GROWING INTEREST IN STATE
Thousands of Eastern Visitors In California and More Arriving Daily.
The work of the California Promotion Committee during the past month has been marked with more than the usual diversity of interest. Following the work of the Committee to make the National Irrigation Congress, held at Sacramento, a success, the Committee took advantage of the fact that thousands of strangers were within the State and had its representatives at the Congress, where a large amount of literature bearing on California was distributed, and an illustrated lecture given, showing California and its industrial advantages. The prize Holstein bull, California Promotion Boy, which was given by the Committee for the best display of products of a single irrigated farm, was awarded to J. F. Adams, of Tule Lake, Oregon, and is now in his herd, advertising one of California's products.
The large party of Brooklyn people who visited the State at the close of August and early in September were made to feel that their visit was both profitable and pleasant, by the efforts of the Committee, which arranged with the local organizations in the various cities visited, to have programs of entertainment prepared. Letters received from members of the party, and clippings from Eastern newspapers relating to their visit show that the State received good advertising through this visit.
Silver Service for the Venerable Boston, Mass., Oct. 4.—At lestown Navy yard today in ceremonies were held in order with the presentation of a silver service by the State office to the battleship of that naval presentation was made by Proctor, who was accompanied official staff and a number of inert representatives of the Mountain State. Similar arrangements were made for the entertainment of a party of young ladies sent to the Coast by the Evening News of Honolulu, and the party was entertained at various cities by ladies' clubs and commercial organizations that had been advised by the Committee of the approaching visit.
With the approach of the winter season in the East the Committee is desirous of strengthening its illustrated lecture service by securing new lantern slides of California industries, and all who are interested in this matter are requested to send to the Committee any slides they may feel disposed to give or lend for this purpose. The lectures are given under the auspices of the Eastern Bureau of the Committee which is doing good work for California on the Atlantic Coast.
Recognizing the fact that California can furnish all the building material needed in the State, the Committee has entered upon a campaign among the various counties, to have a complete exhibit of such materials made at the Mining Bureau, in the Ferry Building of San Francisco. Replies indicate that there will be a general approval and assistance in this work and that the display will be one that will be a credit to the State, and will keep those interested in such matters well informed as to California's possibilities.

We have definitely taken our place among the great world powers, and it would be a sign of ignoble weakness, having taken such a place, to shirk its responsibilities. Therefore,
unless we are willing to abandon this place, to abandon our insistence upon the Monroe doctrine, to give up the Panama canal, and to be content to acknowledge ourselves a weak and timid nation, we must steadily build up and maintain a great fighting navy.
I believe that the nation has the whole governmental power over interstate commerce and the widest discretion in dealing with that subject; of course, under the express limits prescribed in the constitution for the exercise of all such powers, such for instance as the condition that "due process of law" should not be denied.
There are difficulties arising from our dual form of government. If they prove to be insuperable resort must be had to the power of amendment. Let us first try to meet them by the exercise of all the powers of the national government which in the Marshall spirit of broad interpretation can be found in the constitution as it is.

The American people will not tolerate the happy-go-lucky system of no control over the great interstate railroads, with the insolent and manifold abuses which have so generally accompanied it. The control must exist somewhere; and unless it is by thoroughgoing and radical law placed upon the statute books of the nation, it will be exercised in ever-increasing measure by the several states.
Personally I firmly believe that there should be national legislation to control all industrial corporations doing an interstate business, including the control of the output of their securities, but as to these the necessity for federal control is less urgent and immediate than is the case with the railroads.
Centralization has already taken place in the world of commerce and industry. All that I ask is that the national government look this fact in the face, accept it as a fact, and fit itself accordingly for a policy of supervision and control over this centralized commerce and industry.

The number of colonists arriving during the month almost doubled those arriving for the same period a year ago. All parts of the State report good effects from this infusion of new people, and business conditions in all lines show steady increase.
California's grape harvest was exceptionally good, and the net results to growers have been the largest of any season. Large acreages are being put to vines, and many new vineyards are coming into bearing, but the demand continues to increase more rapidly than it can be supplied, resulting in increasing prices.
Building activity is noted in all California cities, and this is especially noted in the erection of better-class residences and business blocks. The demand for building material is steady, and prices in all lines are now normal.
There has been great demand for school teachers all over California, and as a result salaries have increased materially in all parts of the State, but without achieving the desired result of filling the requirements.
Numerous small factories have been started in interior cities and towns, and there is consequent increased demand for operative help. Men and women are needed in large numbers and can find steady and profitable employment.
