ANGORA GOAT IN CALIFORNIA
LABORING FOR PERMANENT IMPROVEMENT OF FORESTS
Constructing Miles of Fire Lanes Through Chaparral—Saving Work by Engineers—Performed During Grazing Season—May Solve Chaparrel Problem
[Correspondence of The Gazette.]
Three thousand angora goats herded out on the brush-covered foothills of California are going to do some hard work for Uncle Sam during the coming two years beginning this spring. The experiment will be unique both as a stock raising proposition and as an engineering and tree culture problem.
The little white animals whose long wool is of such great value are going to be put to no less a task than constructing mile after mile of fire lanes through the bushy chaparral growth in the national forests, saving much labor by the United States forest service engineers and making way for forestation by merchantable trees. Not the least important feature of the experiment, which for the first two years will be confined to the Lassen forest, is the fact that the task will be performed during the regular grazing by the goats which will not even realize they are doing a valuable work.
Plans for carrying on the work are outlined in a co-operative agreement drawn up by the forest service and the owner of a band of angora goats grazing on the Lassen national forest of California. The scheme is to run fire lines parallel with the contour of the slopes by cutting the trails about eighty rods apart. These trails are to serve as guides for the angoras. They will graze in each direction from the trails, killing, it is estimated, a strip of brush about 300 yards wide. The wide lanes cut out and grazed by the goats will serve that under these circumstances fire losses in a year of danger were kept down small figure in comparison value of the timber exposure damage from forest fires is a matter of congratulation.
"The risk incurred, how out of all proportion to the cost which more adequate would involve. I am convinced the provision made for the use of the national forests come inadequate to their purpose. I have therefore submitted for the fiscal year 1910 for a substantial increase in propriation. With the further business which is certain place during the present less protection can be given has been given in the past the point has now nearly cheed at which it is not even between providing for those who would use the forest protecting the forests them."
LARGE ADDITION
Nevada National Forest In Pine and Spruce Timber
The president has just proclamation adding 600,138 the Humboldt national forest northern part of Elko county bordering on the Idaho line area contains a large ar pine, fir and aspen timber at 64,000,000 linear feet. Ber, although not all available sent, is practically all access can be handled by employing methods of logging. This gives the forest a total area 158,818 acres.
This recent addition to boldt national forest coverage of vital importance from ershed standpoint, since major streams upon which irrigation projects are dependent their source in the forest. Also an important industry of gion and promises great dev in the future. Already a n
are outlined in a co-operative agreement drawn up by the forest service and the owner of a band of angora goats grazing on the Lassen national forest of California. The scheme is to run fire lines parallel with the contour of the slopes by cutting the trails about eighty rods apart. These trails are to serve as guides for the angoras. They will graze in each direction from the trails, killing, it is estimated, a strip of brush about 300 yards wide. The wide lanes cut out and grazed by the goats will serve as ideal fire lines in protecting the forest covered lands lying beyond and around the chaparral areas, and also make a place for reproduction of merchantable trees.
For the past two years the government has been carrying on permanent improvements in the national forests on an expensive scale, and the construction of fire lanes and trails has been one of the most important features of the work. The task of clearing the ground and providing land for good forest trees is, however perhaps the most important benefit expected to come out of the experiment.
The proposed work of the angora goats may finally solve the chaparral problem which has been troublesome in the state of California for many years. The bushy chaparral growth chokes out seedlings of valuable commercial trees which may get a start and when dry is one of the worst kinds of fire risks. Often a small blaze which starts in it gains such headway in a few minutes as to travel hundreds of yards and lick into valuable stands of merchantable timber.
The protection to be afforded by the goat-built fire lanes, therefore, may at least bring relief to the state which in the past has had its full share of timber loss through destructive forest fires. At the same time, a large amount of chaparral will be killed out to make room for growth of good trees that produce lumber. If proven successful at the end of two years the work will be carried to national forests in other sections where chaparral has choked out the goodforest trees and created a dangerous fire risk.

ON THE INCREASE
Use of National Forest Resources
Gains Over Previous Years
The actual use of the varied resources of the government's 168,000,000 acres of national forest land is on the increase, according to the report of the work for the fiscal year 1908. The report says that from an administrative standpoint the most striking fact of the year was the remarkable increase which took place in the volume of business transacted.
This growth in business done by the United States forest service last year over the previous year is partly brought out in the following statement showing percentages of increase: in the number of timber sales, 236 per cent; in the amount of timber cut under sales, 102 per cent; in the number of free timber permits, 76 per cent; in the number of grazing permits, 11 per cent, and in the number of special-use permits 67 per cent. That the additions to existing national forests and new creations caused this increase only to a small extent is shown by the fact that the area increased is only 11 per cent. In speaking of this feature of the work of the forest service in his annual report, the secretary of agriculture says in part:
"The growth in the volume of business arising from use of the forests has created a very serious administrative problem. Last year 78 per cent of the time of the administrative and protective force was taken up by the demands of national forest business. The average forest area to each officer supposedly available for patrol duty was about 120,000 acres; but with more than three-fourths of the time of these officers occupied with timber sale, grazing and other business, the force actually available for patrol was equivalent to about one man to each 500,000 acres."
Under these circumstances the fires in a year of exceptional severity were kept down to a very slight figure in comparison with the fires of the timber exposed and the fires from forest fires elsewhere matter of congratulation.
Risk incurred, however, is well proportion to the added which more adequate protection involve. I am convinced that provision made for the care and the national forests has be adequate to their needs, and therefore submitted estimates of fiscal year 1910 which ask substantial increase in the apon. With the further growth which is certain to take ring the present year, even protection can be given than given in the past. Indeed, it has now nearly been rea-which it is not even a choice providing for the needs of who would use the forests and using the forests themselves."
LARGE ADDITIONS
National Forest Includes Fir, Pine and Spruce Timber
President has just signed a motion adding 600,135 acres to holdt national forest in the part of Elko county, Nev., on the Idaho line. This contains a large amount of land aspen timber estimated 2000 linear feet. This time not all available at practically all accessible and handled by employing modern of logging. This addition forest a total area of 1,475 acres.
Recent addition to the Hum-nional forest covers a regal importance from a wat-andpoint, since many impor-ams upon which extensive projects are dependent have seen in the forest. Mining is important industry of the re-promises great development sure. Already a number of feet, to a point, thence in a westerly direction and parallel with the south line of said lot, 131.45 feet to the west line of said lot, 132.25 feet to the northeast corner of said lot thirty-seven, thence southerly along the east line of said lot thirty-seven, nine (9) feet, to a point, thence in a westerly direction, on a line parallel with the north line of said lot thirty-seven 132.25 feet to the west line of said lot, and thence in a northerly direction along the west line of said lot, nine (9) feet to the point of beginning.
That the exterior boundaries of the district of lands established, and declared by said resolution to be affected and benefited by said work or improvement, and to be assessed to pay the damages, costs and expenses thereof, are described as follows:
