REV. WOTTEN ON GOOD ROADS Speaks for the Committee In Reference to Several Matters Now Before the People Santa Ana, Cal., May 2, 1907. EDITOR GAZETTE: I beg to acknowledge the receipt of a copy of your paper for May 2nd, in which you have treated at length, under several headings, the proposal to bond this county for the purpose of building good roads. May I ask you for the courtesy of allowing me a brief space in which to make a reply? This is a matter of the greatest importance to the future of this county, and the more it is discussed from every point of view, the better the result will be. As a member of the "Good Roads" committee, I am glad that you have put into concrete form, your objections to the proposed plan, for I feel convinced that your object is more to develop an intelligent opinion throughout the county, than to oppose the project. In your article, under the heading "To Bond or Not to Bond," you say, "Meeting discusses half-million dollar project, but withholds endorsement—Favors good roads." This is a frank admission, that the citizens of Anaheim desire to see the county possess that which we are working for, but that they are not yet ready to approve our way of attaining it. Have you then, Mr. Editor, any other plan to suggest? But if you, sir, can suggest any better means, we shall be most happy to give you every assistance in carrying out your plan. But as we cannot quite see how we can get good roads without paying for them, it appears to us rather inconsistent to say that “Meeting witholds endorsement, but favors good roads,” unless you have some other plan to offer in place of it. We do not hope to be able to make good roads over the entire county all at once, but we do hope to be able to have at least 100 miles made, in the most thickly populated parts of the county. This is a matter which affects us, not as citizens of Anaheim, or of Santa Ana, or of any other town, but as residents of Orange county. As to the precise location of the new roads, that sir, is a matter which cannot be settled until the proposed bonds have been voted, and the voice of Santa Ana will be neither more nor less forcible in its settlement than the voice of Anaheim. We have neither the wish nor the power to benefit at the expense of Anaheim or any other place, but we do want the good-will and the co-operation of the people in every part of the county. In another column of your paper you have an article entitled, “Again, that Bond Issue,” the object of which appears to be to show that the proposed half million bonds will not be sufficient to perfect every road in the county. Unfortunately that is true, as every man knows, but as we cannot have the whole loaf, we do not propose to starve, but will do all we can to get a part of it. Of course if Anaheim refuses to approve the project unless she has a guarantee that she shall be connected on every side with every place, there is no more to be said. But if, as I believe, the people of your community are ready to believe in the honesty and this point is therefore a out force. Yours truly, W. Of course if the estimate of Prof. A. A. Mills, given in the same issue of your paper, should be accepted as the idea of Anaheim, as to her share in the proposed expenditure; and if every other place should make similar demands, then the project must die as the result of the selfish policy of the people, and our county will be held up to the ridicule and contempt of every other county in Southern California, as a monument of silly jealousy. Our natural advantages will be of small benefit as an advertisement, if we also have to advertise the fact that our people are so unprogressive that they dare not undertake to make such a necessary improvement for fear that one person should get a little more than another. You allude to a map made by Colonel Finley, in which he has laid out 88 miles of road, to show how large a part of the county that would cover. You say the colonel "Doesn't show this map to all who thirst for knowledge concerning it." But I assure you, Mr. Editor, that he will be most happy to show it to anyone who desires to see it. Co. canal in Vista and from Yorba through Ton to Buena Park; from Playa and Olive through Anaheim to Amitos and on to the county line Long Beach road; from El Mo- nd McPherson to Orange; from through Santa Ana and West- indebtedness of $1,000,000 to run 40 years, it would require an increase in taxation of about $4.60 per $1000 assessed valuation for the first year. This would decrease each year so that it would average about $2.30 per $1000 assessed valuation for the entire 40 years. This is a little less than a fourth of one per cent. A man whose ranch is assessed at $2000 would have to pay on an average of about $5 per year more taxes than he does now. If this man were hauling on the road and could load enough heavier to save but one day in the year with a four-horse team, he would make this $5 back and still have the good road. As a matter of fact, he could probably save one day each week. Though "a little county" and a "million dollar bonds" does not sound well together, in reality the burden is light when compared with the IMMENSE BENEFITS. Let us have good roads. A. A. MILLS. EDITOR GAZETTE—Copy of last issue of Gazette received for which I thank you and I wish to say that I am pleased at the reasonable manner in which you handle the good roads matter. While you are not quite as pronounced in favor of the plan as some of us, it is not to be expected that you would be until you are assured that Anaheim and vicinity is to be treated fairly by the commission which has the laying out of the roads. In fact I think it is the duty of every community to see that they get a just proportion of improvement, population and valuation considered. Of course you are primarily interested in Anaheim and vicinity and the whole county in a general way. We have marked all incorporated cities yellow and other towns in green. We would suggest that you study it carefully and mark on it roads in your section of the county which you think would be improved as your reasonable and just proportion—considering population, valuation and any other features which you think should be a controlling element in the establishing of the roads. Make two plans—one on the assumption that 80 miles are built for the whole county and another that 100 miles are built. Then file the map lay in a pigeon hole and see how near the commission comes to giving you what you now think is fair. Of course as long as human nature remains as it is, every community in the county will naturally want more than any commission could give and that every other section fairly. But I think if the commission is one that is prejudiced in favor of any particular section, that it will be able to preface a plan that will be acceptable to localities. Yours very truly, S. H.
