TOWN IS GROWING STEADILY SIGNS OF PROSPERITY IN SUMMARY OF CITY'S FINANCIAL AFFAIRS Annual "Clean-up" Ordered—Alleys Must be Opened—Trouble Coming for Fast Autoists—Meat Market Needs Sewer System—Other Items Continued growth of population and improvements in the city of Anaheim to a satisfactory degree during the past year is indicated in City Clerk Merritt's annual report of the city's finances by the items which refer to the issuance of building permits, the additions to equipment for electric light and water service, and the amounts expended for cement sidewalks, curbs and similar work. The report covers the twelve months from May 1, 1908, to May 1, 1909. It was presented to the trustees at their regular meeting Thursday evening, and gives a concise statement of the financial affairs of the city during that time. Among other items of interest it is noted that permits issued during the year indicate the erection of 98 new buildings within the city at an estimated cost of $96,350.00. Receipts for electric light show an increase over the previous year of $1442.65, and for water service the increase is shown to be $1510.74. Water mains laid include 1100 feet of six-inch pipe and 4000 feet of four-inch pipe, at a cost of $3267.45, which sum includes also the cost of installing nine double-nozzle fire hydrants. The property to be condemned for this purpose will complete an alley 18 feet in width through this block, the remainder of the land necessary for this purpose having been previously deeded to the city. Proceedings will also be instituted to complete the alley on the south side of Center street between Los Angeles and Lemon, protests from Emil Dreyfus and Mrs. Hussman be- WATER-POWER GRABBERS Question of Supreme Importance in California The neglect of California and, indeed, of other states to conserve their water power rights is the subject of an article in the current McClure's that tells the story of the portentous growth of the water power trust. President Roosevelt in one of his messages to congress called attention in forcible terms to the rapid and threatening growth of this monopoly which is preparing to acquire all the important sources of the light, heat and power of the future. The coal measures will not last forever and even now the price of this fuel is advancing. The future of the manufacturing and transportation industries lies in the control of water powers. The proposition is comparatively new, because the application of electrical transmission to power generated by water is practically a development of the last twenty years. These water powers, where not appropriated, belong to the states. They should never have been permitted to pass out of that ownership. It is too late now in California to save the most valuable of these rights, but, something may yet be done. The national forestry service has saved a not inconsiderable part of the California water powers from the grabbers, and the work of this bureau has been most useful. Something may still be done by the state to save or recover part of the plunder. In fact, this matter is under consideration by other states that find themselves in like case. Before this article is in print there will probably have been introduced in the Maine legislature a bill, backed by enlightened students of this power question, providing that no water power company shall acquire or condemn riparian water rights or powers till an application shall have been made to the state water supply commission, a public hearing had and all plans shown and approved; and that no agreement for the merger of corporations, or letters patent, shall be allowed, merging such corporations, till the proceeding shall have been approved by the commission; that the right of use of the water shall revert to the state in case of such merger, and that a tax, based on the developed units of power, shall be imposed. Maine is awakening to the significance of the contest for ownership of her power." The water power question is one of supreme importance to California. We have no steam coal in this state and the oil measures can not go on producing indefinitely. But in water powers the state is especially rich. By sleeping on our rights the state has suffered a large proportion of these powers to be seized without compensation for public property. Nevertheless, they can still be made to pay a revenue to the commonwealth from which they have been filched at a time when their immense value was not understood by the owners. As a preliminary part of this series, tests of thirty panels constructed of various building materials were made by the survey at the Underwriters' laboratories, Chicago, to determine the effect of fire and subsequent quenching with water on mortar-building blocks made of river and slag sands; common, hydraulic-pressed and sand-lime brick; gravel, cinder, limestone, and granite concrete; glazed building and partition terra-cotta tile; and limestone, sandstone, granite and marble building stone. The materials were subjected to the direct application of heat for five hours and were then, except in five panels, immediately quenched with water.
