DISTILLATE TANK UPON ROOF Man Fills It While Smoking Cigar—Billy Warner Tells Troubles to City Fathers. Billy Warner was the star performer at the meeting of city fathers on Thursday evening. For a time it looked as though there would be no quorum. Only Trustees Fiscus and Kroeger were in the hall. Mayor Rust was telephoned to, and a feminine voice came over the phone saying the mayor was in bed fast asleep, plumb tired out. Trustee Stock was in Los Angeles. A messenger was dispatched for Trustee Darling. That gentleman was found also to be in bed. He was aroused to the importance of having a quorum, as the monthly budget of many thousands of dollars would otherwise be hung up. He appeared in the council chamber shortly before 9 o'clock. Clerk Merritt immediately called the meeting to order. Trustee Fiscus presided. Warner told the assembled trustees that a restaurant next door to his barn was maintaining upon its roof a fifty-gallon tank of distillate which he considered more of a menace to his property than he ought reasonably to be expected to endure. They had had one explosion, and he protested against a continuance of the nuisance. While one of the men was filling the tank a day or two before, he had a lighted cigar in his mouth at first reading regulating rates for moving-picture shows, entertainments charging 20 admission fee, the yearly rate fixed at $16 per year, or $4 per ter. When an excess of this sion fee is charged, the rate is $10 per quarter. It instructed the city attorney to prepare an ordinance referring to distillate tanks. The cesspool was referred to the proper authorities to enforce the ordinance regarding such matters. The water company submitted through Engineer Kellogg a lengthy communication relative to the pipeline on Broadway, which not only protrudes through the street grade, but has caused a cessation to the construction of a cement sidewalk on the south side of the street. It appears the pipeline, which is a thirty-inch vitrified affair, lies directly under the curb, and its altitude prevents the cement workers from completing their contract. The water company was invited at a recent meeting of the city trustees to move the pipe. The company replies at length that when the pipeline was laid, many years ago, it was made to conform to the official street grade, and thus if the street grade has been changed, it is up to the city to do the moving act. The vitrified pipe, the company continues, will be ruined by exhumation and reinterment. Mr. Kellogg told the West Center. Permits for erection of sheds and barns were granted. Engineer Steward submitted subdivision of subdivision of the Front tract between South and streets. Approved. J. O. Royer requested that street near his residence be oiled, offering to pay his cost of oiling. He also asked trees along the thorough trimmmed. City Engineer Steward differed with the contention of the company relative to the grade of Broadway having been officially determined at the time the pipe was laid. He could find no authority for such statement. There seems to be looming up on the horizon a cloud no bigger than Boss Crowther’s hand, which may develop into a most beautiful scrap. City Attorney Melrose stated his position in the matter to be this: Being attorney for the water company as well as for the city, he finds himself unable to obey two masters. He had laid the matter before the water company in similar phrase. He requested that if a legal contest were to be taken on in relation to the matter at issue, he be excused from active service. The board laid the matter over until a full meeting. The board adopted an ordinance Whatever portion of any school districts fall within the bert drainage district will be subject to a $2.70 additional rate for said district. Also such portion of any of the school districts within the Newport protect district will be subject to a $2.70 national rate for the use of said district. The drainage and pro-districts lie across the San Francisco river southwest of the county and in no way affect the tax in the vicinity of Orange. The special school tax includes taxes that have been levied schools in each district.STANCE, the Orange school has 18 cents for the grammar building fund and 10 cents for living, etc., of the grammar school 17 cents for the highschool building fund and 55 cents for running expenses of the highschool, not all together a total of $100 special school tax rate for the district.—Orange Post. MOLASSES AS STOCK FOOD Figures Showing Its Economy as well as Superiority Over Other Foods. In other countries people are far in advance of us in utilizing molasses for stock food. In Germany, according to the Scientific American, dried peat is ground and sifted and mixed with molasses in the proportion of 25 per cent peat and 75 per cent molasses obtained in the manufacture of sugar from beets. This product is guaranteed to contain 35 to 40 per cent sugar. Horses fed with this develop a glossy coat, gain in appetite, and are free from colic. Neat cattle are said to become less subject to foot and mouth disease, the addition of 4-10 pounds to the daily feed of milch cows is said to increase the daily yield of milch about 55-100 gallon. In the province of Hanover from 10,000 to 15,000 tons are used each year, while Germany as a whole consumes about 200,000 tons, or the equivalent of 33,000,000 gallons. In this country a perfect substitute for the peat would be leaves from the alfalfa which shell off in handling—a mixture of molasses and alfalfa in this way in the right proportions would be ideal for cows, horses and hogs, being a highly nutritious and cheap feed taking the for erection of various barns were granted. The hay used was volunteer, cut in April, full of salt grass, weeds and some burr clover. An experiment made in feeding this weedy hay without the use of the molasses was that about one-half was wasted, making it impracticable to try to use it for a working team. It had been offered for sale at $2 per ton, but was rejected. The method of feeding is to cut it up with a hay cutter, then sprinkle it with 3 quarts of molasses diluted, over 20 pounds of hay per day, using together with the same about 7 pounds of rolled barley per head per day. The result was that the horses, although continuing their hard work, not only held their own, but stood their work better than on grain, and are today sleek and in good spirits. The comparison between 10 tons of best hay and less than 7 tons of volunteer hay shows a discrepancy for the reason that the volunteer hay was all eaten when treated with molasses, while even the best barley hay fed dry necessitates a great deal of waste. By the use of molasses the volunteer hay was equally as good for the purpose as it was all eaten up clean when the molasses was sprinkled over it. Later, the item of rolled barley will be further reduced and probably cut out altogether. The principal difficulty in regard to the future use of molasses as above illustrated is that there is such a demand for it in the manufacture of vinegar and denatured alcohol that it is not available during several months of the year.
