President Taft is going about the conservation of the nation's water power in the right way. In the first place he has assigned to the geological survey, which has men in its service well qualified for the work, the task of finding out how much there is to conserve and in what parts of the country it is located. The next point on which Mr. Taft will seek enlightenment is the existence of statutes under which the federal government is given the necessary authority to exercise special guardianship. The country will entirely approve of the president's desire to see his way clear before acting in this matter and will rest secure in the belief that he is upholding the Roosevelt policies in principle, though his methods of going about a thing are so diametrically opposed to those of his distinguished predecessor.

before acting in this matter and will rest secure in the belief that he is upholding the Roosevelt policies in principle, though his methods of going about a thing are so diametrically opposed to those of his distinguished predecessor.
The reason the gunboat Vicksburg is being taken around from the Pacific to the Atlantic coast is that the vessel is needed for patrol service in the waters of the Caribbean sea and Central America. It has been the purpose of the present administration to use the gunboat Nashville for this service, but the ate administration, it was found, had promised the Nashville to the Illinois naval militia. When the Illinois people found they were not to have the vessel the protests were so forceful that it was decided to adhere to the promise previously made. Naval officers dislike to lose the Nashville, as she is one of the best of her type in the service.
The financial statement of the First National bank is published in our advertising columns this morning, and will be perused with interest by our readers. The statement shows that the total resources amount to $519,815.47, the total deposits amounting to $386,175.24. The bank enjoys a continued floodtide of prosperity and figures largely as a factor in the upbuilding of the business interests of the city. The report is a flattering testimonial to the bank's management, and shows as well an excellent financial condition locally.
E. M. McClure, editor of the Burbank Review, was in town Tuesday securing data upon municipal water and electric-lighting plants. Mr. McClure is a firm believer in municipal ownership, and favors the introduction of the system in his town. There are at present privately owned water and electric-lighting plants at Burbank, and the service is inferior. The people are considering the introduction of the municipal idea and Mr. McClure is in the vanguard of the movement. He secured facts and figures from City Clock Merritt and will lay them
Senator Estudillo drew on his head the wrath of the men because of his support local option bill. He lost him but put up a rattling good so far he was counted out.
Because of his activity in local option matter, the state of the liquor dealers recently clashed him as a 'property destroyer' mating that the Riverside sent headed straight for oblivion.
"It isn't likely that Senator dillo is allowing these attacks turb his sleep. He knows, or to know, that no man can do without making some enemies he ought to know that most are honored for the very charm the enemies they make.
"Every knock of the sort Es is getting is a boost. If his e are not careful they are apt to him into an office higher than one he now occupies."
This will make local republic smile, but Estudillo is so deadly; what's the use of about it?

Unofficial information reaching Washington in regard to the recent cruise of the monitor Cheyenne, equipped with oil-burning apparatus, is gratifying to those who advocate the use of oil fuel on naval vessels. This vessel was able to make higher rate of speed than with coal, and her steaming radius was about 800 miles greater with oil than with coal.
An associated press despatch from Acapulco brings news of the almost total destruction of Mazatlan, Mex., by fire. The dispatch adds that hundreds are homeless and much suffering is experienced on account of the lack of food. Local interest attaches to the news on account of the residence there of Lloyd Bailey and wife, formerly of this city. No word has come from them, but a dispatch is looked for momentarily.
Suit to compel County Auditor Lester to honor the salary warrant of W. R. Newman for the sum of one hundred dollars as payment for last month, was filed by Williams & Rutan for the plaintiff. This is a test case and as under the advice of the district attorney Auditor Lester has refused to honor Newman's warrant, the suit is brought to settle the matter.
The party is composed of Oppenheim of Paris; Charles Sullivan a former member of the board of public works of New York; F. Lilburn and Charles Mayer of New York; W. Woodworth of Arizona; Clerk of New York and Francis Browne of Washington, D. C. Francis Browne said:
"The company will shortly be organized under the laws of Arizona contemplate purchasing 500,000 acres in Arizona at a point between son and Yuma. The land is an ent a desert, but the company is building a large reservoir irrigating the district. The deal will be $5,000,000 and the capital has been subscribed. The money comes from Paris, Italy and this country. At the present time we can no further details. I will say ever, that the reservoir will take least five years to build and w larger than the Roosevelt reservoir."
Los Angeles claims a population of 316,000, basing its claim upon census. The Angelic statistic multiply the number of census dren, totaling 52,704, by 6, which we showed last week, the more servative method of determining it is to multiply by 5. This is apparently not to be in yoghurt towns. Anaheim's census dren number 848, and we may claim a population of 4240 for district; but if we should follow example of our big neighbor should look pleasant and make figure 5088.
