WHAT THE GRAND JURY SAYS FINDS CONDITIONS IN APPLE-PIE ORDER IN COUNTY Books of County and Municipal Officers in Excellent Condition—Recommend That Doors Open Outwardly in Public Buildings—Road Moneys The grand jury which submitted its report to Judge West on Wednesday last finds an excellent state of public affairs existing in Orange county. Various bridges are found to be in need of repairs and a number of roads are deemed to be in need of repairs. The report advises that doors in public buildings open outwardly, as a measure of protection in case of fire. Books of county and city officials are found to be in good condition and officials are complimented for their neatness and accuracy in keeping books and accounts. Interesting points in the report are appended: We have made a careful examination of the books and records of each of the county officers, city officers, Justice courts; inspected public buildings and highways. Have investigated all complaints filed with the jury. We did not find it necessary to employ an expert on any of the county or city books in order to arrive at correct balances. We find the books of the various city officers in a praiseworthy condition and well kept, and all moneys properly handled and accounted for. There were in some cases a few minor errors which were at once corrected. In several instances we made recommendations to the officers as to the manner of keeping their records and accounts, and in all cases our recommendations were approved and they promised to carry them out. Our incorporated cities are to be congratulated on the competency of debt of the county: Anaheim Dist. School... Buena Park School... Delhi School... Diamond School... Fullerton School... Garden Grove School... Huntington Beach School... Laguna School... Lowell Joint School... Newport Beach School... Orange School... Olinda School... Springdale School... Savanna School... Tustin School... Anaheim High School... Fullerton High School... Orange High School... Huntington Beach High School... Santa Ana High School... Orange County Court House... We would recommend to City Trustees of our incorporated cities to have a fire protection ordinance drafted and passed, compelling the owners or constructors of public buildings or private buildings used by the public, or for public entertainments, to have their doors to swing out instead of in, or to swing both ways if desired, the object being to protect the public against loss of life by fire. We have carefully examined the books and accounts of the various county officers. We found them kept in a neat and orderly manner. The fees collected as represented therein have been turned in to the County Treasurer, and fully accounted for. The books are in balance and agree with the books of the County Auditor, except as hereinafter mentioned. Romero ... 44 51 $654 57 The County Treasurer holds an unpaid warrant for the sum of $76.25 issued in favor of the county one and one-half years ago. This we are told was given in payment of moneys paid out for the benefit of Newbert Protection District election expenses. The following is a list of the bond- The County Hospital is well kept, but entirely inadequate to accommodate the indigent sick. The public buildings of the county are in good condition. Fullerton city jail is a small wooden structure, surrounded by wooden buildings, rendering it absolutely dangerous to one locked in the small steel cell. At San Juan Capistrano the steel cell for holding prisoners has become misplaced and could not be found. We would recommend building an outside toilet for the use of county prisoners at the county jail as the present accommodations render it unsafe for the jailer, and also endangers the safety of county property. We recommend to the Trustees of the city of Santa Ana that they permit no water to be diverted from the sewage system until after it has passed through the septic tank. We call your attention to the fact that the Hon. Board of Supervisors have paid large sums of money for the purpose of reconciling the accounts of outgoing officers, whose books were left unbalanced. This has been done in addition to the regular experts provided by law. Believing it is the duty of outgoing officers to leave their books in perfect balance, we wish hereby to demonstrate against this practice. Complaint against Jacob Mueller was filed charging him with selling intoxicating liquors, and that the District Attorney would not take action against him. Twelve witnesses were named. All were summoned, appeared, were duly examined, after hearing the evidence, the following motion was unanimously passed: That the evidence submitted be turned over to the District Attorney's office for him to take such action as deemed advisable under the law. The following preamble and resolution was also passed by unanimous children we would urge that drill be given at least once. The following preamble and resolution was also passed by unanimous vote: Whereas, it has come to the knowledge of the Grand Jury that the purpose of instituting the investigation of the case of the People vs. Jacob Mueller was inspired by a desire to bring discredit upon the District Attorney's office, and Whereas, the evidence in the case completely exonerates his office from any such suspicion, therefore be it Resolved, That the Grand Jury hereby discredits the statements made as to the District Attorney's office desiring to shield Jacob Mueller or any one else in violation of the county prohibition ordinance. The Commissioners of the District of Columbia have recommended to Congress to change the inauguration day of the President and Vice-President from March the fourth to the last Thursday in April, the day on which Washington was inaugurated. The serious illness and death of many of those who have attended the inauguration on the fourth of March, including Senators and other eminent men as well as representatives of foreign countries, has called attention to the danger to all of the many thousands of persons from the severe weather peculiar to the fourth of March. The Governors of many states, as well as many representative men, have approved the proposition for a change of date, while the press of the country has almost universally commented in favor of the change. These suggestions will probably be submitted to the legislature: To close the season for deer for three or five years; to make the open season for doves from August 1 to October 1, and the bag limit 15 a day; to make the open season for quail from October 15 to January 15; to make the open season for ducks from September 1 to March 15, and the bag limit 25 a day. It was argued that unless the seasons are shortened, it will not take more than three years to exterminate deer, doves and quail. An effort will be made to secure the indorsement by every game protective organization in Southern California of these suggestions. How's This?
