AFTER WATER GRABBERS
Valley Irrigators Bring Suit Against Riverside Pumpers—Insists Upon Rights.
Another water lawsuit is on against Riverside, this time to restrain the enterprising people of that county from pumping all the water from the river. The plaintiff is the Santa Ana River Development Company, which has brought suit in equity in the United States Circuit Court in Los Angeles against a score of Riverside water companies and private individuals. The lawsuit has threatened for years.
The Santa Ana River Development Company is the corporate name for an association formed by the Anaheim Union Water Company and the Santa Ana Valley Irrigation Company. The association avers its lands are threatened with the entire loss of irrigation water, if the defendants are allowed to pump from the bed of the Santa Ana river in Riverside county.
The surface and subterranean flow from the river has filled miles of irrigating canals and its waters have added many millions of dollars to the value of orange groves in Riverside county. At first the stream furnished sufficient water and to spare, without recourse to pumping. But, as the demand for irrigation grew each year, company after company was forced to divert a part of the waters to its intakes and canals.

This increasing demand for water has caused the gravest apprehension among riparian owners situated at points lower down on the stream. An effort was made to come to some amicable arrangement whereby the first users of the water would only take what was considered a fair share. But all negotiations have come to an abrupt ending with the filing of the suit.
To show the extensive character of the litigation, the list of defendants is given. It is: Gage Canal Company, Riverside-Highland Water Company, Riverside Water Company, West Riverside Water Company, Stearns Ranchos Company, Rogers Development Company, Excelsior Land Company, Rivino Water Company, Rosedale Water Company, California Cement Company, Auburndale Development Company, City of Riverside, C. C. Patten, Fred Hizer, Highgrove; C. W. Rogers, C. C. Pond, C. McMillan, Francis Cuttle, Z. T. Brown, P. T. Evans, Riverside; Mary T Smith, F. H Osler, Robert Baldwin, Claus Ahlf and Priestley Hall of Corona.
The pleadings go back to the early days of Riverside, when the Gage canal system and the Riverside Water Company commenced to divert water from the river. The bill sets forth when each subsequent company took a portion of the river until it became necessary to establish pumping plants in order to keep up the water supply.
Owing to the court vacation, the bill in equity will not be taken before Judge Ross until some time in September. It may be months before a final disposition of the matter is obtained.
The attorneys for plaintiff are Richard Melrose of this city, E. E. Keech of Santa Ana, Judge John D. Pope and Judge A. W. Hutton of Los Angeles. These are the same lawyers who won

The case has been in preparation for years, and plaintiff will be supported by minute daily measurements showing the rise and fall of water in the river prepared by a corps of the foremost hydraulic engineers in the southwest.
The case promises to be one of the greatest water lawsuits in the history of the state.

This school has also arranged with the U. S. Government to hold there the regular semi-annual Civil Service examinations, thus giving its students the chance to prepare for and pass their Civil Service examination at the same place—this being the only school in California making a specialty of coaching for the Civil Service and assisting young people to secure government positions.
