GRAND JURY FILES REPORT County Officials Are Commended for Efficiency The county grand jury submitted its report on Thursday afternoon. The county officials are commended for the manner in which their accounts and books are kept. The most interesting recommendation of the grand jury is that the supervisors call a bond election for $50,000, of which not over $30,000 shall go for a poor farm and $20,000 for a county hospital. The present system of caring for indigents cost $31,149.49 in 1911. The grand jury says a poor farm and county hospital would save the county a good many thousands of dollars. The grand jury protests against being known as a "joke." It states that its work is done in earnest for the people, and great good would follow if officials paid more attention to grand jury reports. The practice of having some other physician than the county physician do the surgical work for the county is condemned. Supervisors are urged to keep hedges at corners well trimmed, and Supervisor Struck is urged to remove the hedge at the southwest corner of Main and Chapman streets. Among the recommendations are: That the county buy drugs by bids, that the heating system of the court house be changed to be heated in sections, that the attention of immigration officers be called to the influx of indigent and criminal Mexicans, that the horticultural commissioner keep a set of books that far more out of his books. To give the taxpayers a little idea of what per cent of their total tax burden the above is, we give the following figures, the total tax rate for above fiscal year was $1.20 on the $100. To the state was ...$0.35 To the school was ...$22 For general county purposes...$0.63 being 63c on the $100 for all purposes outside of state and school. For indigenous and hospital expenses a little more than 1-5 of the 63 cents, therefore 1-5 of all taxes collected outside of school, it takes to pay the above three items. The grand jury, after studying the above expense bill have concluded to recommend to the supervisors that they call a bond election for $50,000 for the purchase of a county farm and to improve said farm, and build a county hospital, in amounts as follows: Not more than $30,000 for the purpose of buying a farm, not more than $20,000 to improve the farm and build a hospital, as we are satisfied that the county will save a good many thousand dollars by owning a farm and hospital, and we unanimously urge the voters of Orange county to see that the above bond be carried, if submitted to you at an election. We also recommend and urge the supervisors to trim or improve all trees or hedges in the roads which obstruct the view and thereby endangers travel, as the hedge at the intersection of Main and Chapman Sts. The attention of the grand jury was called to the fact that at Orange there were instances where articles were bought from the city officials. This matter was turned over to the district attorney. Most of the cities were commended. Santa Ana was condemned. There was nothing to show that the books of the clerk and treasurer have been balanced in years. The trustees are urged to look with more care to the clerical part of the city's interest. The supervisors are commended for taking action to better conditions at the jail. We have frequently heard in our trips over the county, also from some officers that the grand jury is a joke, therefore, when your attention is called to the neglect or inefficiency of an official or the waste or destruction of county property, some official notice should be taken of it. While we realize our inability to enforce such changes as we would advise to improve the public service, yet, if our public officials would carefully read this report and give it due consideration, we believe quite a marked improvement would be the result in many ways, generally speaking, the people of Orange county have a very capable corps of officials, and we cannot too strongly express our appreciation when we find an official faithfully performing his duties for the people. The officials have all been courteous and offered all possible assistance. One of the main questions considered was the indigent hospital and county physician expense bill to the county. We found by looking over the warrants that for the fiscal year 1910-1911 that there had been paid out on above first two items the sum of $29,799.49; county physician in addition, $1350. Total for the above three items, $31,149.49. For drugs alone, $1589.35; for hospital fees the sum of $6670.19. The other officials accounted for all public funds received by them by holding receipts from the treasurer for the same. We cannot too strongly urge the city trustees of Fullerton to look after the financial interests of the city in a more business like manner. The books of the marshal showed that he had paid to the treasurer $36.75 more than he had collected. We examined all the books of the clerk, treasurer, recorder, marshal, and librarian of Anaheim, and found the books balanced on the first day of each month. The balances check with each other's books, showing a balance of cash on hand Dec. 13, 1911, of $81,215.47, less outstanding warrants of $54.50. We wish to compliment the officials there for the efficient manner in which they keep track of the city's financial affairs, and their system is the very best. We examined and checked up all the bonds and records of bonds sold since the formation of Orange county, and in fact some before, and we found many necessary entries had been omitted and some incorrect entries were made, and after an unlimited number of corrections and entries made by the order of our committee the bond records are right on the county records for the first time since this county has been a county, while the cash on hand is correct from the fact that it agrees with the amount called for by the auditor's books. On Dec. 6, 1911, we counted the funds and found in the county treasurer's hands $230,470.94. The records are poorly and inaccurately kept. The warrant register is not kept balanced at all. We recommend and urge that the records of this office be not made up from loose leaf aged 9 years. Jesus and the man at the pool in the City of Jerusalem. There was a pool of water which was called the Pool of Bethesda. There was something strange about this water; it bubbles like boiling water. When it does this an angel has touched it. Who steps into it first is made well. There was an ill man who tried to get into the water after the angel had troubled the water. Someone else always stepped in before he did for there was no one to help him. One day Jesus came by the pool. He saw the man that has been sick for 38 years. Jesus said: Would you like to be made well again? The man must not thought it was Jesus and said therefore I have no one to help me into the pool. Jesus said, Rise up and take thy bed and walk. NATIONAL ORANGE SHOW San Bernardino Will Have Second Annual Exhibit The most beautiful and magnificent exposition of the citrus fruit industry ever seen in America will be the second National Orange Show, to be held in San Bernardino on Feb. 19 to 24. It is not a local enterprise, but is intended to upbuild and benefit the citrus fruit interests in every part of the state. Not only will there be a marvelous display of all kinds of citrus fruits, but an equally large exhibit space will be devoted to the exhibition of appliances used in the citrus industry, such as box making machines, irrigation devices, clippers, ladders, picking sacks, and a thousand and one other devices. The statement is based largely on reports received from anti-tuberculosis agencies in all parts of the United States. Where actual reports were not available, the figures were necessarily estimated. By far the largest item of expense was that for treatment in sanatoria and hospitals, and for the erection of institutions of this kind over $11,800,000 being spent for this purpose alone. Dispensaries for the examination and treatment of tuberculosis spent $850,000, and association and committees in their educational campaign against tuberculosis spent $500,000. The remaining $1,300,000 expended for treatment in open air schools, prisons, and hospitals for those insane, and also for the work of the state and local boards of health against tuberculosis. Compared with the expenditures of 1910, those of the past year are practically the same in the aggregate, but they are almost double those of 1909. The National Association points out however what it considers more significant than the aggregate expenditures, namely, that the percentage of money spent from public funds is greater in 1911 than ever before, being 66.2 per cent of the total. In 1909 only 53.5 per cent of the total expenditures was from public funds and in 1910 it had increased to 63.6 per cent. In 1911, over $9,000,000 of the $14,500,000 spent was from federal, state, municipal, or county funds. The records should show what district a warrant is chargeable to, and the date of payment. We strongly condemn this loose way of trying to keep track of people's finances. STORIES OF OUR SAVIOUR Sunday-School Boys Write Letters Concerning His Deeds The two following letters written by boys of the Methodist Sunday school of this city will be found to be worthy of perusal: A letter about Sunday school lesson from primary class by Kenneth F. For the week of the National Orange Show the Gate City will be in holiday attire and will be host to tens of thousands of Californians and other thousands of the eastern tourists spending the winter beneath the balmy skies of sunny Southern California. NEW VOTERS To those who will register this year for the first time, and are more or less unfamiliar with the law in respect to registration, a word may not be amiss. First: In order to have a voice in the selection of candidates for any party you must express a party preference in registering, and if you do not do so you cannot vote for any candidate in a primary election. Second: In voting at a primary election, you can vote only for those candidates of the party of which you declare your preference when registering. This year the voters will have an opportunity to name candidates for congress, state senator and assemblyman, and to express a preference for candidate for president, at the primary election to be held in this State. The primary election is, in fact, the most important, for this is the only election at which the voters have an opportunity to express a preference for party candidates. Appropriations of over $10,000,000 for tuberculosis work in 1912 have already been made by state legislatures and municipal and county bodies. Of this sum about $4,700,000 is from state appropriations, and about $5,700,000 for county and municipal purposes. In addition to these sums, the federal government spends about $1,000,000 every year, supporting its several special tuberculosis sanatoria. New York state, which has led the country in its anti-tuberculosis expenditures for the past two years, still maintains its lead, with a total of $3,550,000 spent.
