WHAT'S DOING IN POLITICS California will be in the Taft Band Wagon — Will Orange County Have a Candidate for Congress, and Will Anderson Tru Again for State Senator? This is an off year in politics for California, but we shall soon be in the midst of a warm presidential campaign. Indeed, the fight is now on east, and while this State has no favorite son as in the case of Indiana, Illinois and New York, there exists a keen interest in national politics, and all indications point to a delegation solid for Taft, the favorite son, not of any particular state, but of the country at large. It is a significant fact that the state machines in several eastern states, which a year ago exhibited active hostility to the Ohioan, are now in line for his nomination. In this state the machine has been anything to beat Taft until recently, when Senator Flint gave out an interview at Washington favorable to the Ohioan, and the little S. P. fry cannot make themselves noisy enough in his support. Flint takes his orders from Herrin, who as a political weather vane in California is well worth watching. Of course California cannot tie itself to the shirttail of any of the "favorite sons"—Hughes, Fairbanks, Cannon or La Follette. The state will ask much from the next administration. There appears to be a bit of a war cloud in the Far East, and according to all authorities a scrap with Japan will have to occur before the completion of the Panama canal, for obvious reasons. While the sage ones in the community apprehend no trouble with his royal Nibs the Mikado, yet fortifications to our coast harbors must come, and much of this work will go over until the next administration. Of course, even with the selection of any of the favorite sons, California's interests would inevitably be protected; but it will be easier sailing with our lot cast in the beginning with the victorious. Anyway, it used to be that way in politics, says the Rounder, and he ought to know. The names of Gov. Gillett, National Committee Knight, M. H. de Young and Gen. Otis have been mentioned as delegates-at-large from California to Chicago, and there is no question these men are for Taft. The state delegation will without doubt be solid for the war secretary. It is on the cards that these delegates will be placed on the carpet at the convention to be held this spring, and there promises to be something doing. In this connection it occurs to us that a similar resolution was introduced in the county convention at Santa Ana two years ago, pledging the delegates to pay their own railroad fare, and not to accept a pass. Lawyer Keech introduced the motion. Mr. Keech used to shy at a railroad pass, but he is said to be getting over it. How many of the delegates to the Santa Cruz convention abided by this pledge? If we should hazard a guess, we should say not many. And yet the county is full of Lincoln-Roosevelt reformers who never rode on anything but a railroad pass in their life. The committee adopted the call for and fixed the date of the convention for May 14, and unanimously adopted a resolution offered by Gen. George Stone, chairman, calling for an unofficial primary to be held throughout the state on May 2 for the purpose of giving the voters an opportunity to express by ballot their choice for candidate for president at the coming election. County committees of the several counties are directed by the state central committee to issue calls for this unofficial primary in their respective districts, and the formation of clubs in aid and support of this plan is strongly urged so as to obtain as full an expression of the republicans of the state as to their preference for president as possible. The final result by counties is to be transmitted and certified by the chairman and secretary of the state committee to the chairman of the state convention with the recommendation that the delegates elected by the state convention shall be instructed to support the candidate who shall receive the highest number of votes in the state. The resolution was adopted without debate and headed off a resolution indorsing Secretary of War Taft as California's choice for president, which Col. E. A. Forbes of Sacramento had prepared and intended to introduce. The latter, however, expressed no dissatisfaction with Gen. Stone's resolution, declaring he was confident the republicans of California were overwhelmingly in favor of Taft. This apportionment is notable for the fact that for the first time in the political history of the State Los Angeles has been the leading county in the number of delegates entitled to seats in the convention, having 94 to San Francisco's 67 and the 55 of Alameda. The apportionment is on the Gillett vote. If this order is reversed in constructing a road, the result will be less satisfactory than if the soil be left at the top of the road, for soil makes a better surface to a road than clay. If the roadbed is largely clay to start with, it will be well to place sandy soil or clean sand on top. A covering of 6 to 10 inches of sand upon clay that persists in breaking up into deep mudholes will usually be satisfactory, and if sand enough be added, this clay will cease to make mud. If the roadbed is composed of sand it can be improved by an application of clay. Construction and maintenance. Earth road composed of water and soil should be exposed to sand air as freely as possible, parison between the shaded many portions of such a road easily indicate.
