Third Term for Roosevelt Grows in Country Districts —No New Cabinet Official.

The capital is buzzing with political talk. Scores of senators, representatives and other public men and politicians are in the city on the way to or from the Jamestown exposition. Most of them call at the White House, for that is the mecca just now and the conversation with all is mostly third-term talk. Many of the congressional members make the announcement to newspaper men that Roosevelt can have the delegations from their states if he wants the nomination, but this may be because they have an axe to grind and they are not going to say anything that might offend the powers that be. According to the remarks of some, the business sections of the country are strongly opposed to a third term, but combating this the claim is made that the country districts are quite earnestly for him, and not a few congressmen have gone so far as to say that while the wishes of the majority of the people are to be respected, members in both houses are hoping that Roosevelt will be the nominee.

NO NEW CABINET OFFICER.
President Roosevelt is not in favor of the movement to create a new department of public health, to be represented in the government by a cabinet officer, and employees of the federal offices in Washington who have been lending their support to the plan will soon receive orders from their superiors that the project must not be fostered as it will not receive consideration.
The plan proposed had for its object to establish a department that would take over the duties of the meat inspection, pure food, federal quarantine, public health, marine hospital service, vital statistics, work of the census, life saving service, and some other bureaus, in addition to several new bureaus to be created. It is surgeons, and a number of others. It is estimated that the bureaus already organized, and which it was intended to place under the new department, are costing the government about $7,000,000 a year and that the proposed department should be into existence, the many buys under its control could spend the aggregate about $100,000,000. CORTELYOU LIKES FLOWERS.
It is likely that the flower beds in yards surrounding the treasury building will occupy their custom-places this summer, but on a more extensive scale. A short while before Secretary Shaw retired, he ordered that the flowers be adorned. Since Mr. Cortelyou assumed the secretaryship, how it is said that preparations are being made to enlarge the beds, let more flowers, and make the day more elaborate than ever before.
The proposition to do away with beds is said to have been due to 80,000,000,000 feet of coniferous timber in excess of the total coniferous stumpage estimate of the census of 1880.
These are some of the remarkable statements made in Circular 97 of the forest service, which deals with the timber supply of the United States and reviews the stumpage estimates made by all the important authorities. A study of the circular must lead directly to the conclusion that the rate at which forest products in the United States have been and are being consumed is far too lavish, and that only one result can follow unless steps are promptly taken to prevent waste in use and to increase the growth rate of every acre of forest land in the United States. This result is a timber famine. This country is today in the same position with regard to forest resources as was Germeny 150 years ago. During this period of 150 years such German states as Saxony and Prussia, particularly the latter, have applied a policy of government control and regulation which has immensely increased the productivity of their forests. The same policy will achieve even better results in the United States, because we have the advantage of all the lessons which Europe has learned and paid for in the course of a century of theory and practice.

than half the increase in lumber cut
in the same period. Two areas supplying timber have already reached
and passed their maximum production—the Northeastern states in
1870 and the Lake states in 1890.
Today the Southern states, which
cut yellow pine amounting to one-third the total annual cut of the country, are undoubtedly near their maximum. The Pacific states will soon take the ascendency. The State of Washington within a few years has come to the front and now ranks first of all individual states in volume of cut.
At present but one-fifth of the total forest area of the United States is embraced in national forests. The remaining four-fifths have already passed or are most likely to pass into private hands. The average age of the trees felled for lumber this year is not less than 150 years. In other words, if he is to secure a second crop of trees of the same size, the lumberman or private forest owner must wait, say, at least one hundred years for the second crop to grow. As a rule, such long-time investments as this waiting would involve do not commend themselves to business men who are accustomed to quick returns. But the states and the nation can look much further ahead. The larger, then, the area of national and state control over woodlands, the greater is the likelihood that the forests of the country will be kept permanently productive.

Every person in the United States grows over six times as much wood would use if he were in Eur- ia. The country as a whole con- tains every year between three and five more wood than all of the trees in the United States grow in the meantime. The average acre of land lays up a store of only 10 cu- met annually, whereas it ought to laying up at least 30 cubic feet older to furnish the products ta- out of it. Since 1880 more than 900,000,000 feet of timber have cut for lumber alone, including business men who are accustomed to quick returns. But the states and the nation can look much fur-ther ahead. Pittsburg, May 2.—Another bouncing, buxom Pittsburg widow, with money and desire for another husband, today admitted having been stung. Mrs. R. L. Frazer, who is fair, fat but not quite forty, filed suit in court asking that one E. D. Butterworth, a dentist, be required to pay back to her $5000, with some months' interest. She confesses that she had a weakness for Butterworth, also for the balmy air of Southern California. She has also the money to keep herself and husband in the southwest, so she offered Butterworth $5000 to sell out his business, marry her and spend the rest of his days spending her money in Los Angeles. She sets forth that Butterworth was much pleased with the proposition but he wanted to be shown the money. This was easy. Mrs. Frazer peeled $5000 off her roll and handed it over. She now sets forth that she got the merry laugh from Butterworth, who made some pretense toward selling his business to a woman named Ross, but she says he never did this, nor has he made any move toward marrying her and going to California, as he had so faithfully promised.
All she wants now is her own money back, with a little bit of interest. She says she will go to California by herself now.
