WASHINGTON CHAT Postal officials are greatly interested in the several innovations to be adopted by the department at the suggestion of the postmaster general and which he will ask of congress immediately after it convenes. All of the new schemes he has devised will be of direct benefit to the public and it is believed by those who are conversant with postal affairs that legislation will be quickly enacted to put the new plans into execution. About the first experiment to be tried will be the stamping machine, much like those already in use in Germany. These are to be put in public places such as railroad stations, hotels, stores, etc., where people can place their money in the slot, push the plunger and obtain the required denomination and amount of stamps. It is likely that the machines will first be tried in Washington, Philadelphia and New York and if they prove a success in these places they will be installed in towns and cities all over the country. From this one innovation it is thought that the postal revenues will be largely increased. A limited parcels-post system is also to be inaugurated which will permit the carrying of parcels weighing from seven to ten pounds. The public is demanding the parcels post and will be satisfied to have it in a limited form as there is no likelihood of it being adopted in the same broad and liberal manner as it is in force in foreign countries. The postal savings bank is a clever scheme and if established will permit people to make sure of their savings by buying postal orders, payable to themselves, which they can cash as from seven to ten pounds. From this it would appear that many people prefer Uncle Sam for their banker, although he pays no interest, rather than trust their savings to banks. The amount of deposits to be made by any one person will be limited. If the postal bak is adopted, then it is probable that a resumption of the issue of postal orders limited to $3 or $5 will take place, but those will be made payable to bearer only. Horse Books in Demand The department of agriculture has recently ordered another edition of 250,000 copies of the book on "Special Diseases of the Horse," or "horse book," as it is popularly known. This is one of the most sought after government publications and the present edition will bring the total number of copies issued well over the million mark. It is said the book has cost members of congress more money than has any other similar work, for when their "allowance" was exhausted, they have had to purchase their supplies from the superintendent of documents. Many members have bought over 500 copies for distribution among their constituents. It is a book that should be in the possession of every farmer and every lover of horses and it can be had through the request of a senator or member. To illustrate the magnitude of the department's publications it is cited that if the animal books ordered as a first edition—361,000—were laid end to end they would cover a space of fifty-one miles in length, while if piled up flatwise they would make 108 piles as high as the Washington monument. It has been noted of late that many congressmen who leave the capital city during the vacation period of congress leave their homes in charge of friends who are employed in the departments. Government clerks who prefer to board during the winter and keep house during the summer and who are lucky enough to know a member of the house or senate, or other public official who is in Washington only for the winter, are thus enabled to gratify their desires without going to the expense of equipping a house of their own. The caretaking of congressional residences, which, like most things else, began in a modest way, promises to become one of the recognized events of the Washington summer season. It serves the double purpose of saving rent to the ambitious clerk and also enables the congressman and his family to rest in comfortable assurance that their property is receiving care. They likewise appreciate the fire protection afforded by the forest officers of the government in the national forests, and the grazing regulations which prevent woodland ranges to desirable improvements have forest conditions in the park under protection of the state.
