WASHINGTON CHAT
[CORRESPONDENCE OF THE GAZETTE]
Economy has not been the watchword with the present congress. Despite the strenuous efforts on the part of the speaker and a few others to keep down the expenses of the government, the fact is looming up that with the appropriation bills which have been passed and the estimates of those which will pass between now and the 4th of March, the total sum expended will be more than a billion dollars, a sum greater than that spent by any other congress. As near as can be figured now, the surplus in the treasury at the end of this fiscal year will not be more than $27,000,000, while during the next fiscal year the expenditures may exceed the revenues by some $100,000,000.
The amount that will be necessary for the work on the Panama canal during the next year, according to the estimates of the canal commission, will be $25,000,000. Even this has not deterred the congress from providing in some measure for almost everything that has been asked for, with the exception of the waterway from the Gulf to the Lakes, which it is estimated, would cost $31,000,000, and the increase in the salary of the government clerks.
Early in the session the safety valve was placed wide open and has remained so ever since. Postal employees are given increases amounting to $7,000,-000. New battleships are provided at a cost of $20,000,000. The largest river and harbor bill since the formation of the government carries $93,000,000. The army has received a gift in the form of new coast artillery which will cost Uncle Sam several millions a year. In addition to giving the old soldiers of many wars $138,000,000 in the regular pension appropriation bill, congress has added $15,000,000 more in a service pension act. Rigid Inspection
Secretary of Commerce and Labor Strauss has become wonderfully familiar with the workings of his department in the short time he has been a cabinet official. Nothing escapes him and each branch of his bureau is being placed on a strictly business basis. His latest work is in the direction of providing for a more rigid inspection of the steamboat inspection laws of the United States. He believes that the enforcement of the law is in competent hands but he wants to obtain a stricter inspection of all steam vessels over which the United States has jurisdiction.
His aim is to avoid such accidents as the recent Larchmont horror which has brought many complaints to the department against what is alleged to be carelessness of owners of vessels carrying passengers. Secretary Strauss has impressed upon the inspectors the necessity of a strict enforcement of the law, declaring that where human life entered as a factor, too much care could not be exercised in safeguarding it. He reminds the officials that as spring and summer seasons approach, travel by water will increase tremendously in volume and nothing should be left undone to insure the safety of persons on vessels over which the government has control.
New Designs in Coins
For the first time in fifty years the designs in the gold coins of the United States are to be changed. This is the decision of the President, who, under the law, may do as he likes regarding such designs, providing that they shall not be changed oftener than once in twenty-five years, and that on each coin there shall appear an emblem of liberty, the year of the coinage and the words "Epluribus unum." Beyond being bound by this general description, the president can make any change that suits his fancy.
President Roosevelt believes that the gold coins now in use are not artistic and in discussing the matter with the officials of the treasury department, he decided to consult an artist. As a result, appropriate designs are being

It is provided in the bill that a state laboratory inspector shall enforce the law, under auspices of the state board of health, and his salary will be $3000 a year. Violations of the act are a misdemeanor, and the sheriff and district attorney of the counties of the state are to enforce the act. All food may be seized and by order of court shall be destroyed.
No food products as defined in the new law shall be manufactured in California after July 1 next.

A communication from M. Nebelung stated that he is endeavoring to eradicate the locust bushes along his line on East street and asked the water company to co-operate by removing those still remaining along our right of way.
The communication was referred to Nr. Brunworth with power to act.
A communication from J. E. Walker and from A. S. Bradford asked the privilege of purchasing ten barrels of cement from the company for irrigation construction work on their ranches. Granted.
On motion the president and secretary were authorized to issue the company's notes for the aggregate sum of $4000 when same shall be necessary.
