REPORT OF GRAND JURY
Mild Censure for Supervisors for Lack of Business Methods — Suggestions About Good Roads
The grand jury of Orange county submitted its report to Superior Judge West on Wednesday afternoon of last week. Salient features of the report are as follows:
To the Hon. Z. B. West, Judge of the Superior Court of Orange County, State of California: Your Grand Jury empaneled December 10, 1906, beg to submit the following report:
Critical examination of all the affairs of the county, public buildings, highways, and matters of public interest was made. The report herein given we trust is sufficiently full and detailed to give you clear and comprehensive information of the condition of all properties belonging to the county, and of the character and work of public officers as regards their official fidelity.
While there is much to commend in all departments, there are some things to which we wish to call attention in order to improve the public service and care of the county's property. We often hear the remark that "the work of the grand jury does not amount to anything and that no one pays any attention to its recommendations," anyway." You have summoned good practical men taken to have all bills allowed perly itemized.

The large and valuable found in the county superior’s office should have some attention. The increasing bookings showed that he had rents from all sources from Decenlary 1905, to December l, 1906,$433.70. Of this amount $368 had been paid out, leaving a cash on hand on the aboveof$88,802.80.
But we find that on this day January 2d, there is $197,753.41 hands of the treasurer.

While there is much to commend in all departments, there are some things to which we wish to call attention in order to improve the public service and care of the county's property. We often hear the remark that "the work of the grand jury does not amount to anything and that no one pays any attention to its recommendations, anyway." You have summoned good, practical men from various parts of the county, and they have given at no small personal sacrifice time and thought in carefully going over the work assigned to them. Those who are responsible for the care of public buildings and highways, to which attention is called, we trust will not be indifferent to the recommendations made. We recognize that we have no power to enforce these recommendations. The entire responsibility for carrying out rests upon the various public officials who have been chosen to guard the interest and welfare of our people.
We have no hesitancy in saying that the public welfare will be enhanced if at least an honest effort is made to comply with the suggestions and recommendations herein made.
COUNTY OFFICERS
With reference to the offices occupied by the various county officials we beg to report that we found them in excellent condition, being well provided with necessary equipment and well kept. The affairs in all of them seemed to be carried on in a businesslike way. The officials and their assistants appeared courteous to all, ever ready to freely furnish all desired information.
Examination of all the accounts involving the receipt and expenditure of money was made. We found everything in good form and correct so far as either your jury or the expert employed was able to detect. While the supervisors demand accounts check up with the account kept by the auditor, there are a large number of bills which were chiefly for indigents carved for af County’s exp’se.

The tax collector collected this year ending November 31 $321,970.30. Of this amount 501.34 was for the city of San Francisco$6486.17 for Fullerton,and $for the Talbert drainage ditches.
CITY OFFICERS.
We found in the examination books of the officers of those cities of the county accorded general kept in good form ad rect.Some minor clerical notes were noted.
At Fullerton,the treasurer showed $15.50 more on hand than he clerk had him charged w/the marshal had paid into his treaserer $4.50 more than it collected.The recorder has overdone-the-matter-and-paid-treasuer $5.90more-than-it-collected.At Anaheim.theaccount-found-correct-and-in-excellence.Wecommend-the-office-thatcity-for-themanner-ofingtrackoftheirbusiness.atNewportthemarshalh SELECTED $166andhisreceiptsaethathehadpaidtotheclerkleavingabalanceinhasHAT$17.50.Theclerk’srecruitmentthetreasurervowantedthattbeenturnedintothewearshipSCHOOLS.Orangecountymaywellbeliefoffherschoolfacilities,aamountofmoneyisannuallypendedfordchoolpurposesforketheyearendingDecemberwas$159,573。

The surface drainage is neglected about the buildings in a few places—notably, at Sprindale Ocean View and Fountain Valley.The outhouses of a few of the schools need attention.At the Westminster school building especially is this case.Immediate attention should be given to the repair of the othouse at this place that serious accident might be averted.
Trustees who neglect to provide the best possible toilet facilities for pupils are certainly derelict in their duty.Here is one place where generally more money should be devoted than is usually done It is not only dangerous to health to be indifferent to those requirements but certainly the sensitive natures of children are harshly treated when compelled to be daily confronted by conditions such as found in a few places.Sometimes men are chosen as trustees who are not overly refined or delicate in regard to these matters,and thus force the children to put up with conditions which are absolutely unsanitary,gross and even brutal.
We found the school house in the Chico district abandoned,and for better protection of the property suggest that the windows be boarded up.

Your jury found its greatest work as well as the most unsatisfactory in its examination of the public roads. While we recognize that in most of the districts an honest effort seems to have been made to put the roads in passable condition, a sad failure has frequently been the result. The amount of money no doubt was wholly inadequate for the great number of miles to be cared for. Then perhaps the most judicious expenditure of these funds was not made.
This is a day when the public is demanding better highways, and in most counties of Southern California is receiving them. Modern methods of treating roads with crude oil are so satisfactory and may be done at such reasonable cost that there will be in the future very little excuse for, at least the principal thoroughfares, being in poor condition.
Your jury who gave the road question considerable attention, while going about over the county, commend those who have them in charge a careful study of modern and approved road making. The traveling public is demanding better roads, and the county which fails to provide them will lose both caste and the better class of settlers who are seeking homes in Southern California.
There are a number of roads, or sections of roads, which your jury believes demand immediate attention:
The road running up Ana river from Peralta to side county line is in bad pair; but it is of such vitalance that special attention given to it.
In traveling over the south of the county we found generally in good conditions bridges and culverts in general with the exception of this southern section of the road district. There were second bridge after lea beach to go upon the messy bad condition. We found for repair in shape of piers and were told it had been a year or more, but for some not explained to us nor use it had been made. We several small bridges farther as well as along the beach guna, in need of repair.
In our opinion a bridge manded across the sandwash eastern part of the San Joaquin district, in what is known or Cactus canyon on their road.
In the western part of town we found the bridges and generally in bad repair, and then unfit for use and in poor condition. There were bridges and thirteen culver section of the county needed.
There was expended funding during the year ending December 31st.

We found material de-across the sandwash in the apart of the San Juan road what is known as Choya canyon on the Trabuca western part of the county all the bridges and culverts dry in bad repair, and some fit for use and in dangerous area. There were fourteen and thirteen culverts in this county needing attenuation was expended for roads during year ending December 1st,

MISCELLANEOUS.
We find lil¹³ indigents most of whom are Mexicans who are regularly granted allowances from public funds ranging from $3 to $l⁵ per month.
We also recommend and demand the re-establishment of the county rock pile with a penalty that any one will not do a fair day's work shall be confined to the dungeon upon a ration of bread and water with not to exceed two meals a day,and without tobacco or other narcotics.
We recommend that the same expert be not allowed to make examinations twice during the same year,namely the grand jury examination and annual county examination.
