Farm Management
The Department of Agriculture, through the bureau of plant industry, has established a department known as "Farm Management Investigations," in charge of Wm. J. Spillman. The United States is divided into districts having a similarity of soil and climatic conditions and a specialist will be placed in each district. This has been done in only a few districts as yet, but the plan is gradually being enlarged and the district composed of Southern California, Arizona and Nevada is promised a specialist next year. The business of this specialist will be to examine the different methods of farming and to formulate plans in farm management, based on the results obtained by the most successful farmers, which will be published both in bulletins and through the newspapers. It is hoped by this to bring the best methods to the notice of all farmers and to enable farmers to increase their profits, as has already been done in some of the districts of the eastern states.
Soil Analysis
It has been stated that an analysis of the soil does not tell the agriculturist what fertilizers are needed to make better crops and that only practical experimenting will solve the problem.
This is scarcely correct, as a soil analysis made by the experiment station at Berkeley gives only the available plant food in the sample. There may be much more potash and phosphoric acid in the sample than the analysis shows, but if so it is locked in such a way that the plants cannot readily reach it.

WHAT THE LEAGUE STANDS
In accordance with the intention of the Lincoln-league to give republican opportunity to know what voting for at the August meeting of the Los Angeles county committee of the league held the following platform:
The league of Lincoln-republican clubs of California by declares the following legislative platform for the term of the legislature:
1. The enactment of a primary election law whereby native officers shall be nominated direct vote of the people, assembly constitutional and No. 3 shall be adopted at the annual election in November, 1907.
2. A bill providing that the of California, acting with respective parties, may convey vote for United States governor and that the candidate for the largest number of votes party shall be declared nominee for such office.
3. The enactment of such will penalize any violation provision of Section 21, A of the constitution for bates and discriminations in portation companies, but without, for twenty-nine years neglect of the legislature mained a dead letter and inoperative.
4. A reciprocal demurrage modeled after the Texas case substantially embodied in bill 225, which failed to legislature of 1907, provide railroads must pay shipping ages for failure to deliver.
Trade and Peace

Japan sells the United States goods worth $65,000,000 a year. That is more than any other nation takes by $15,000,000, and more than France, Germany and Great Britain combined take nearly three times over. We sell Japan goods that come to $40,000,000. Here, again, is the largest item in the import trade of the empire. But China and Great Britain tread close to our heels.
The goods we buy in Japan are mostly rice, tea and silk. Cut off our trade and there will be no outlet for this merchandise and the Japanese would suffer greatly. The greatest part of our bill against Japan is for raw cotton. Cut off that supply and it could not be made up from any quarter of the world. The loss would throw many thousands out of employment.
If Japan could not sell us $65,000,000 worth of goods, mostly the product of the lands, and could not obtain cotton for their mills, the country would be brought near ruin and the people near starvation.
