A bill passed by the legislature and signed by Gov. Gillett makes the terms of supervisors elected in the first, third and fifth supervisor districts in the county two years after the next general election. At the succeeding election two years thereafter the terms are lengthened to four years. Therefore the supervisor elected in this district at the next election will hold office for two years instead of four, as at present. The change is made to obviate the necessity for the entire board going out of office at one time. The state law requires that supervisors shall be elected bi-annually, two in one year and three at the succeeding election, so that the entire board may not retire from office at the same time. At the time of the formation of Orange county this provision was not complied with, and we have been electing our supervisors every four years. Two years ago Assemblyman Amerige sought to remedy the evil by introducing a bill similar in many respects to the bill framed by Assemblyman Bishop. The secretary deprecated the failure of railroads to furnish transportation for crops, pointing out that many bins were full of grain as a result of the lack of transportation. In consequence money that has been paid for these crops is not in circulation.
For the first thirty-five days of the spring colonist influx to California over the lines of the Southern Pacific the record shows 24,724 colonists. They have arrived since the opening of the low rate, March 1. This makes an average of 706

AT THE SANDWICH BAZAAR
The circus reporter found Harry Tammen, proprietor of the Sells-Floto shows, at Duke Paschall's sandwich bazaar, getting outside of a cup of black coffee and a ham sandwich. He had looked for the magnate all over the circus grounds. He was first directed to the ticket wagon, then to the main entrance, then to the big tent half a block to the rear which was then in course of erection.
His search was unrewarded, until, returning to the entrance to the managerie tent, a menial, pointing to the bazaar across the intervening maze of circus wagons, ropes, electric light wires, and the thousands of people waiting for the show to begin, said:
"There he is over there at the candy booth."
An under-sized man, cleanly shaved, neatly attired and carrying a light cane, acknowledged the soft impeachment regarding his identity.
"Yes, sir, I like your town," he proceeded, as he bit into the sandwich, and poised the tin cup of hot coffee for attack. "The name sounded euphonious-like the first time I ever heard it. I resolved to come. I was told it was a bum show town. I said the circus would come here, even if we played to a $3 gate."
The fact that the town was a good "show town" was being proved by the throngs which surged about the main entrance. It was well toward the middle of the afternoon, and yet the big circus tent, in rear of that sheltering the managerie, had not its sides up. No seats had been installed, and the rings had not as yet been touched.

In response to the stentorian voice of the tent boss, they tugged at long ropes, while gradually the mammoth canvas overhead was placed in position.
Mr. Tammen had been down at the big tent superintending affairs and had later, like the true newspaper man that he is, set aside his cares and proceeded to the bazaar to forget his troubles in the juicy sandwich and hot cup of coffee of commerce.
"Have you seen the menagerie?" he inquired. "They are going to feed the animals. Let's go over and see them."
"This show hurts no town," he proceeded, in a ruminating mood, as we walked toward the showgrounds. "We have none but the best of everything in our line. Everything goes on smoothly. There is not a boisterous man in the aggregation. If I can't run a circus the right way I'll quit the business."
Men were feeding the beasts as we entered. The roars of the lions filled the air, while their incessant clawings at the bars made one involuntarily look around for a convenient place of exit in case of necessity.
"We feed them once a day. Each beast gets 15 pounds of fresh meat daily. In the morning they get a pan of milk. When an animal plays with his meat we cut down his ration. Look at that African lion. He isn't hungry. He holds the meat in his paws to make sure he has it."
The animals were all in good condition, their shiny skins attesting that fact.
This was the show's second day out this season. Everything was spick and span. Horses, lions, tigers, camels and all showed themselves to be in cleanly and well-kept condition.

"How did you come to embark in the circus business?" the reporter ventured. Mr. Tammen is the owner of the Denver Post. His success as a newspaper man was world-wide, when in an evil hour his sporting editor, Otto Floto, whom the circus is named after, persuaded him to start a circus. The magnate, unlike other newspaper men, has money to throw to the birds.
"Well, I always was fond of animals. We just started the show. Success followed our efforts from the start. We added to the show as we went along, and that's all there is to it.
"I'm coming back to this town again. The show will winter again in Southern California. I don't think we shall locate just on the coast, but shall find some good point in the interior."
The crowds filed into the tents while without the spielers vied with one another in outvoicing the tented attractions of the sideshows.
The show was first class. A great crowd gathered, late in the afternoon, refusing to return to their homes until their desire to see the circus had been satisfied.
In the evening between three and four thousand people again appeared, and spielers selling tickets for the concert after the performance, solemnly asserted that two-thirds of the crowd had purchased tickets of admission to

Bronco Busters Coming
O. L. Grimsley of Denver who has attained an almost international reputation as a bronco buster, arrived in this city yesterday from the east and will be followed on Thursday, April 25, by his "Wild West" shows, which are to give an exhibition at Athletic park.
Grimsley and his party of ten expert horsemen have been through South America, and return with a wild bull, named "Grizzley," which is not the least of the show. "I'll give $25 to any man who can stay on 'Grizzley's back 60 seconds,'" exclaimed Grimsley yesterday.
The troupe has just completed a successful tour through the southwest, where "Grizzley" has gained many friends who regard him with respect. These friends are expert busters, who had been ambitious to win that $25. In each instance they failed signally after
