TO FIGHT DREAD WHITE ELY
Southern California Counties Will Maintain Rigid Quarantine Against Yuba County, and Also Against Florida
The Orange County Horticultural Commissioners have petitioned the Board of Supervisors to put all plants, nursery stock, trees and fruits of Yuba county under quarantine. The reason is given in a resolution to the effect that the Florida white fly has appeared in the orchards of that county.
This line of action is in conformity with that taken by other counties of Southern California. A rigid quarantine is to be maintained against the northern county. In Los Angeles county vigorous action has already been taken.
The aid of State quarantine against Florida and Louisiana, the quarantining of Yuba county, the vigilance of local postmasters and the increased activity of all the inspectors of the County Horticultural Commission is to be invoked to stamp out those pests already seated here, and to prevent the encroachment of the Florida white fly, whose presence has been discovered in some parts of California.
A lively meeting of the Los Angeles County Horticultural Commission, attended by all of its deputies, was held last week and a vigorous campaign was mapped out.
The Florida white fly, or Aleyrodes Citri, is declared by Commissioner Jeffrey to be the overwhelming pest of the Florida orange and lemon growers, and he says that because of the ing to a recently published Prof. W. A. Morrill, it limited to the orange-growing of the Gulf States. Its past covers a period of less years, but in its importance ace to citrus fruit-growing Florida the white fly has passed all other citrus en insect and fungus. Its sprit territory is annually be marked, being hastened byance of new centers of infestation the present rate every grow will become infested during ten years, with the possible of a few that may be favorable. The work that is at present conducted by the bureau of en the United States Department agriculture was begun soon after July under the provisional congressional agricultural bill for the present.
To those of you who have knowledge of the scope of this local investigation, it is unnexplain that three months insufficient in point of time results in any but minor dollars.
The citrus trees are selen killed outright by the attack insects, but growth is remarked degree, and sometimes stopped. Injury is not the extraction of the juicy leaves by larvae and adults; black fungus growth known mold which grows rapidly dew secreted by the insects chemical test shows that treated leaves are unable to perform their functions of starch out of the food applied by the roots. The Florida white fly, or Aleyrodes Citri, is declared by Commissioner Jeffrey to be the overwhelming pest of the Florida orange and lemon growers, and he says that because of the inroads of these flies scores of large orchards have been abandoned along the main lines of travel.
A resolution was adopted by the Horticultural Commission, last week, asking the cooperation of every citrus fruit grower in Los Angeles county, and the aid of the postmaster in every postoffice of this county, in the effort to shut out the white fly.
The situation generally was discussed, and each inspector made reports on conditions in his district. Each inspector was instructed to put into force a ruling of the board adopted some time ago, requiring the rigid inspection of every shipment of trees sent out of one district to another, whether by wagon or by train.
It is claimed that there has been allowed to exist a condition whereby nurserymen have been moving lots of trees by wagon to various points, from district to district in this county, with out the proper inspection tag, and the horticultural commission has allowed this to pass, as these men claimed they were short of help to make the necessary inspections.
In the face of present conditions, however, which are considered particularly menancing, the commission has determined the only safe measure is to require the inspection of every shipment, and this renewal of the old ruling is to go into effect at once. Hereafter, any nurseryman or orchardist who moves trees from one district to another without proper tagging by the inspector will be guilty of a misdemeanor and subject to arrest and a penalty.
Through the activities of the Los Angeles county horticultural commission, the state horticultural commissioner has issued quarantine orders against Florida and Louisiana; but it developed at a recent meeting of the local commission that there is a disfly, whose presence has been discovered in some parts of California.

Through the activities of the Los Angeles county horticultural commission, the state horticultural commissioner has issued quarantine orders against Florida and Louisiana; but it developed at a recent meeting of the local commission that there is a distinct sentiment among Florida nurserymen to ignore this safeguard and to violate it at every opportunity.
Members of the local commission have been shown letters from Florida nurserymen to former patrons in this county, wherein they urge placing further orders for Florida stock. They say that while they are barred from the use of the freight and express transportation facilities because of the quarantine regulations, "there are other ways to deliver" the stock, and they urge the placing of such orders as can be sent through the United States malls.
For this reason every postmaster in Los Angeles county will be asked to co-operate with the horticultural commission and its corps of inspectors, by notifying the inspector of the particular district as soon as the shipment of Florida stock is received at the post office.
The postoffice department has taken up the matter and it has ruled that while there can be no intercepting of United States mail in these cases, the postmaster may be allowed to notify the local inspector of the arrival of such shipment, and this will give the inspector an opportunity to note its destination, and to seize it as soon as Uncle Sam has delivered it.
THE WHITE FLY
The control of the white fly, accord-

years, with the possible exception
that may be favorably isolated.
Work that is at present being conducted by the bureau of entomology of

Secretary Taft has never been defeated, possibly because he never had a
contest and he naturally does not want
to tarnish an unsullied record. But
here is the plot. It was unfolded by
the stout ex-senator who is physically a
cut short edition of Secretary Taft, and therefore may have a corps d'esprit feeling. There was a tailors' convention out in Chicago last week, and the delegates, evidently having been "sejuiced" by the heartless forces of Fairbanks, decided that men's garments this summer should be suspend-erless and belted at the waist. "Just think of that, will you?" said ex-Senator Mason. "If that isn't a direct blow at Bill Taft and me I don't know what is. How could we be expected to run for anything from a nomination to a street car without suspenders? Talk about belts for a man with a convex waist. Fairbanks is built like an elongated hour glass, and he is all right under the edict of the tailors' convention. But I know they had it in for me and if Fairbanks is half a man, he will come out of the brush and admit he is trying to ruin my chances."

National Forest Policy
That the condition of the timber supply of the United States has become a source of anxiety to representative lumbermen of the country was emphasized in practical talks on the subject at the annual session of the national lumber manufacturers' association held last week at the Jamestown exposition.
A striking feature of the proceedings was that at this meeting of manufacturers of lumber, representing a body of men whose annual production aggregates 14 of the 34 billion board feet of saw-timber yearly cut in the United States, close attention was given to the question of the future supply of timber. One of the strongest papers read reviewed the whole situation carefully and showed the importance of preserving forest resources by conservative lumbering or applying the principles of forestry. The following resolutions were adopted, endorsing heartily the policy of the federal government in creating national forests throughout the country, and pledging the support of the association to the movement generally:
Resolved, That the National Lumber Manufacturers' association in convention assembled, hereby voices its hearty approval of the policy of our federal government in establishing large forest reservations in various sections of our land, and would urge the congress to give liberal consideration to such policy.
Whereas, in view of our rapidly decreasing forest resources it is of the greatest importance that an accurate determination be made of quality of standing timbered States in order to set basis for plans for forest and utilization.
Resolved, That we request the Forest Service to reau of Census to undertake at earliest convenience, hereby pledge our hearttion to all efforts of the secure information concern the interests of the lumber.
It must be accepted as significant of the general industry directly affording policy of the Government where resolution the policy are unanimous an association of lumber annually cuts more than of the lumber produced in States.
