Has the Largest Circulation WITHDRAWAL OF PUBLIC LAND Secretary Ballinger of the Interior Department has made good his determination to cancel the wholesale with drawings of public lands, made by his predecessor for the purpose of protecting water sites but without sufficient information, and at the same time to protect these same water sites and more too, and in doing so has withdrawn from entry only one-sixth of the area hitherto set aside for this purpose. When Secretary Ballinger opened to entry the great area withdrawn under the former administration and instructed the director of the Geological Survey to advise him as to what areas must be withdrawn to protect the water sites until Congress should have time to legislate regarding them, there was an emphatic protest from many who failed to grasp the purpose of the Secretary and who imagined that his course constituted a blow at the conservation movement. These withdrawals were based on definite information, obtained through the Survey, and include an even greater number of sites, although at a greatly reduced area, than were formerly withdrawn. THE NEW CENSUS EILL If Congress fails to enact a new census bill, and there is every indication that the two houses will fail to adjust their differences over the pending measure, the cause of civil service reform will receive a hard blow. Under the old law the "spoils system" was in effect, and if no adjustment of the differences between the two branches of Congress is reached this system will prevail in the thirteenth census. The old law provides that the employes shall be appointed by the Director of the Census after a non-competitive examination, and that each applicant must be endorsed by a Senator or Representative to become eligible. It was this provision in the bill which caused President Roosevelt to veto it, and which, it is understood, has met with the disapproval of President Taft. STATE TAXES The 58 counties of the State have turned into the State treasury, the State's share of property taxes for the last half of 1908. Lassen was the last to settle on the last day. A statement from the State Controller's office shows a total amount collected of $7,533,022.43. The poll tax collected amounts to $670,696.05, all of which goes to the support of the schools. Inheritance taxes collected amount to $937,073.57, $250,000 of which goes to schools. A coroner's jury which investigated the drowning of ten-year old Antonia Valdez at El Modena, laid responsibility for the child's death on the Santa Ana Valley Irrigation Company. The jury held the stand pipe openings were not properly protected. The verdict follows: "We, the jury, find the deceased came to her death by drowning, as a result of falling into an open standpipe of the Santa Ana Valley Irrigation Company's system, which lacked proper safeguards or bars or grates to prevent anyone from being washed into these pipes who might, from any cause, fall into the open standpipes." The standpipes condemned are said to be but little above the surface and constitute a source of danger to the El Modena school children. Amount of cement used foundation 14 sacks at $2.50 be repaired. The Board decided to go in a body to the Bixby ranch on Wednesday and meet Mr. Bixby. A communication from F. T. Haag asked that a gate be constructed for him on his land recently purchased from J. Stern on the Yorba-Olinda tract. On motion the Superintendent was instructed to put in two gates in the Main canal in the Yorba-Olinda tract. Applications on file for the transfer of stock were on motion granted. A petition from J. W. Newell et al asking that a ditch in Northeast Placentia be cemented was referred to the Ditch Committee to report at next meeting. President Crowther appointed B. F. Porter to serve on the Ditch committee. On motion the building committee was instructed to have made a frame for maps. L. P. Drake asked leave of absence for a period of three months. Walker, principal of Anaheim high school, was reappointed by the Board of Supervisors to membership upon the County Board of Education, and Dr. McFarlane was named as County Stock Inspector. The First National Bank of Santa Ana was awarded the Santa Ana District school bonds for fifty thousand dollars, and J. H. The ordinance as presented prohibited the playing of cards or any game of chance in a pool room at any time and prohibited minors from entering a poolroom and provided for the closing of poolrooms on Sunday. Supervisor Smith moved the adoption of the ordinance as it stood and his motion was seconded by Supervisor Moore. Then Supervisor Angle moved an amendment that the Sunday closing clause be stricken out and his motion was seconded by Supervisor Linebarger. Then more argument and discussion followed, until the question was called for and the amendment voted on first with the result that Angle, Moore and Linebarger voted for it, Smith and MacMullan against. Then the original motion was put to vote and carried by the votes of a majority of the board, thus adopting the ordinance prohibiting the playing of cards or other games of chance in poolrooms but allowing them to remain open on Sunday.
