WATER RUN UPON GRAVEL BEDS ABOVE REDLANDS
Organization Will Be Incorporated to Take Up Work in Systematic Manner—Legislators Thanked — Next Meeting to Be Held at Balboa
The regular quarterly meeting of the Tri-Counties Reforestation committee was held at Casa Loma hotel, Redlands, on Thursday, with the following members present:
San Bernardino county—Geo. Robertson, H. H. Garstin, K. H. Field, W. L. Vestal, A. B. Paddock, Kenneth McRae, M. M. Randall, E. J. Yokam, N. Davenport, E. J. Rice and Lyman M. King, chairman of the Redlands board of trade, who met with the committee by invitation.
Riverside county —W. G. Fraser, Francis Cuttle, George Frost, E. P. Clarke, E. W. Holmes, L. C. Waite.
Orange county —Wm. McLauchlin, Henry Adams, J. B. Rea, A. S. Bradford, Samuel Armor, T. Rohrs, E. E. Keech, John Dunstan.
Chairman Cuttle reported that an appropriation of $5000 had been secured from the legislature to supplement a similar amount promised by the forest service for work on the San Bernardino mountains. This is in addition to the regular annual appropriation from the forest service for work in this section. He reported that the 40 miles of fire lanes already built on the mountain are now being cleared at the rate of a mile a day.
However, as this committee a legally incorporated organization believe that it will be better recommend the formation of a legal organization, separate from the reforestationtee, composed of land owners of water who will be benefiting the spreading of water, to hold in which water is to be spared to enter into agreements with property owners to spread lands; and that a subcommittee this committee be appointed to a call for a meeting of all parties to form such organization soon as practicable to the permanent diverting works placed in the Santa Ana river for the diversion of storm during the summer of that the work can be more actively carried on during the winter 1909-10. The committee distinctly understood that its intention to recommend they believe it necessary, work interfere in any way rights of stock appropriators of water below such pollution, and the committee that amicable arrangements made with the parties holding above the point of diversion no conflict of interests will but that a plan can be worked for the benefit of all parties as soon as a legal organ is perfected and has power business. He reported that the law introduced to regulate the cutting of timber on private lands passed the assembly but died in the finance committee of the senate. Messrs. Keech and Clarke gave additional information regarding this bill.
At the request of Chairman Cuttle a resolution was offered by Secretary Vestal thanking Assemblyman Melrose of Orange, Flavelle of San Bernardino, and Collier of Riverside, and Senator Estudillo of Riverside, for their work in the legislature in behalf of the forestation and irrigation matters. Some discussion ensued because of the omission of the name of Senator Willis of San Bernardino from this list, but it was finally agreed that there was no occasion to hand him any bouquets in this connection. Following is the resolution as adopted:
Whereas, This committee requested important services, during the last session of the legislature of the state of California, from the representatives of San Bernardino, Riverside and Orange counties, be it
Resolved, That the sincere thanks and appreciation of this committee be, and is hereby, extended to the Hon. Miguel Estudillo, Hon. E. B. Collier, Hon. Richard Melrose and Hon. F. V. Flavelle, for faithful and efficient services rendered to the public at the request of this committee, and that the same be spread upon the minutes of this meeting and copies of this resolution be forwarded to the said Hon. Miguel Estudillo, Hon. E. B. Collier, Hon. Richard Melrose and Hon. F. V. Flavelle.

On motion of Mr. Keech it agreed that the sub-committee audited this report should be named delegations from each of the counties. The Riverside agreed on Francis Cuttle, E. H., ard, W. G. Fraser, W. H. He C. W. Rogers as representative the Orange county delegates E. E. Keech, Wm. McLauck Nisson and George Moore; Bernardino members of thetee are H. H. Garstin of Kenneth McRae of Rialto, K kam of Highland, and Seth of San Bernardino.

After considering the matter from various standpoints, we believe that great good can be accomplished by the spreading of storm water on the debriscone as planned and as now being done in a small way. At times over one hundred thousand inches of water passes from the mountains into the river channel and following the channel of the river to the sea, doing no good, and in many instances causing great damage. There is no doubt but that a very large amount of this water can be spread on these sands and gravel and sunk therein so as to replenish the artesian wells in the San Bernardino artesian basin, causing a more uniform flow of the springs and streams in the San Bernardino valley, as well as in the

Insect Problems Peculiar to This Coast to Be Considered In Session Which Will Be Held at the State University at Berkeley, April 20-23
From the agricultural experiment station of the University of California has been issued a general invitation to all who are interested in the economic entomology of the Pacific coast for a general convention at the university in Berkeley to be held on April 20 to 23. The insect problems of the Pacific slope are so different from those on the other side of the Rocky mountains that a special organization of western entomologists is deemed necessary to secure a satisfactory discussion and successful solution of the problems peculiar to this region, and it is with a view to forming such an organization that the call has been issued for this meeting.
The preliminary program just issued indicates that it will be a very interesting and profitable session. The following subjects are to be considered:

Cuttle reported that Los County had appropriated $5,000 for preservation and statutes would be taken to urge variation from San Bernarroso and Orange counties. Possible that the supervisors asked to allow the use of water to assist in the work of water in the Santa Ana Valley.

The Orange county members fear that the proposing of water on an extension might result in diminishing the river in a way to affect their water interests were willing, however, to maturing the plan with what it might prove acceptance county.
