New Laws.
Among the bills which have been passed by both houses of the California Legislature, and have received the signature of the Governor, our readers will find the following of interest:
Assembly bill No. 428.—Appropriating $12,000 to be used by the state commissioner of horticulture for searching for, securing, introducing, propagating and distributing beneficial insects.
Senate bill No. 7.—Prohibiting the sale of any fruit tree or fruit trees of a certain kind, variety or description, and the delivery thereafter with the intent to deceive to the purchaser of a fruit or fruit trees of a different kind, variety, or description, and providing penalties for the violation thereof.
Assembly Bill No. 330.—To provide for the investigation of the nature of the disease known as pearblight, and to prevent, eradicate and procure a cure for the same, and to cause to be prosecuted experimental and research work in the field of viticulture, directing publication of the results of such experiments and investigations; making an appropriation thereof, and prescribing the duties of the controller and treasurer in relation thereto.
Attack on President.
What is believed to be a premeditated attack upon President Roosevelt and the Federal administration generally was made in Philadelphia last week by Stuyvesant Fish, George J. Gould’s new partner in the new Missouri Pacific. Mr. Fish came here to deliver an address before the students on finance in the University of Pennsylvania and took for his subject “Faith is the Basis of Finance.” There was nothing startling in the address by Fish but afterward he made it known that he would say a few things to newspaper men. There was nothing startling in the address by Fish but afterward he made it known that he would say a few things to newspaper men. He began by asserting that the people need not regard conditions as wrong because of an occasional flurry in the stock market, but asserted that conditions could be previously wrong by an unsound point of view in the White House.
"What is your estimate of President Roosevelt?" was asked.
"What is my estimate of Theodore Roosevelt?" he repeated. "Well I have known him since he was a toddler so high." He bent his six feet three inches to indicate the height of a three-year-old boy. "Boy and man," he continued, "President Roosevelt has been unsteady but always well meaning."
"Has his administration met with your approval?"
"Not wholly. He has in too marked a degree the characteristic of all the Roosevelts. The fable of Jupiter and the packs illustrates what I mean. You will remember that the god divided the burdens of a too important mortal. In front of the man he suspended a basket in which he placed the faults of all other men. In a knapsack upon the man's shoulders he placed the man's faults. So it is with the President. He can see the faults of everyone else, but none of his own."
"Even with his faults you have named is he not the best man for the Presidency?"
"No; I have known others just as well meaning, just as brave, who have more discretion, who are far more steady and reliable."

Steve Rochey, a Talbert bad man, drew a knife at a birthday party in that neighborhood on Sunday afternoon, threatening to do great bodily injury to everyone in sight, and when last seen after a chase with an officer's posse, was waist deep in the waters of the river. Darkness came on and he escaped. At the height of his knife play Constable Nate Smith was called in to quiet the riot. Smith came unarmed and had to retire when Rochey came for him with the flourishing knife. While Smith was getting a revolver, Rochey went home, and there Smith went to get him. He opened the door and there stood Rochey with a 44-Colt held on Smith. Again Smith retired, and the third time he came with friends and a Winchester rifle. Rochey saw the party and he ran for the river. Ten shots were fired after him in the chase across the swampy fields and among the willows. Darkness came on. Occasionally a glimpse of Rochey was gained, but he was not caught. When he was last seen he was wading out into the stream carrying his revolver above his head. Later he was fished out and put in the county jail.
A Chicago paper has carried this advertisement for some days: "Come back and all will be forgiven, J. W." The chief of the Secret Service is named John Wilkie. Wonder if it refers to that sub-treasury affair.
Speaker Cannon made a particular study of the Gatun dam while in Panama. He is an expert in almost every other variety and he might as well add Gatun to his vocabulary.

Few people in all probability recognize the vast importance of the action taken by the President in appointing the waterways commission. It has been the habit to refer to the river and harbor bill when one was passed by Congress as a sort of legalized steal, not exactly a criminal pilfering of the public funds, but still the appropriation of an immense sum of money more for the good it would do in clamorous constituencies than for the actual public service that would be returned for money. It has been the habit to refer to the river and harbor bill when one was passed by Congress as a sort of legalized steal, not exactly a criminal pilfering of the public funds, but still the appropriation of an immense sum of money more for the good it would do in clamorous constituencies than for the actual public service that would be returned for money. This has been too nearly the case. There has been an immense amount of money spent in river and harbor improvement and it has done some good, but its application was too scattered and irregular to get anything like an adequate return. Now however that the President has taken the matter in hand and there is a good commission appointed to look after the work in a comprehensive way, one can expect some tangible results. The members of the commission are themselves all good men. Senator Warner and Representative Burton are experienced and honest. Gen. McKenzie is one of the best engineers in the country, and has had a large experience in water-way work: F. H. Newell, another member of the commission, is the director of the Reclamation Service, and while he has not had any particular experience in the rivers in the east, there probably is not a man in the country who has a more intimate knowledge of rivers west of the Mississippi. W. J. McGee, the other member of the commission, is an archeologist and a geographer of international repute, though of what particular qualification for the work of the commission is yet to be proved. Anyhow, the commission has an immense work before it, and has a chance to do something of estimable benefit to the country.

PORTLAND (Or.,) March 23.—The manifest of the German steamship Arabia, which arrived here from Hong Kong and Japanese points, shows 28,-845 cases of firecrackers, destined for forty-eight cities of the United States.

Cargo of Firecrackers.
PORTLAND (Or.,) March 23.—The manifest of the German steamship Arabia, which arrived here from Hong Kong and Japanese points, shows 28,-845 csses of firecrackers, destined for forty-eight cities of the United States. The total weight of this consignment was in excess of 700 tons and sixty freight cars will be required to transport the material to Eastern cities. The local customs here will receive $96,285 duties on a portion of this shipment. Of the total amount of firecrackers received 1232 cases go East in bond. They are consigned to Grand Rapids, Toledo and Cincinnati. There are twenty-eight cases for Winnipeg.
The Bureau of Animal Industry says there are 23,000,000 horses in the country. And with all those to choose from, we usually pick the wrong one.
