Uncle Sam Will Soon Be at Work on His Two New Battleships.
WASHINGTON, Aug. 23. — Designs for the two new battleships, authorized by the last session of congress, probably will be completed and approved by September 15. The plans for the vessels are now being completed in the light of suggestions of the recent conference of naval officers at Newport. Some suggestions of changes were made at that conference, and they are now being incorporated in the designs. It is said the changes are not radical, but in view of the naval constructors are material to the new ships.
Upon completion of the plans they will be submitted to President Roosevelt for approval, and it is expected that by the middle of September, proposals for construction of one of the ships will be advertised for. The other ship is to be constructed at the Brooklyn navy yard by the government.
Pending completion and approval of the designs of the ships, which will be identical, no work will be done at the Brooklyn navy yard, in preparation for the construction of the vessel which is to be built there. This ship will be the Florida. Her sister ship, the Utah, will be constructed at some private yard.
It is likely that construction of the two vessels will be begun about the same time. It will be necessary to extend to some extent the facilities at the Brooklyn navy yard before work on the Florida can be begun, as the vessel will be nearly a hundred feet longer than any previously built at that yard. The main battery of the new ships is giving the average attendance of 95 per session.
It required the services of four state lecturers and dreded and ninety local staff carry on the work of these. Of these state lecturers, drawn from the facultylege of Agriculture, who detal of one hundred days to two special institutes were the state institute at the farm at Davis, and a raid at the Pathological Laboratory university at Whittier. The tendance at these special was 3,618 and the numbers was sixteen, making age attendance at each session.
In comparing the figures the attendance at farmers during the season of 1906 figures for the present following gratifying resulted: Total attendance 1907-08, 27,912; increased attendance 7,442, or 3 Average per session 1906 increase per session 1907-08 increase of 37 per cent.
The work done at these covered, both from the theoretical side, many o lems confronting the art and horticulturists of them can be considered, judging terest indicated through just given, to be of actual the farmers of California.

A strong effort is being made to induce the department to equip the vessels, especially their main batteries, with 13-inch guns. It is not improbable that this caliber of gun will be selected, although it is urged that the life of the guns of that caliber is comparatively so brief as to render the adoption of so heavy a gun unwarranted by all experience.
YEAR'S FARMERS' INSTITUTES
Twenty-eight Counties Covered By the University Extension in Agriculture.
The report of the Farmers' Institute work of the department of university extension in agriculutre of the University of California for the year ending June 30, 1908, has just been compiled.
While statistics usually make dry reading, certain interesting and instructive facts are brought out in this report and these facts to a certain degree illustrate the meaning to our farmers in the university etxension work in agriculture.
Eighty-eight institutes were held during the past year, covering twenty-eight counties of the state. Forty-nine of these were one-day meetings- thirty-seven continued through two days, while two were of three and four days duration respectively.

which he has this season lambed a herd of 670 ewes without a herder's care and with very little attention and great success. Mr. Emons is extending his fence, for he finds that it pays.
Careful record will be kept of the weights of lambs raised inside this fence with a view of comparing them with the same grade of lambs raised outside the fence on the same class of range, so that any gains or losses in weight and growth may be determined.

S. C. Smith was nominated for Congress by acclamation at the Eighth District Congressional convention at Santa Barbara, on Thursday. The opposition to Smith, which was never formidable, dispersed entirely, and he had a field entirely to himself. It was his third nomination for the office.
Senator Wright of San Diego, who for some months past, has been in receptive mood for the nomination, was chairman of the convention.
About fifty fo the 113 delegates entitled to seats in the convention, representing eleven counties of Central and Southern California, were present when Clio L. Lloyd of Santa Barbara, chairman of the Congressional Committee, called the meeting to order at 2:30 p.m. in the convention hall of the Potter Hotel. Thomas R. Bard, of Ventura, was made chairman of the committee on resolutions, and F. C. Spencer, of this city, chairman of the committee on credentials. For the new Congressional committee, R. C. Hardison, of San Bernardino, was elected chairman and C. W. Barton of Riverside, secretary.
Smith's nomination was seconded by the leader of every county delegation.
A strong feature of this convention was its resolutions, which, after applauding the president's policies those of the Republican National platform, declared:
"We recognize the wisdom of the Republican National convention in declaring for a revision of the tariff, but we urge upon our representative the importance and justice of the present moderate rate on citrus fruits and other agricultural products of this district."

This congressional convention represented the entire Southern California, excepting Los Angeles county, and its declaration on the tariff is therefore pointed.
Smith was placed in nomination by D. A. MacMullen of the Orange county delegation.
