CONSERVING WATER
Association Formed by Three Counties to Spread Flood Waste
Articles of incorporation for the Water Conservation Association were adopted at a meeting of water users at Riverside on Wednesday and signed by representatives of Riverside and Orange counties. San Bernardino county's representatives have not yet been chosen.
This association has a very important work to do and by forming the corporation association it is getting into a position to do that work. It will have charge of the spreading of flood waters on lands along the Santa Ana river. That such an associatio-
This association has a very important work to do and by forming the corporation association it is getting into a position to do that work. It will have charge of the spreading of flood waters on lands along the Santa Ana river. That such an association should be formed was determined upon by the Tri-Counties Reforestation Committee, and county representatives were chosen. These representatives went to the water using companies and from them secured authority to form this association as representatives of the water users.
Orange county was represented at the meeting at which the association articles of incorporation were adopted by William McLauchlin of Anaheim and M. Nisson and E. E. Keech of Santa Ana. Riverside was represented by W. G. Fraser, E. O. Rickard and Francis Cuttle.
In the articles of incorporation the office of the Riverside Water Co. at Riverside is named as the principal place of business.
As soon as San Bernardino county's representatives have signed the articles of incorporation they will be filed by E. E. Keech. By-laws are to be adopted at a meeting to be held at Balboa.
That the association has as its object the conservation of water not only by spreading it in the washes and gravel beds along the river, but also the protection of water users against waste is shown very plainly in the statement of purposes in the articles of incorporation. The

(1) The name of said association is
Water Conservation Association.
(2) The purpose for which it is
used is to conserve the surface and
surface waters of the Santa Ana
and its tributaries situated in
counties of San Bernardino, Rivlee and Orange, in the State of
California:
(3) By spreading the winter flood
waters of said river and its tributaries in the San Bernardino basin and
where, over such lands adjacent
the channel thereof as may be
able for that purpose.
(4) By securing control of such
as may be necessary or desirfor such spreading, by purchase,
gift, donation, license, or other
modes, as may be found most determine.
(5) By the construction, maintenance and operation thereon of such
as may be found most advenous and desirable for the purpose.
(6) By prevention of waste of
dian and sub-surface waters of
stream and the tributaries and
areas of supply thereof, by the enment of the law of this state
prohibiting waste of such water, and
by securing evidence of such violation, and by the prosecution of the
violators of said law.
(e) By such other methods of conserving the waters of said stream
and its tributaries as the Board of
Directors of the association shall determine.
