Has the Largest Circulation NON-PARTISAN JUDICIARY BILL The non-partisan judiciary bill, which Speaker Stanton opposed, and for which Franklin Hichborn assails him, charging him by implication with being "owned by the railroad," is a measure which the speaker is proud of supporting. His opposition to this bill has the warm commendation and approval of the republican party. It is not a railroad measure, never was and probably never will be. It provided merely for placing the names of all candidates for the judiciary in a column, upon ballots, by themselves, and not in the column devoted to party candidates. In the theory of the lavender politician this may sound sleek and rosy. In practical politics it is wrong. What would have been the result in Orange county had this bill been law at the last general election? It would have thrown Judge West into the political-discard column, and granted to Miguel Estudillo the benefit of being placed in the republican column, with the Party Circle over it. The counties comprising the Fourth equalization district are San Mateo, Santa Clara, Santa Cruz, Stanislaus, Merced, San Benito, Mariposa, Mono, Madera, Monterey, Fresno, Inyo, Kings, Tulare, San Luis Obispo, Kern, Santa Barbara, Ventura, Los Angeles, San Bernardino, Orange, Riverside, San Diego and Imperial. The assessed valuation of California is two billion five hundred million dollars. The assessed valuation of the Fourth district is greater than the three other districts combined. This is manifestly unjust, but it is the usual kind of treatment meted out to Southern California by the politicians of the north. Last fall, our single representative upon the board was powerless to prevent a raise in the assessed valuation of the southern counties of $321,000,000. Orange county was raised $10,000,000. It is high time that we had a Southern California man in the governor's chair at Sacramento. Had we had such a man as governor last fall, no such unconscionable jolt would have been admitted. Southern California has the votes to select a governor. It can do it. It will do it. The Fourth equalization district contains more voters, more assessed valuation and is one-third larger than the three other equalization districts in the northern part of the state combined: Isn't it about time to redistrict the state?
