Appointed Delegates Urge Appointment of State and Congressional Delegations—Can the Railroad Hope to Win by Such Practices?
Johnny Morrison and Supervisor Angle of Tustin kept county roads hot with automobiles on Friday hiking up and down the highways of the county button-holing county committeemen and giving them the latest political dope issuing from Southern Pacific headquarters in Los Angeles relative to Saturday's meeting of the committee.
Shoo Fly Johnny refused to call a meeting of the committee when waited upon by Jacob Walton, W. F. Lutz and A. I. Stewart at his home in Orange last week. He said his "lawyer" had informed him such meeting would be "illegal." When a meeting of the committeemen was called, despite his refusal, by collarless members, Shoo Fly Johnny became the busiest man in the county. The Santa Ana Register tells the story about him this way:
For one who did not want the meeting held, and for one who refused to call it, Morrison has been almighty busy since he heard that central committeemen had called the meeting in spite of him. And Morrison was not the only man of the push who got almighty busy.

At the meeting of the central committee a motion will be made requesting the appointed delegates to resign that primaries may be called, a county convention held and delegates elected in the manner the people want them elected.
That this motion expresses the wish of the vast majority of the Republicans of Orange county no central committeeman can doubt.

It is a noticeable fact, and a fact that has been commented upon very freely, that the men who put through the deal for appointment of delegates instead of their selection through a county convention made themselves delegates. W. M. Brown of Orange got into that programmed meeting by the use of a proxy from West Orange; he spoke for the appointment measure, voted for it, and was made a delegate.
G. W. Bird of Olinda, one of the discredited secret-ballot delegates to the senatorial convention also voted for the appointments and was named as a delegate by the Walker-McMullan push.
W. R. McAllop of Los Alamitos spoke and voted for the deal, and got recognition on the delegations.
F. C. Spencer of Anaheim spoke and voted his own vote and a proxy for the bunch's measure. He got on the list.

Sid Smithwick voted his vote and a proxy for the deal. On the delegation goes Smithwick. John Landell of San Juan Capistrano voted for the appointments. He was down on the Walker-MacMullan list.
And it may be worth mentioning that G. W. Bird, K. E. Watson and John Landell of the secret-ballot, instruction-desertion agreement, are delegates.
The name of S. O. Walker of Buena Park, paid employee of the Southern Pacific for political purposes, does not appear on the list of delegates. But mind you, voters, Walker will be present at both the state and congressional conventions. Walker was not a delegate to the last state convention, but he was there and he was allowed to caucus with the Orange county delegation until strenuous objection from the "anti" portion of it drove him out.
Walker was not a delegate to the last senatorial convention, but Walker was there. Walker was in the caucus of the push delegates. Walker was admitted, his wishes sought, his manipulations accepted. But six delegates regularly elected by the Orange county convention were never admitted to that caucus. The receipts of the year exceeded the expenditures by a few thousand dollars; the state has nearly four million dollars of unused funds on deposit in about a hundred banks, and there are approximately two millions in cash on hand."
