FRIENDS OF SCHOOLS EARNESTLY APPEALED TO
State Teachers' Association Condemns Assembly Amendments Nos. 8 and 24—Would have Ill Effect Upon the Schools—Politics at Bottom of It
The following communication which is addressed to voters by the state teachers' association condemnatory of two proposed bills to be voted upon Nov. 3d, should enlist the careful attention of citizens throughout the state:
California Teachers' Association. Office of the President.
To the Friends of the Public Schools:
Two constitutional amendments affecting the school system of California are to be submitted to the voters for approval or disapproval at the coming election. Realizing that this matter is of vital consequence to the school system of the state, the California Teachers' Association requests your careful consideration of these amendments.
Assembly Constitutional Amendment No. 8.—The purpose of this amendment is to allow the kindergartens and evening schools to share in the distribution of the state school fund. This would result in the establishment of night schools where no necessity exists for them. It would afford encouragement to the employers of child labor, who could plead that the attendance at night school fulfilled the letter of the compulsory education law. The ultimate effect would be the withdrawal of many of the children from the day schools the state university, a representative appointed by the presiding normal schools, a business appointed by the governor's sentative of the polytech schools, a representative of schools elected by the county intendents of the state and sentative of the city schools by the city superintendent.
The California teachers' association condemns the amendment following reasons:

The California teachers' association opposes this amendment and recommends its rejection.
Assembly Constitutional Amendment No. 24.—The purpose of this amendment is to effect a reorganization of the State Board of Education.
The duties of that board are as follows:
1. To adopt rules and regulations for the government of the public schools.
2. To prescribe the credentials upon which high school certificates may be granted.
3. To examine applicants for high school certificates who do not present the proper credentials.
4. To grant life diplomas.
5. To adopt and have published a uniform series of text books for use in schools.
It will be seen that the functions of the board are professional, not political nor business. None of its duties can be performed by a layman. The present state board is a professional body, the composition of which is as follows: The governor, superintendent of public instruction, the president of the state university, the professor of pedagogy in the state university, and the five normal school presidents.
