PINCHOT ON FOREST POLICY
WASHINGTON, March 17.—In view of the wide spread comment upon the action of the president in creating additional national forrests, Forester Pinchot has given out the following statement to explain the policy of the government:
"National forests (formerly called forest reserves) are created with the main object of using all their resources in the wisest way. Everything is for use; the timber, the range, the water, the land. Only those lands chiefly valuable for the production of timber or the protection of the water flow are included in national forests. It happens that little patches of agricultural land, small mountain meadows and very inconsiderable acres of open grazing land must necessarily fall within their boundaries, because it would be impossible to exclude them. All such little tracts where cultivation is possible are being classified and are passing to private ownership through the act of June 11, 1906, which is merely an extension of the homestead law to the national forests within which every bit of agricultural land will eventually be made to support a home.
"The miner is better off in a national forest than on the unreserved public domain. The mineral laws apply in precisely the same way. The prospector can explore and locate his claim without the slightest restriction, and in mining localities the timber is protected, kept in the country and kept from burning up, for the particular benefit of the miner.
"All timber and wood in the national forests is for use, and for prompt use. It is sold to the small man and to the big man. Everybody who needs timber to establish his home gets it free of charge, and gets it when he asks for it. In the case of the national forests recently created, the settler will not have to wait until they are under administration. He may take what timber he needs for domestic use without asking. In the sale of timber there is no chance for monopoly, for the Secretary of Agriculture can Oklahoma and Indian Territory and October were dry months, but in November rains fell in Texas and the ward to Arizona. "The government gets a fair return for its own timber, whereas before, under the timber and stone law, it practically gave it away, and gave it away in such a manner that it was monopolized in vast tracts by corporate interests. And after it was cut off the land was burned over and became a nonproductive waste.
"In a national forest the lands are protected, wisely cut over and kept productive forever.
"The range is used for the grazing of livestock. On those national forests created after March 1, 1907, there will be no interference with the grazing industry. It will go on just as if the national forests had not been established during the entire grazing season of 1907. Nor will any grazing fee be charged during this season on those national forests or additions thereto created after March 1, 1907. All stockmen who have regularly used the ranges may continue to do so without interference from the forest service.
"The land within national forests is freely open to use as cites for hotels, stores, mills, residences and all other legitimate purposes. The greatest possible use of the land is desired. The more people, settlement and industry, the better is the protection which results. The construction of roads and trails is a great advantage and is always encouraged, and canals, ditches, pipe lines, reservoirs, etc., all act toward getting the fullest use out of the resources. All kinds of improvements are not only permitted, but are decidedly welcomed."

There is growing belief in the extreme Southwest, and possibly in other parts of the country, that the creation of Salton Sea is, in large part, responsible for the heavy rains of the last two years, not only in Arizona, but also in the Rocky mountain States, and thence eastward over the plains. So strong is this belief that some persons have gone so far as to publicly advocate the maintenance of the present Salton Sea, notwithstanding the efforts now being put forth to shut off its supply.
Like other popular fallacies, the present one doubtless arose from a careless consideration of the facts in the case, failure to consider whether the supposed cause was capable of producing the observed result, and finally, a misconception of the physical laws under which moisture in the atmosphere is condensed and precipitated as rain.
The rainfall of October, November, and December, 1904, was not out of the ordinary, but beginning in January, 1905, and continuing throughout February, March and April, an extraordinary amount of rain fell over a belt of country stretching from Florida to Southern California, and the region of heavy rainfall also extended into eastern Colorado, eastern Wyoming, western South Dakota, western Nebraska and western Kansas. A COSTA RICAN VOLCANO.
Sen Picture of Poas and Its Dangerous Surroundings.
On the island of Costa Rico is the remarkable volcano of Poas. The crater has an altitude of about 8,500 feet. The traveler who makes the ascent on reaching the lip of the crater finds himself at the brink of a vast perpendicular sided pit, at the bottom of which lies a motionless pool of yellowish water. The sense of deadly stillness and desolation is undisturbed by any indication of life. The almost vertical walls are devoid of even a vestige of plant creation; not a bird wings its way through the air, the surface of the pool is without a ripple, and even the human voice sounds strange and incongruous. Suddenly the silence is broken by a great and startling underground rumbling, and a huge column of a dark colored liquid is thrown to a vast height from a spot near the center of the lake. The column ordinarily rises to a height varying from 250 to 500 feet. Almost instantly a vast cloud of vapor is evolved which surrounds the column and rises to an immense height.
A thousand feet below the lip is the lake or pool, along the shores of which it is necessary to move about with care because of numerous concealed holes filled with a slimy substance, consisting mainly of sulphate of lime with a large excess of sulphuric acid. This hardens in a few moments when exposed to the air, and consequently the pits are covered with slight shells that render it almost impossible to distinguish between them and solid ground. If a foot goes through this thin crust it will be found that in a few days the shoe will be destroyed, as the seams cannot resist the acid action. The lake at closer view is discovered to be covered with clouds of vapor and it is impossible to see for any distance. Among other gases, sulphur dioxide is present in considerable quantities, and

At close range the water is grayish in color, and it is so acid that it almost burns the tongue when tasted. Any dark cloth moistened with the liquid instantly becomes red and is ultimately destroyed. The temperature at the shore, while varying considerably, ranges around 115 degrees F. During one of the greatest eruptions known a tremendous column of dark liquid rose to an estimated height of 2,000 feet and was about 300 feet in diameter. The waves produced on the lake by such an outburst are formidable, and long after the eruption has ceased the whole crater is filled with the roar of the troubled waters.—Chicago News.
