SAVING THE WINTER FLOODS
GOVERNMENT EXPERIMENTS IN SANTA ANA RIVER
Freshets to Be Diverted Into Tiny Rivulets and Permitted to Sink in the Sands to Replenish Subsurface Reservoirs—Wastage to Cease
A striking experiment, which is expected to help solve the water problem of the southern valley, by saving millions of gallons of water wasted every year will soon be under way by the government.
The plan is to divert the winter freshets of the Santa Ana river, as they come roaring down from the mountains. The winter streams to be separated into tiny rivulets and conducted over the sandy wastes of the river bottom and allowed to sink into the ground to be stored by nature until summer. To this end the secretary of the interior has made a preliminary order withdrawing 1500 acres of the sandy river bottom from entry as public lands.
Santa Ana, Riverside and San Bernardino will be the sections directly benefited.
Singularly enough the order was procured largely through the efforts of Congressman Smith of Bakersfield who so bitterly opposed exactly similar action when Los Angeles was getting the title to Owens river. Mr. Smith explains his apparent inconsistency by pointing out that the Owens river lands, withdrawn from entry over his protest, were capable of cultivation; the lands in this case material delay in he transaction national forest business while was going on.

Fearing that these squatters might try to hold up the plan, the interests most concerned have kept it a secret.
At the opening of the session of congress, Francis Cuttle of Riverside, representing the allied water companies of Riverside, San Bernardino and Santa Ana and the Tri-Counties reforestation association, arrived in Washington and took up the matter with the California delegation and with the secretary of the interior. He thus explains the project:
"The water for the use of these cities has been developed from artesian wells, drawing their water from the underground flow of the Santa Ana river.
"Largely by reason of forest devastation more water is running to waste every year. It comes roaring down in a narrow stream, and flows into the sea. Experience has shown that if we diffuse this water in a number of very small streams, over an expanse of gravel, and sand, that it will sink into the ground and be conserved there, slowly percolating through the ground to the replenishment of the artesian wells."
In announcing the order withdrawing the lands from entry, Senator Flint stated that the idea is new to water conservation.

Washington, Dec. 15.—The institution of six district offices in the west by the United States Forest Service, a big piece of work which has just been completed, involves a complete change in the machinery of this branch of the government as regards the handling of national forests. As a result of the reorganization, the forest service force at the headquarters in this city has been reduced to the general administrative officers and to those who are conducting the investigative work of the service outside of the national forests.
The six districts which have the same boundaries as the old inspection districts will be in charge of six district foresters with headquarters in Denver, Colo.; Ogden, Utah; Albuquerque, N. Mex.; Missoula, Mont.; San Francisco, Cal.; and Portland, Oreg. For nearly a year preparation for the district organization has been going quietly but steadily forward. This has thrown an additional burden upon a force already excessively busy but the work has been accomplished and accomplished on time. Public notice is hereby given that default having been made in the payment of taxes due the City of Anaheim for the fiscal year 1908-1909, upon the property hereinbefore described,
I, N. F. STEADMAN, as Tax Collector in and for the said City of Anaheim by virtue of the power and authority in the vested, by law, unless the taxes delinquent, together with the cost and percentages due thereon, are paid, will on MONDAY, THE 11TH DAY OF JANUARY, 1909,
