Gov. Gillett Makes Unfit Appointment as California’s Representative at Conference of Governor’s—Attorney of Private Interests, Not for the People
Gov. Gillett is severely criticized for his appointment of Frank H. Short of Fresno to represent him at the conference of governors to assemble at Washington this month. Mr. Short is attorney for private interests which seek to control the waters of the Sierras for their own uses, while ignoring the interests of the people.
The conference will deal with problems upon which the continued prosperity of the nation vitally depends. For this reason its deliberations will be more fundamentally important and far-reaching than any since the days when the republic was planned. Never before have the chief executives of all the states met in one body presided by the chief executive of the nation, and never before has there been a subject bigger or broader to cause, such a meeting.
The steps which led to the calling of this conference are particularly instructive in the way in which they emphasize the close inter-relation and interdependence of all the natural sources of the nation’s wealth, and the fact that any attempt to conserve one set will soon involve the protection of others.
The appointment of Short is a direct slap at the president, as it is an insult to every patriotic citizen of the state. If Gillett were up for election this year he would be defeated by 50,000 majority.

It has remained for Governor Gillett, on the very eve of the primaries at which California republicans fight to overthrow the machine, to express his contempt for President Roosevelt and his policies and attest his own devotion to the machine that made him, in a way that must astound all men.
Long ago the president issued a call for a conference having for its object the conservation of the natural resources of the country, the date being fixed for May 12. It is due to his farsighted warnings that the consciousness of the republic has been awakened to the frightful rapidity with which its own natural resources are being dissipated. The service thus rendered by him to our children and our children's children is of incalculable value. The resources so long deemed inexhaustible are now clearly seen not only to be capable of exhaustion, but in imminent danger of exhaustion, if not intelligently conserved.
President Roosevelt invited the governors of all the states to attend this notable conference to be held in the great East room of the White House. The governor of California was naturally included among those invited. Mr. Gillett, preferring to satisfy his inordinate appetite for a position in the limelight on the occasion of the visit the fleet, despite the fact that his official welcome to it to the coast was tendered at San Diego to the loud music of the uniforms of his staff, pleads that the duty of welcoming the fleet at San Francisco prevents attendance at the great conference. Of course, he also feels that there is nothing in it for the Southern Pacific railroad. Why then should he go?
Among the most important subjects to be considered at that conference are those pertaining to the forest reserves and the utilization of their water powers for the greatest benefit of the people who own them.

Mr. Short has no more moral right to be present at that conference than a rattlesnake in a nursery. He is one of the strongest opponents in California of the policy of conserving the natural resources for public use. He has fought continuously the endeavors of Pinchot

A MEETING TO BE FAMOUS IN HISTORY
The president outlined the scope and purpose of the conference in his invitation to the governors, published in Forestry and Irrigation for December last, and emphasized the importance of the subject in the following words:
“There is no other question now before the nation of equal gravity with the question of the conservation of our natural resources; and it is the plain duty of us who, for the moment, are responsible, to take inventory of the natural resources which have been handed down to us, to forecast the needs of the future, and so handle the great sources of our prosperity as not to destroy in advance all hope of the prosperity of our descendants. * * *

It will be a conference in the truest sense of the word, with the single purpose of getting down to a practical working basis at once. To that end there will be an absence of set papers,
though in order to open the discussions, a few recognized authorities will present brief descriptions of existing facts and conditions. It is hoped that plans may be so formulated that there will be immediate and concerted action on the part of the different states toward the conservation of natural resources, the fundamentally vital problem, according to the president, before the people of the United States today.
