by an equal amount of domestic beet sugar in addition to that already produced, it would require the use of 1,200,000 acres of land, a production of 12,000,000 tons of beets and an annual money distribution among the farmers of $60,000,000. The fight against our domestic beet sugar industry began about three years ago and was initiated by one of the eastern cane sugar refineries. It took the shape of circulars placed in each package of sugar (to insure the certainty of their reaching the eyes of the ultimate consumer), of press dispatches, and of petitions of a so-called association of jobbers and grocers, the entire expense being borne by the refining company that fathered the movement. This widespread literature announced that the present duty on imported raw cane sugar, which is $1.35 a 100 pounds from Cuba, and $1.685 yards of the point been considered as the line between two serious menace, i.e., industry. There is no reason for a charter or commission form of government in this county. One of the purposes of this form is to reach corrupt or inefficient officers. There is no corruption or inefficiency in this county. It has been proven all down the line that party lines are just as closely drawn as they are now. Delegation of the power of appointing officers to the supervisors would build up a machine, and make it impossible to get rid of corrupt or inefficient officers if such should be appointed. Who would investigate the officers? Appointes of the supervisors." He drew attention to the fact that a majority of the voters could adopt the charter, but that a two-thirds vote would be required to let go. With the power centralized in a few hands, a pretty little machine could be built up, and if the people wished to do away with the charter they could not do so because, through patronage the machine could easily control one-third of the voting. This widespread literature announced that the present duty on imported raw cane sugar, which is $1.35 a 100 pounds from Cuba, and $1.685 from all other foreign countries, was a continuing iniquity and if abolished the consuming public would obtain this necessity of life at a correspondingly lower cost and thereby save the $52,000,000, now collected by the government from the importers, and which indirect tax appears in the price paid by the final purchaser of the cane sugar. This movement was afterwards joined by other eastern cane refining interests and before the meeting of the present congress the covert attack became an open one and the issue was fairly joined between the eastern refiners of imported foreign cane sugar and the domestic cane and beet sugar producers. In 1911, the consumption of sugar in the United States was 3,750,000 tons, of which 600,000 tons were produced from beets, 1,100,000 tons from domestic cane, and 2,000,000 tons from imported, duty-paying cane sugar. It is this latter, which yields the customs revenue. It must be borne in mind that Porto Rico, Louisiana and Texas have reached about the limit of their productive capacity and the abolition of the present duty will compel them to sell their raw sugars at ports of manufacture in competition with the non-duty paying sugars from foreign countries. The hope for expanding our domestic sugar product lies in the extension of the beet sugar industry. It must also be remembered that the abolition of the duty will give no advantage to an eastern refiner in relation to his competitors, because raw sugars are bought by them in the open market at the quotations of the day, but there is a commonalty of interest among the eastern refiners in these regards: 1. They will escape the necessity of paying a cash duty to the government, and therefore, the capital required in the conduct of the business will be lessened. 2. If they wish to do so, they may reduce the present price by the amount of the abolished duty and thereby reasonably expect an increase in the volume of business due to the lowering of the cost. 3. The removal of the duty will check the further expansion of the beet sugar industry, which is, at present, their only competitor, and it will cripple some of the beet enterprises that are not so situated as to work with profit under any serious reduction in the duty. Public benefaction has no place in the minds of the eastern cane refiners, and when the mask is stripped from the movement there will be found pure and unadulterated business selfishness to increase profits, and through the use of their power and influence in congress and elsewhere to get rid of their only and serious menace, i.e., the beet sugar industry. During the sixteen succeeding years, when the sugar duty was effective the New York price averaged 4.64 a bulletin issued by the University Experiment Station. The investigations upon which this paper is based were made in most part in the peach orchard of the J.H. Flickinger company, Berryessa, California. They have extended over a period of four years. The results have not been verified for other districts. The adult borers are slender, blue-black, day-flying moths, about one inch long. They are seldom seen and very rarely recognized by the orchardists. They issue more or less from February to September, but the mass of them appear about the middle of July. They place the eggs on the trunk of the tree from the ground up two feet, one to twenty-five eggs in a place. These are very small and generally escape notice. They hatch in a few days. The newly hatched larvae, or "worms," which are difficult to find, usually enter the bark at or near the ground. The new burrow is marked at first by light brown bark dust, which in a few hours disappears, after which it is nearly impossible to find the opening. The larvae grow rapidly, work their way through the bark, and spend most of their life between the bark and wood, where they may do great damage by boring long distances, often completely girdling the trees. Gum flows as a result of this injury and is a fairly reliable indication of the presence of the large worms. Unfortunately there is nothing to show the presence of the small "worms." The full-grown larvae are about one inch long and the diameter of a slate pencil. They have white bodies and dark brown heads. When ready to pupate, they seek places from and through the use of their power and influence in congress and else where to get rid of their only and serious menace, i. e., the beet sugar industry. From October 1st, 1890, to August 27th, 1894, sugar was on the free list. During that period, the wholesale price of granulated sugar in New York averaged 4.848 cents per pound. During the sixteen succeeding years, when the sugar duty was effective the New York price averaged 4.64 cents per pound. In 1893, under free sugar, the margin charged by them between the cost of raw and the selling price of refined sugar was $1.15 per 100 lbs. In 1910, the average margin was 78 cents. If, therefore, the same margin could be established to give an increase of 37 cents per 100 pounds then, on the 3,000,000 tons of cane sugar handled at these refineries in 1911, their profits would have been increased by $22,000,000. The possibility of such increased profits has justified their recent efforts. In 1893 with no sugar tariff,the sugar trust paid 25 per cent in dividends.At present with a tariffthe dividend rate is 7 per cent. build. This was determined by the survey completed Saturday by County Surveyor McBride of Orange county and Deputy County Surveyor A.C. Fullmore of Riverside county. The line was found to be within a few yards of the point that has always been considered as the point where the line between the two counties passed across the canyon. The survey was undertaken to make certain as to the line, for the difference of a mile in its location would make the difference of several thousands of dollars in this county's bill for the building of the road. The survey definitely settles the point. The big gorge of the canyon, where the cost of road-building will be highest, lies entirely in Orange county. On an air-line the distance from San Juan hot springs to the county line where it crosses the canyon is about two and a half miles. Following the windings of the canyon the road will be about five miles. For $7000 or $8000 a good passable road can be constructed to the Orange county line. Riverside county long since built most of its road, understanding the board of supervisors of Orange county to say that it would proceed immediately with building its portion.. This county never carried out its part of the agreement, but the present board of supervisors seems disposed to take up the neglected work.
